Job Purpose and Organizational Context
 
Today Ukraine is facing its most serious challenges since achieving independence in 1991. The ongoing war has already resulted in significant loss of life, unprecedented displacement, internally and towards neighboring countries, and devastating destruction of infrastructure. The UN Ukraine Flash Appeal shows that at least 15.7 million people are in immediate need of emergency assistance and protection. Early projections indicate that if the war should continue in the medium to long term, up to 90% of the Ukrainian population could face poverty and extreme economic vulnerability, and the country’s socio-economic progress could be set-back by almost 20 years. In the short-term, 62% of the population is at high risk of falling into poverty. Ukraine’s economy is set to shrink by 45% this year due to the war and even with a moderate recovery in the next few years, by 2025 the GDP would still only be two-thirds of the pre-war GDP in 2021. 

In addition, the country faces losses of many people’s lives and devastative destruction of infrastructures and economic bases. Currently, more than 50% of the energy infrastructure damaged, causing the massive disruption of energy supply nationwide with millions of people experiencing power outages and challenges in heating. Extensive scale of destruction of infrastructure, rehabilitating or constructing infrastructures and installing equipment with necessary supply of the materials is urgently required to restore or maintain life-line and key basic services, followed by removal or mines and explosives as well as debris. 

Under pillar 1 of the UNDP Resilience Building and Recovery Programme for Ukraine (i.e., Government Capacities for Crisis Response & Management / National Recovery and Development Plan and war damage assessment) UNDP in Ukraine established the project “Strengthening evidence-based recovery in Ukraine” to scale up the support for evidence-based recovery including development of tools, methodologies and technical standards through a) producing building damage assessments, to be applied in all affected communities b) strengthening the government capacities to coordinate and lead damage assessments and c) building a repository of relevant baseline and GIS datasets, from damage assessments and open sources including the use of a number of digital tools for Secondary Data Review, machine learning, and natural language processing, to inform the recovery efforts. 

Under this project, UNDP established a Decision Support Unit (DSU) to drive and coordinate various assessments and data collection/analysis in a variety of areas, to inform future actions pertaining to the recovery efforts.  In addition, UNDP signed a Memorandum of Understanding with The Ministry of Communities, Territories and Infrastructure Development to launch a building damage assessment (BDA) and support the development of GIS system.

Based on the above, UNDP Ukraine is seeking a qualified Geographic Information System (GIS) Analyst, who will join the Decision Support Unit and under the overall supervision of the Project Manager and will work on providing actionable analysis for UNDP Ukraine and national partners.

This position is a national position on a Personal Service Agreement at NPSA8 level. Under the direct supervision of the GIS Analyst and the overall supervision of the Strengthening evidence-based recovery in Ukraine Project Manager, the incumbent will be responsible for the following key tasks:

Duties and Responsibilities
 
I. Data Collection and storage
  • Create, edit, and maintain geospatial datasets to support project activities.
  • Collect, store, and manage geospatial data using GIS software and databases.
  • Conduct data quality assurance and control to ensure the accuracy and completeness of geospatial data.
  • Ensure that all collected data is stored in line with global best practice Data Management Guidelines

II. Data Management & Analysis

  • Analyze geospatial data and create maps, graphs, and other visual representations to communicate findings to stakeholders.
  • Conduct spatial analysis and modeling to support decision-making processes.
  • Ensure that data is revised and cleaned and that all revisions are recorded.
  • Keep relevant reporting documents and internal UNDP pages updated within his/her area of responsibility.
  • Provide technical assistance and support to project teams and partners on UAV data and analysis.
  • Provide technical support to the damage assessment project.
  • Carry out ad-hoc damage assessments based on available data and imagery.

III. GIS Products (Including maps and web products)

  • Develop maps, dashboards and visualization according to the needs of UNDP Ukraine.
  • Ensures that the produced maps meet the requirements of UNDP and concerned partners.
  • Ensure regular communication is maintained with project team on progress and deadlines for GIS products.

The incumbent will work under the direct supervision of the GIS Analyst – NPSA9.

Education:
  • Master’s degree or equivlalent in Geographic Information Systems (GIS), Geography, Informatics, Data Analysis or related fields or
  • Bachelor’s degree with additional two years of experience can be taken into consideration in lieu of a Master’s degree.
Experience:
  • A minimum of 2 years (with Bachelor’s degree) of progressive experience in GIS, data management, analysis and maps visualization, remote sensing imagery analysis and production of visual map products. Relevant experience with Master’s degree is desired.

Requires skills:

  • Knowledge of office software packages (Word, Excel etc.)
  • Excellent communication and organization skills.

Desires skills/experiences

  • Excellent Data analysis and visualization skills, experience with ArcGIS, QGIS or similar products.
  • Experience in Geographic Information Systems, spatial data management (including databases use and development), environmental and natural resource management, including monitoring and interpreting data for reporting is desirable.
  • Experience of working with GIS software products e.g., ArcGIS or QGIS, for mapping and spatial analysis, including the development of (open source) geodatabases and sharing GIS products via cloud-based platforms is a strong asset.
  • Experience of working with data analysis for programme or policy development with/for international development organizations and/or national public sector institutions is a strong asset.

Required language (s)

  • Fluency in Ukrainian and working level in English.
