Org. Setting and Reporting

This position is located in the Integrated Security Workforce (ISW) of the United Nations Assistance Mission in Afghanistan (UNAMA) with duty station in Kabul.

Kabul is classified in the “E” category and as a non-family duty station.

Under the general management of the Principal Security Adviser (PSA), the Security Officer will be assigned at the Special Investigations Unit in Kabul and will report directly to the CSO on all security investigation tasks and related matters.

Responsibilities

Advises the Senior Operations Officer and or the FSCO on Security operations.

Assesses prevailing local security conditions, identifying security trends and advising UN personnel, project personnel and eligible dependents on security issues;

Determines accessible areas, maintains tracking systems and coordinates a 24-hour Emergency Response System;

Assesses the level of security risk for the area of operations for UNAMA Operations

Monitors, conducts or coordinates security operations;

Maintains continuing lines of communication with security focal points and other UN or non- UN stake holders;

Maintains fire evacuation plan and conducts fire drills and training as necessary;

Conducts periodic security surveys of offices and other mission facilities to identify weakness and proposes possible solutions;

Instructs security and safety personnel in the performance of security services, and physical security of the premises, first aid procedures, use of equipment and operation of automated alarm and video surveillance system;

Conducts investigations as directed and prepares comprehensive reports and recommendations on accidents and incidents involving UN personnel, installations and equipment;

Liaises where necessary and tasked with designated host government security, safety and emergency personnel at the working level to facilitate fact-findings and recommendations;

Reviews investigation reports to ensure competency, completeness, and compliance with established procedures and policies.

Undertakes or oversees pre-response preparation, reception and recording of incident information, informing appropriate persons/offices during and after response, planning for response, and deployment to and control/processing of the incident scene

Undertakes investigation to identify information, find facts and establish evidence. Based upon the fact-finding, procedures and submits investigation reports to appropriate authorities; and conducts post-investigation tasks and other relevant authorities throughout the investigation process.

Performs any other duties as may be assigned by the Chief of Security Support, CSO and or PSA.

Education

High school diploma or equivalent is required. UN DSS certification in any of the following is desirable:
Security Certification Program or Security Investigation.

Job - Specific Qualification

Formal qualifications and/or certificates in investigations or obtained through service with military, police, security, other governmental or international agencies and organizations or private enterprise investigative firms is desirable

Work Experience

A minimum of eight years with high school diploma of progressively responsible experience in the military, police or security management is required.

A minimum two (2) years of experience in security operations centers or similar within a military, police or security organization is required.

At least one year experience and exposure at the international level and in a conflict or post conflict environment is required.

Formal qualifications and/or certificates in investigations from the United Nations is desirable

A minimum of two years' experience in investigation management and administration together with supervisory function is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English (both oral and written) is required.

Assessment
