Context

UN Women established it’s office in Sierra Leone as UNIFEM in 2002 until 2010, and as UN Women thereafter. In addition to directly touching more than 3000 women’s and girls’, men’s and boys’ lives during the implementation of the country office’s Strategic Note (2022-2025); the organization has been able to validate its relevance, comparative advantage and unique value as well as its “fit-for-purpose” in all the triple mandate: normative, coordination and programmes in the area of gender equality and women’s empowernment. UN Women has been well positioned within the UN Country Team (UNCT) and National Development efforts working in advancing the global norms and standards as set out in, but not limited to, CEDAW, Beijing Platform for Action, and the Maputo Protocol. The UNV assignment is part of UN Women’s project on addressing gender inequality in Sierra Leone supported by Irish Aid. This project will work with (MoGCA) and it’s partners on lobbying and advocacy for the Enactment of the GEWE Bill, for review of 2nd generation SiLNAP on UNSCR 1325 and development the 3rd Generation SiLNAP. Focusing on women’s leadership issues and issues of Violence Against Women in Elections/Politics. The project will also target survivors of Gender-Based violence in four One Stop Centres which are housed in Government Hospitals.

Task description

Under the supervision of Project Manager or his/her designated mandated representative(s), the UN Volunteer will: • Have overall responsibility for the successful implementation and scaling up of the Irish Aid-funded POWER Salone project. •Lead and oversee all Gender Equality (GE) components and strategies outlined under the proposed project with focus on ending violence against, women peace and security and women’s leadership •Provide hands-on technical quality assurance ensuring that the GE elements are strongly mainstreamed in all stages of programme management implementation and monitoring/evaluation and reporting based on RBM principles. •Work closely and collaboratively with colleagues and partners to collect/analyze/share information on implementation issues with linkages to gender equality, suggest solutions on routine programme implementation and submit report to alert appropriate officials and stakeholders for higher-level intervention and/or decision. •Be responsible for POWER Salone donor report and knowledge management. She/he therefore tracks and keeps record of reports and assessments for easy reference and/or to capture and institutionalize lessons learned. •Lead the strengthening of national and local capacities for GE concepts and approaches; identify and lead new initiatives to strengthen national and local capacities for gender equality. This includes guidance on region-specific strategic direction, ensuring technical excellence and overseeing the quality of programmatic work on gender equality. •Substantially initiate and lead resource mobilization in-line with UN Women’s signature interventions. •Ensure gender equality approaches put forward by UN Women are well reflected and addressed. •Provide strategic advice and technical support to the Government and CSO stakeholders to help integrate gender into programmes interventions, expand networks and partnerships with appropriate government counterparts, civil society, youth groups and other stakeholders for GE and women’s empowerment including tools and approaches that aims to provide knowledge, techniques, and tools to develop skills and changes in attitudes and behaviors. •Liaise, support, and assist project staff in overseeing the effective integration, monitoring and reporting of the GE components in the project. Participate in monitoring and evaluation exercises, programme reviews and annual programme reviews with government and other counterparts and prepare minutes/reports on results for follow up action by higher management and other stakeholders. •Support and work with local partners in ensuring reporting requirements are fully understood and adhered to (i.e translating the robust log frame into actual documentation and reporting on results according to set indicators). •Prepare technical reports and inputs for programme preparation and documentation, ensuring accuracy, timeliness and relevancy of information. Ensure gender equality approaches put forth by the program are well reflected and addressed. •Support indicator measurement and performance tracking as it relates to gender mainstreaming in the project activities, including for POWER Salone. •Participate in cross-sectoral collaboration and coordination on key programmatic results on gender, ensuring coherence, maximization of synergies and efficiency in utilization of resources and delivery of results on gender and gender empowerment •Provide technical support and guidance to national government, NGOs and other local-level partners on aspects of gender programming and to ensure incorporation of gender indicators and measures in programmes/projects and policy initiatives, when requested by the Head of Office. •Liaise and consult with sections, government, donors and other external partners (civil society, NGOs, private sector) to support convergence, and develop and reinforce partnerships in gender programming. •Initiate and support building and maintenance of partnerships for gender equality with various partners, including institutional links with UN agencies and other relevant entities such in-country and overseas’ donors. •Any other related tasks as may be required or assigned by the supervisor.
