On January 1, 2023, the United Nations Development Programme in Ukraine (UNDP) under the financial support of the Ministry of Foreign Affairs of Denmark launched the “Democratization and Human Rights 2023-2026 Project”, under which the sub-project Civil Society and Youth Support Project (CSYP) will be implemented until the 31 December 2026. The project is embedded in the Democratic Governance portfolio, through which UNDP assists the Government, civil society, and the people of Ukraine in advancing democratic policies and practices needed to accelerate progress on sustainable human development.

UNDP is a long-standing partner of the Ministry of Youth and Sports in developing and implementing initiatives for and with young people of Ukraine. With regards to the youth civic engagement, UNDP has further elaborated the Youth Worker Programme (YWP) launched in 2014 with the support of UNDP Ukraine and in cooperation with the Ministry of Youth and Sport of Ukraine (hereinafter – the Ministry) and the State Institute for Family and Youth Policy. Eight years of programme implementation allows improving the professional background of representatives of civil servants and civil society organizations work with young people aimed at increasing the number of young people who participate in shaping youth policy and in enhancing cooperation between government and CSOs on youth issues.

The full-scale war in Ukraine which started with the Russian invasion as of 24 February 2022 affected every young Ukrainian man and woman. According to the Ministry of Youth and Sports of Ukraine, more than 2 million young people have become internally displaced and another 2 million have been forced to leave the country which constitutes 40% of the total number of young people in Ukraine. At least, 35 youth centres have been destroyed, damaged, or located in territories not controlled by the Government of Ukraine. In those regions of Ukraine where there are no active hostilities, youth centres and youth organizations have transformed their work since the first days of the war. Most of them currently operate as temporary shelters for IDPs, humanitarian aid collection centres, volunteer coordination hubs, and provide assistance to those in need.

According to the Ministry of Youth and Sport of Ukraine, 60 percent of the youth workers are internally displaced. According to this survey, 51 percent of youth workers need an exchange of experience with other youth workers 50 percent require informational support about opportunities in the field of youth sector; and 47 percent mentioned the need for financial support for their initiatives and teams.

At the request of the Ministry of Youth and Sports of Ukraine, UNDP analyzed the current state of the professional network of youth workers and developed a roadmap for the transformation of the YWP with the aim of providing support to youth workers during and after the war as well as to ensure young people’s involvement in resilience building and recovery processes. According to the performed analysis, the content and format of the educational components of the Youth Worker Programme has to be updated to address new realities.

UNDP support is essential for Youth Worker Programme to ensure its sustainable development in the conditions of limited state funding during martial law and the subsequent recovery process.

Duties and Responsibilities

MAIN OBJECTIVE OF THE ASSIGNMENT                              

Through this assignment, UNDP seeks the services of a qualified Consultant who will usure that the YWP remains relevant during the war, early recovery and post war contexts by revising the Programme methodology and content part of YWP namely basic training and civic education course for youth workers. The consultant will then conduct pilot training courses according to the updated methodology.

SCOPE OF WORK AND EXPECTED OUTPUTS 

The Consultant will be responsible for preparing the updated structure and manuals with theoretical and practical parts of the training courses ‘’Basic level’’ and ‘’Civic education for youth workers’’, based on the results of the analysis of the youth workers network and road map transforming of the Youth Worker Programme developed in 2022 with UNDP support. The consultant will then conduct pilot training courses according to the updated methodology.

The Consultant shall perform the following tasks:

Deliverable 1	Update the structure and content of the Basic YWP training.   Following the program objectives, the Consultant will be responsible for updating the manual for trainers including practical and theoretical parts:   Prepare a list of theoretical materials for each training module that can be transferred to video format, Add a module on "Social Cohesion/National Unity" to the Basic training programme, which should include, but not limited to the following topics: - work with young IDPs; - integration of young IDPs into host communities; -  work with youth which received war related trauma; - engaging young people  in recovery process on community level (at least 3 learning hours); Update the "Competences" module to include those necessary during the war (at least 2 learning hours); Update to the module "Forms and methods of work" to be relevant in different regions of Ukraine depending on security situation and martial law  (at least 2 learning hours); Update a testing form for graduates of the basic training which will serve as a basis of the certificate provision; Develop a post training manual "Participant's Portfolio" which may be used by the course graduates while performing their roles as youth workers; Develop instructions for YPW trainers on specifics of delivering the updated Basic training for youth workers. (at least 2 pages)   Output: an updated training manual is produced and includes theoretical materials and practical exercises for trainers.   All documents are submitted to UNDP and the Ministry of Youth and Sports for final approval. The manual “Basic training for youth workers” should be shared in a track changes mode with updates in each module.	April 15
Deliverable 2	Conduct TOT for the YWP trainers team on the updated program of Basic training   Following the program objectives, the Consultant will be responsible for conducting online/offline at least 2-day TOT for the Youth Worker Programme trainers’ team with the aim of familiarizing with updated methodology. (UNDP will cover the expenses related to the logistic organization of training event).   Output: 2-days offline TOT session conducted in cooperation with the All-Ukrainian Youth Center and the Ministry of Youth and Sports of Ukraine. Deliverable 3	Develop scenarios for videos with theoretical material for each of the Basic Training modules.   The Consultant will be responsible for: - developing of the test version of the video scenarios (at least 5 scenarios for 5 videos (one video for each module of the training course); - developing test questions to assess the participants' knowledge.   The duration of the video should be about 5-7 minutes. The video format: a video recording of the speaker with elements of a graphic presentation.   Output: scenarios for at least 5 videos and test questions are developed and submitted to the UNDP and the Ministry of Youth and Sports for comments and final approval. Deliverable 4	Update the structure and content of the course ‘’Civic education for youth workers.   Following the program objectives, the Consultant will be responsible for:   1. Update the structure and content of the course modules based on the results of the survey of youth workers conducted in 2022 and taking into account the new realities in Ukraine related to the full-scale invasion. 2. Expand the "Critical thinking" module. 3. Update the manual for trainers.   Output: an updated training manual is produced and includes theoretical materials and practical exercises for trainers.   All documents are submitted to UNDP and the Ministry of Youth and Sports for final approval. The manual “Civic education for youth workers” should be shared in a track changes mode with updates in each module.	August 30
Deliverable 5	Conduct TOT for the Youth Worker Programme trainersteam on updated program course ‘’Civic education for Youth Workers’’   The Consultant will be responsible for conducting offline  2-days TOT for the Youth Worker Programme trainers team with the aim of familiarizing them with updated  course methodology and materials. (UNDP will cover the expenses related to the logistic organization of training event).   Output: 2-days training session is conducted in cooperation with the All-Ukrainian Youth Center and the Ministry of Youth and Sports of Ukraine.  MONITORING/REPORTING REQUIREMENTS:

