Background:
 

The OSCE Mission to Bosnia and Herzegovina (the Mission) continues to play a vital role in strengthening the country’s ability to foster a sustainable and stable security environment, to strengthen Bosnia and Herzegovina’s governance, and to encourage its consolidation as a democratic society. The Mission supports political and education reform and works to promote and protect human rights of all citizens of BiH.


The OSCE-conducted Feasibility Needs Assessment of law enforcement agencies (LEAs) SALW storage sites identified a lack of standardized use of assets in BiH. To address this issue, the Project helped with development of a Standard Operating Procedure (SOP) to provide guidance to the LEAs personnel on organizing, maintaining and managing SALW storage in a standardized manner. Pursuant to the developed and adopted new SOP titled the Guidelines for the Management of Small Arms and Light Weapons (SALW) in Police organizations in Bosnia and Herzegovina, a Working Group (WG) will be established and tasked with developing a Training Manual (TM) and training program (TP) on control, management and safekeeping of SALW, ammunition and explosives by LEA personnel. 


 

Objective of Assignment: 
 

The Mission is seeking to engage one National Consultant to support Training Manual (TM) and training program (TP) development. 

 

Duration of Assignment:

 

This is a national consultancy assignment with an expected duration of approximately 30 working days.

 

Tasks and Responsibilities:

 

In close co-operation with the Project Implementation Team (PIT), the successful candidate will be tasked with the following duties:

 

1.  Developing a draft TM and TP, which shall include training outcomes, knowledge and skills gained, learning methods and grading. The TM and TP shall provide guidance to (a) the trainers on how to deliver the training course and (b) police officers on how to use physical and Information and Communication Technology (ICT) security tools in a standardised and unified way, by detailing the proper use of implemented security measures, safe storage, personal responsibilities, weapon hand-overs, inventory and weapon safety systems (15 days);

2. Presenting the draft TM and draft TP to the WG members for their review and comments. Based on the discussion and recommendations of the WG, the National Consultant will be required to incorporate the comments and elaborate the final material after the WG meeting(s) within the necessary timeframe (5 days);

3. Informing as necessary the Project Manager about emerging circumstances which can impact the final result;

4. Developing a final version of the elaborated TM and TP to be presented for review and adoption to the respective LEAs’ hierarchies  (10 days).


 

Deliverables and timeframe:

 

1.  Deliverable: Draft version of the TM and TP on SALW management; Timeframe: By end of September 2023
    
2.  Deliverable: Final version of the TM and TP on SALW management; Timeframe: By end of October 2023

3.  Deliverable: Presentation of the final version of the TM and TP on SALW management; Timeframe: By end of October 2023

Necessary Qualifications:

 

•    A first-level university degree in a relevant field (adult education, police, security, military or legal science);
•    Minimum 4 years of experience teaching adults and developing training curricula /manuals within a law enforcement agency or military setting;
•    Strong knowledge of the structure of basic training for police officers in BiH and relevant national legislation, including the accreditation processes; 
•    Ability to gather and interpret information from various sources;
•    Knowledge about SALW in LEAs would be a distinct advantage;
•    Relevant experience in developing training curriculum/manuals with national and/or international organization is an asset; 
•    Strong interpersonal and communication skills, with pronounced report writing ability;
•    Punctuality and ability to effectively multi-task and deliver results under tight deadlines; 
•    Professional fluency in English and local languages with excellent communication (both oral and written) skills;
•    Computer literate with practical experience using Microsoft applications.

 

 

Remuneration Package:

Remuneration will be based on the selected consultant's/expert's qualifications, experience, the tasks and deliverables for this position and in accordance with the OSCE established rates.
