The United Nations High Commissioner for Refugees (UNHCR) is mandated to lead and co-ordinate international action to protect and assist refugees and other persons of concern.

The Private Sector Partnerships Service (PSP) sits within UNHCR's Division of External Relations (DER) and is responsible for mobilizing resources from the private sector for refugees. UNHCR have developed a $1 billion Private Sector Fundraising Strategy which focuses on both Individual Giving and Private Sector Partnerships and identifies priority markets and regions.

Individual Giving is targeted at the general public to secure the support of individuals through regular, unrestricted donations, cash appeals and legacies (using the more encompassing term 'Gifts in Wills’ at UNHCR). Legacy income has the potential to make a significant contribution if embraced. The combination of the aging population worldwide and the predicted transfer of wealth over the next 20 to 30 years means that charities and NGOs all over the world have developed more pro-active legacy marketing strategies.