The Consultant shall report to the Civil Society Project Coordinator. The payment shall be arranged in stages in accordance with the proposed payment scheme below and upon acceptance of the deliverables based on quality control and recommendations. The final report shall be submitted to UNDP no later than 15 September 2023. 

The Consultant shall provide the necessary information and reports according to a preliminary determined schedule or as soon as possible (within a reasonable period of time). UNDP will be the ultimate authority to control the quality of work results and assess the Contractor’s performance during the assignment.

All reports should be transmitted to UNDP electronically (formats of: * .docx, * .xlsx, * .pptx, * .pdf) on the electronic source or in the form of electronic communication with the attached final product in the Ukrainian language.

UNDP will provide payments upon the provision of deliverables duly certified by UNDP in accordance with the table above. In particular, the payment schedule will be as follows:

Required Skills and Experience

EXPERIENCE AND QUALIFICATIONS REQUIREMENTS:

Common requirements to all applicants:

• At least Bachelor’s degree in technical science, social science or a related field.
• At least 3 years of experience in the coordination of initiatives in the area of youth work;
• Experience in developing training programs for youth or youth workers.

Specific requirements to the candidates:

• Experience with the Youth Worker Programme would be considered an asset.

• Duly accomplished Letter of Confirmation of Interest and Availability using the template provided by UNDP including Financial proposal.
• Examples on at least 3 training programmes for youth or youth workers developed by the applicant

 

FINANCIAL PROPOSAL:

Lump sum contract

The financial proposal shall specify the cost of professional services of Consultant for the development of the road map for the Youth Worker Programme. Payments are made in four tranches: each made upon completion of the respective deliverable. The financial proposal shall specify the cost of professional services for the assignment – the total amount and distribution in accordance with the above-mentioned proposed schedule of tranches – Table A Cost Breakdown per Deliverables.

In order to assist the requesting unit in the comparison of financial proposals, the financial proposal will include a breakdown of this lump sum amount in accordance with the deliverables defined in this TOR (section 4 above).

Travel costs

Should any travel be necessary in connection to this TOR, UNDP will reimburse the expenses based on the duly authorized travel details, including travel and per diems. In general, UNDP should not accept travel costs exceeding those of an economy class ticket. Should the IC wish to travel on a higher class he/she should do so using their own resources. In the case of unforeseeable travel, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between the respective business unit and Individual Consultant, prior to travel and will be reimbursed.

 

EVALUATION CRITERIA

Educational background – 20 points max:

- Minimum required: Bachelor’s degree in social science, humanities or related field – 30 points max.

(15 pts – Bachelor’s degree; 17 pts – Master’s degree in the relevant field or higher; 20 pts – PhD degree in the relevant field);

Relevant professional experience – 40 points max:

- Minimum required: At least 3 years of experience in the coordination of the initiatives in area of youth work. (15 pts – 3 years; 17 pts – 4-5 years; 20 points – over 5 years);

- Minimum required: At least 2 years of experience in developing training programs for youth and/or youth workers. (15 pts – 2 years; 17 pts – 3-4 years; 20 pts – 5 years + and experience with the Youth Worker Programme)

Language skills – 10 points max:

• Minimum required: Native-level knowledge of Ukrainian is required. (8 pts - Native-level knowledge of Ukrainian; 10 pts – Native-level knowledge of Ukrainian and working knowledge of English).

Maximum available technical score - 70 points.

 

 EVALUATION METHOD:

 Cumulative analysis

Contract award shall be made to the incumbent whose offer has been evaluated and determined as:

a) responsive/compliant/acceptable, and

b) having received the cumulative highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

* Technical Criteria weight: 70%

* Financial Criteria weight: 30%

Only candidates obtaining a minimum 70% from the maximum available technical score (49 points) would be considered for the Financial Evaluation.

The maximum number of points assigned to the financial proposal is allocated to the lowest price proposal and will equal to 30. All other price proposals will be evaluated and assigned points, as per below formula:

30 points [max points available for financial part] x [lowest of all evaluated offered prices among responsive offers] / [evaluated price].

The proposal obtaining the overall cumulatively highest score after adding the score of the technical proposal and the financial proposal will be considered as the most compliant offer. After successful completion of the validation interview the offeror will be awarded a contract.
