ORGANIZATIONAL CONTEXT

WFP Burkina Faso is in a Level 3 scale-up operation with cash-based food assistance programmes for vulnerable communities in Burkina Faso. In order to achieve this, WFP plans to increase the use of innovative approaches, transfer modalities, and technologies to support these programmes in Burkina Faso. WFP, therefore, seeks in-house capacity to ensure that beneficiary registration and transfer management activities are through, effective, and efficient; existing business critical systems are supported, scalable, and well-adapted to WFP’s evolving needs. In line with the country office objectives, WFP Burkina Faso requires a Business Transformation Officer (SCOPE/DAS) to coordinate and support the implementation of technologies and processes to deliver programmes activities.

JOB PURPOSE

Under the overall responsibility of the Head of TEC, the Business Transformation Officer (BTO) will be responsible to support the Country Office(CO) in the operationalization of SCOPE and Digital Assistance Services (DAS) related activities, including, partnering with the business to understand their needs and operating environment in order to transform business requirements into solutions exploiting IT capabilities and focusing on business satisfaction. The incumbent will also be required to analyze new requirements and functionalities, coordinating, testing, and ensuring that the new features respond to the programmatic needs.

KEY ACCOUNTABILITIES (not all-inclusive)

1. Support the budgeting, planning, and deployment of IT and DAS systems to support cash-based transfers, in accordance with WFP corporate standards.
2. Assist and advise in the development of Programme operational plans and deliver resource requirements to facilitate the achievement of overall program objectives.
3. Actively participate in the planning, design, and implementation of IT-related activities in cash-based and food assistance programs.
4. Support with data and documentation for the procurement of ICT/SCOPE equipment and services in line with WFP rules and regulations.
5. Play an active role in beneficiary registration activities such as systems configuration, on-site support, data storage, and synchronization as well as beneficiary services.
6. Support in the facilitation and training of beneficiary registration, and SCOPE administration.
7. Collate data and contribute to the preparation of accurate reports on SCOPE/CBT investments and costs, providing information to inform decision-making by stakeholders.
8. Respond to queries from users, understanding and resolving issues, providing advice, and ensuring SCOPE policies, procedures, systems, and tools are correctly applied to support them.
9. Manage a small team, acting as a point of referral and supporting them with analysis and queries.

10. Perform any other duties as required.

OTHER SPECIFIC JOB REQUIREMENTS

1. Manage the end-to-end SCOPE beneficiary registration, project/intervention setup, card printing, and support POS operations.
2. Support data collection exercises related to beneficiary registration, enrolment, cash transfers, and distribution monitoring.
3. Support beneficiary registration guidance and activities, in line with national legislation and global standards, for the capture, use, and protection of data.
4. Support the CO on Data Protection and Privacy issues, and other regulatory frameworks related to DAS.
5. Establish and manage the Beneficiary Service Desk to ensure calls from beneficiaries are attended to and organize the beneficiaries’ complaints, feedback, incidents, and inquiries in a form of a report to management.
6. Ensure that corporate guidelines are known, understood, and implemented, in the best interest of the CO.
7. Coordinate activities with the Regional Bureau, and other centralized units as needed, in particular with the SCOPE RSS (SCOPE Regional Service Support, the 2nd level line of support) and the  Regional SCOPE/DAS BTOs (for planning and strategy), ensuring an adequate level of communication to get thebest support possible and proper preparation of operations and plans.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

  • Has keen ground-level experience leading the implementation of digital assistance services and data analysis in emergencies.
  • Experience in database administration and reporting; working in an international, or multicultural environment; and working knowledge of WFP Programmes and projects, preferably with hands-on experience in cash transfer activities;
  • Creative thinking and conceptualizing of technology-based solutions.
  • Has a proven record of delivering complex projects whilst working under pressure and managing stakeholder expectations throughout.
  • Knowledge of cash-based transfers (CBT) programming in a humanitarian context would be an asset.
  • Ability to review data and identify and adjust data discrepancies.
  • Ensure quality data capture into corporate systems that meet desired outputs.
  • Ability to work in a team environment and coordinate assignments to achieve common goals.

STANDARD MINIMUM QUALIFICATIONS

Education: Advanced university degree in Computer Science, Management information systems, or another relevant field; or First University degree with additional 10 years of related work experience or training/courses in Information Systems.

Experience:

  • At least seven (7) years of progressive experience in an ICT-related field such as hardware and software support, digital assistance services, and business/systems analysis.
  • Experience leading the delivery of IT services in large organizations (humanitarian aid operations).
  • Experience in project management is a requirement.
  • Possession of a combination of business and technical (IT) including - general management skills and document preparation.
  • TIL V3 certification or higher is required

Language:Proficiency (read/ write/ speak) in English and in French
