Background

The duration of the assignment is until 31 March 2024.  Whereas an external candidate will be offered a temporary appointment; subject to release agreements, staff members in UN Women may be administered as a temporary assignment and staff members in the UN Common system may be administered under a loan arrangement.

The United Nations Trust Fund to End Violence against Women (UN Trust Fund) was established through the UN General Assembly Resolution 50/166 in 1996 with UN Women as its Administrator on behalf of the UN system. The UN Trust Fund (UNTF) is a global multi-lateral grant-making mechanism supporting national efforts to prevent and end violence against women and girls, one of the most widespread human rights violations in the world. The UN Trust Fund provides technical assistance and funding to advance the development of innovative models and strategic interventions in ending violence against women and girls. To date, the UN Trust Fund has awarded US 215 million to 646 initiatives in 140 countries and territories.

Under the supervision of the Chief, the Programme Analyst is responsible for providing support to the Chief through the administration and execution of a variety of activities and transactions to ensure the efficient flow of information and communication to and from the office of the Chief to facilitate timely action and decision making, arranging and scheduling meetings and events; and collecting, verifying and organizing information, materials and documentation for the Chief’s easy access and use.

In addition, the Programme Analyst will provide management support in the areas of human resources, procurement, mission preparation and support during the call for proposals process ensuring high quality and accuracy of work.

Duties and Responsibilities

Contribute to coordination and analytical support to the UNTF Chief:

  • Assist in processing and/or preparing the Chief’s participation in meetings and missions/key events, including Policy, Programme and Intergovernmental Division (PPID)- Strategic Partnership Division (SPD) Meeting, Monthly Extended Management Team (EMT) Meeting and Weekly PPID Leadership Meeting, General Assembly, Commission on the Status of Women (CSW), etc.
  • Prepare and assemble briefing materials, Talking Points and PowerPoint presentations.
  • Undertake analysis and research on relevant topics in preparation of the Chief’s mission planning and participation in internal and external meetings.
  • Collect and compile the Chief’s submissions for audits and coordinate and follow up on audit recommendations jointly with the Operation team to ensure efficient implementation based on established plans and timelines, in coordination with PSMU; Provide support in finalization of the Risk Register;
  • Assist in monitoring the UNTF Annual Work Plans by taking meeting minutes, developing coordination templates, and drafting communication messages.
  • Analyze and interpret background documentation and resource allocation trends, identify and document significant programme achievements, deviations and operating decisions, and compile information and data required for decision-making.
  • Verify the completeness of required documentation and/or clearances (as appropriate) prior to submission for the PPID Director's approval/signature.
  • Provide inputs for the analysis and preliminary comments on proposals and other documents submitted to the Director. Follow up with concerned units for clarification and missing information if necessary; provide daily decision/ action/ information sheet to the Director.
  • Manage Chief’s calendar. Prepare and manage the long-term calendar of commitments/workshops/high-level meetings. Manage the continuous demand for appointments with and by the UN Trust Fund Chief. Liaise with callers, determine priorities, balance time available and provide feedback to callers.
  • Undertake other ad hoc duties and assignments at the request of the UN Trust Fund Chief.

Provide operational support to UN Trust Fund team:

  • Create vendors profiles in Quantum (for Implementing Partners, Service Providers and Consultants).; 
  • Serve as Travel Processors and Supplier Maintenance in Quantum.
  • Maintain UN Trust Fund rosters including e-rosters.
  • Maintain the leave records for UN Trust Fund staff in Quantum.
  • Follow up on travel claims and payment for the UN Trust Fund staff and consultants.
  • Coordinate travel arrangements for the team, including travel requisitions and claims.
  • Plan and manage the administration and logistics of events (meetings, workshops, conferences, annual retreat) including preparation of the budget and reports.
  • Support the coordination of the Fund´s human resources and procurement tasks and other operational tasks:
  • Support the Coordination of the preparation of procurement plans for the Unit and manage support management of the procurement of goods and services following established corporate procedures, including the submission of the Procurement plan via the Project Management application in Quantum Enterprise Resource Planning (ERP).
  • Act as HR focal point. Support the hiring and onboarding processes of UN Trust Fund staff and consultants, including preparing contracts and renewals, in liaison with Human Resources, Facilities and ICT.
  • Support the selection, and recruitment of approximately 60 external consultants with various language skills and regional expertise with a specific focus on ending violence against women annually, for the Call for Proposals;.
  • Process payments for consultants and vendors.
  • Provide inputs to the finalization of Partner Agreement documents in compliance with UN Women rules and regulations: conduct quality assurance of the Partner Agreement documentation as needed; support the Partner Project Documents preparation, approval, and signatures.
  • Analyze and organize office operations and procedures including for information management.
  • Follow-up on the submissions, clearances and approvals of the items in the online clearance system.

Provide operational and technical support in Grant-selection (global level):

  • Provide technical and administrative support in the implementation of NGO Capacity Assessment in line with the Cash Advance policy and procedure and other relevant organizational policies, procedures, and guidelines.
  • Collect the documentation from the applicants and conduct initial verification.
  • Serve as the custodian of all implementing partnership documentation such as assessment, Partner Agreements and programme documents, ensuring that they are properly archived.

Required Skills and Experience

Education and certification:

  • Master’s degree or equivalent in political science, social science, economics, business administration, accounting, finance, programme administration or another relevant field.
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
  • A project/programme management certification (such as PMP®, PRINCE2®, or MSP®) would be an added advantage.
  • A CIPS 3 certification would be an added advantage.

Experience:

  • At least 1 year of progressively responsible experience in international/regional organizations and project/programme management.
  • International development work preferably focused on, or strongly involving gender equality at national, regional and international levels.
  • Prior experience in the UN System is an asset.
  • Prior experience working with grantees and/or partner agreements is an asset.

Language Requirements:

  • Fluency in English is required
  • Knowledge of the other UN official working language is an asset.
