RESPONSIBILITIES

Your main responsibilities will be to carry out a detailed pre-audit of all the expenditures based on a risk approach, provide a detailed analysis of the finding and estimate the level of risk and propose mitigation measures in the Ukrainian Country office :
More precisely your will be in charge to :
- Gather and start an analysis of the procurement documentation remotely and on site (from LINK information system, NHF and a first pre audit done in January 2023)
- Carry out interviews with the staff and the partners in order to understand the way both ACF and partner's files have been managed and monitored
- Visit of the coordination and the 4 bases
- Use of the pre-audit risk file developed by ARC Unit
- Prepare and implement the pre-audit of purchasing files based on the samples risk approach
- Propose key mitigation measures in order to mitigate the levels of risk identified

REQUESTED PROFILE

You hold a Master's Degree in logistic, Business, Engineering with a minimum of 4 years experience in field logistics coordination.
You also demonstrate expertise in logistic audit. You have got the ability to analyse and summarize technical and contextual information,
You also demonstrate expertise in various emergency contexts (conflicts and/or natural disasters) and you have set up or monitored humanitarian and development projects.
Rigorous, organized and attentive, you have good interpersonal skills. Several movement at mission level are to be expected. Fluent in English is mandatory.

SPECIFIC CONDITIONS / SALARY

- 3 months fixed term contract under French legislation
- Monthly gross salary from 2010 to 2335EUR upon experience
- Monthly per diem and living allowance: 686EUR net, field paid
- Monthly country allowance: 300EUR
- Child allowance: 1500EUR per year per child present in the country of origin (maximum 6000EUR/year)
- 16% of the gross monthly salary for pension insurance reimbursement for non-French citizens
- Transportation and accommodation: Coverage of transportation costs and guest house
- Medical coverage: 100% coverage of health contributions (social security + health insurance) and repatriation insurance
- Leaves and RnR: 25 days of paid leaves per year, 20 RnR per year and 215 EUR at each RnR period
