Org. Setting and Reporting

The position is located within the General Services Section. United Nations Military Observer Group in India and Pakistan (UNMOGIP), Islamabad. The incumbent will report to the Chief of Section or his/her designate.

Responsibilities

o Supervision of the Facilities Management Contractors including tasking, planning, monitoring in relation to contract management and all related activities.
o Provide scheduling and supervision for construction, repair, maintenance and installation of conventional buildings, temporary buildings, infrastructure and sites and premises including grounds in the mission area.
o Monitoring contracts for facilities management services like cleaning, waste management, fumigation, ground maintenance, hotels and catering services, etc.
o Provide support in accommodation management including repair and maintenance coordination, occupancy check in-check out process in ERP, maintain occupancy records for processing cost recoveries.
o Support in drafting of SOPs and Guidelines pertaining to facilities management activities
o Support in office space management including site inspection and coordination with other
stakeholders.
o Supervise ad hoc tradesmen, local and international junior staff assigned to the team by determining workloads and schedules.
o Read and interpret specifications and technical drawings, schedules, manuals for construction projects, installations and upgrade repair of infrastructure.
o Review and recommend for approval work orders and assign day to day repair and maintenance tasks to tradesmen being supervised.
o Inspect and report on construction project work and maintenance work carried out either by contractors or tradesmen and staff under supervision and ensure proper utilization of available resources.
o Follow up on correction of defects in material or workmanship of contractor's work during
the warranty period of the contracts.
o Coordinate with regions as and when required
o Prepare HVAC plant and equipment, installation, trouble shooting, operational support and preventative maintenance.
o Prepare MEP engineering plant and equipment, installation, operational support and preventative maintenance.
Administration:
o Preparation of cost estimates, BOQ, SOW, Technical Drawings for facilities management services, infrastructure
projects and maintenance programmes.
o Identify resource requirements for his/her area of responsibility in connection with budget preparations.
o Assist in technically evaluating bids and proposals for services and construction projects.
o Prepare certification for approval of completed services and construction items of work for progress payments.
o Periodically provide inputs for assessment of performance levels of assigned local and international staff.
o Prepare requisitions for ordering construction materials, maintenance projects, equipment, spare-parts, materials and building supplies.
o Issue instructions at site, record variances, supervise and record measurements of work taken with respect to work progress and progress payments.
o Manage real-estate portfolio include cost recovery.
o Perform other duties as assigned by the supervisor or the Chief of Section/Unit.

Education

High school diploma or equivalent is required. Technical skills in engineering management and operations, preventative maintenance of property plant and equipment, supervision or in a relevant engineering discipline is required. Technical training in facilities management or engineering technology or in a relevant technical discipline is desirable. Experience in HVAC system management, operations and maintenance is desirable. Experience in EMP Eng system management, operations and maintenance is desirable. Experience in renewable energy system management, operations and maintenance is desirable.

Work Experience

At least eight (08) years of progressively responsible experience in Engineering project
implementation in a private, commercial, field, or military environment, including at least five
