Duties and Responsibilities

Org. Setting
UNDRR was established in 1999 as a dedicated secretariat to facilitate the implementation of the International Strategy for Disaster Reduction (ISDR). It is mandated by the United Nations General Assembly resolution (56/195), to serve as the focal point in the United Nations system for the coordination of disaster reduction and to ensure synergies among the disaster reduction activities of the United Nations system and regional organizations and activities in socio-economic and humanitarian fields. Upon the adoption of the Sendai Framework for Disaster Risk Reduction 2015-2030 by all UN member states in March 2015, UNDRR was tasked by the UN General Assembly to support the implementation, follow-up and review of the Framework. As a part of its normative mandate, UNDRR is supporting countries, in particular in least developed and small island countries, in the development, implementation and monitoring of progress of national and local disaster risk reduction strategies. UNDRR thereby focuses particularly on ensuring a comprehensive and inclusive approach to disaster risk reduction, in raising awareness and engaging representatives of all relevant stakeholder groups in the strategy discussions.

Background and Context:
Economic growth and community well-being are directly impacted by disasters. As key members of communities and drivers of growth, private sector companies have an important role to play in reducing disaster risk. With threats to communities and economic livelihoods increasing, the private sector continues to grow its understanding of where to adapt and respond. To drive change and leadership from the business community, the Private Sector Alliance for Disaster Resilient Societies (ARISE) was started by UNDRR in 2015 as the mechanism to support the private sector to become a key partner in reducing disaster risk. It has grown to over 450 members and 29 networks across the world. There is incredible energy and appetite to grow ARISE and to equip it to effect change in how the private sector invests in a risk-informed sustainable future.

The consultancy is focused on support to a number of concrete information and data deliverables for ARISE required in the second quarter of 2023 to (i) better understand the membership base, and (ii) strengthen how ARISE demonstrates and communicates progress to show its impact.

Responsibilities:
Reporting to the head of the Partnerships and Stakeholder Engagement Unit and working under the supervision of the programme management officer for private sector engagement, the consultant will be required to perform the following tasks:
1. Execute the collection, cleaning and structuring of ARISE data for monitoring and analysis purposes. ARISE data includes information about membership (comprehensive information about members/affiliates, networks, network leaders, board members, etc.), projects (including projects, tools, good practices, case studies, etc.), progress reporting against the Key Performance Indicators (KPIs), and others as required. This task includes the prioritization of variables, in line with management needs, that need to be properly captured during a first phase. The consultant will be required to use primary and secondary sources of data in coordination and communication with members, relevant ARISE Network Leaders, and other relevant actors. The merging of datasets will also be required using effective methods and tools available within the UN system.
2. Support the visualization of data. Using the ARISE data above, prepare the visualization of key information. This phase is going to focus on selected variables from the members dataset. The visualization is expected to use effective methods and tools available within the UN system (e.g. PowerBi).
3. Support the drafting of a Standard Operating Procedures (SOPs) for the ARISE information and data management (this phase will focus on the data for membership).

Qualifications/special skills

An advanced university degree in information, data and/or knowledge management, data science, digital communications, economics, business management, sustainable development, disaster risk reduction, or a related field together with relevant qualifying experience is required. A first-level university degree in combination with a minimum of 2 additional years of qualifying experience may be accepted in lieu of the advanced university degree.
- A minimum of 2 years of demonstrated experience and project references in the area of information, data and/or knowledge management or data science is required;
- Experience in research and analysis, programmes and project development and management or a related area is required;
- Experience in disaster risk reduction, sustainable development, statistics, business administration or a related field is desirable;
- Expertise in data management and data-based decision making and policy development processes with the private sector is desirable;
- Knowledge in utilization of data visualization and information and communication technologies is desirable;
- Ability to evaluate information needs and to provide appropriate and targeted information accordingly is desirable
- Experience using PowerBi is desirable;
- Experience in the private sector is desirable.

Languages

Excellent oral and written skills in English is required. Knowledge of Spanish, French or another UN official language is an advantage.
