1. Project Background

The Operational Services Department is looking for a consultant who will assist in the technical supervision of social safeguards tasks in accordance with the Environmental and Social Framework (ESF) Requirements of the Asian Infrastructure Investment Bank (AIIB). In this regard, the consultant must have a broad range of operational and analytical experience and be familiar with the Environmental and Social Framework (ESF) and Environmental and Social Standards (ESS) of the AIIB. Familiarity with other MDB policies is an advantage.

2. Objectives of the Assignment

To support the work of the Operational Services Department of AIIB in preparing and implementing a range of projects in compliance with the Banks’ Environmental and Social Framework (ESF). The projects are located in various countries of operation of the Bank – including but not limited to China, Bangladesh, India, Laos, Pakistan etc. Specifically, the assignment will undertake activities to: (i) address social dimensions of projects, and (ii) manage social risks and impacts in the preparation and monitoring of the projects.

3. Scope of Services

General Tasks include: (i) Review project documents and assess the due diligence already carried out, and/or additional due diligence that needs to be carried out. (ii) Participate in the identification, appraisal, design and implementation of investment programs and projects to evaluate social and/ or environmental feasibility assessment. (iii) Participate in the management of investment projects’ social and/ or environmental risks and impacts by conducting social and/or environmental reviews, advisory work and compliance studies (conducting field-based reviews included). (iv) Provide support in the development and monitoring of agreed management and implementation plans to support compliance with the environmental and social requirements of AIIB. (v) Support the application of consultation on, and disclosure of, environmental and social assessments and related studies at the project level. (vi) Coordinate the application of project level grievance resolution mechanisms. (vii) Engage, as needed, with civil society organizations and nongovernmental organizations with regard to social issues, in consultation with AIIB’s Environmental and Social Specialists. (viii) Conduct field visits along with the AIIB team to review the social and/or environmental components and to verify the authenticity of the information provided by the Project Office/ Client. (ix) Coordinate with the Client on other project related matters as required by the Bank. (x) Continue liaison with the Client and provide information to Bank staff to update project documents. For each project to be worked on a specific scope of work will be agreed.

4. Consultancy Output / Deliverables

Provide inputs to the a) client’s design, preparation and implementation of all types of environmental and social assessments for programs and projects, including plans and frameworks for (i) environmental and social management, (ii) involuntary resettlement (iii) indigenous peoples and b) AIIB's Project documentation and reports.

5. Implementation Arrangement

The consultant will be initially for around 50 working days, with a possibility of extension – depending on the project needs. The Consultant as needed, may travel to project sites, and meet the Client to follow up on meetings held with AIIB staff members.

6. Support to the Consultant by the Bank

AIIB staff will facilitate the Consultants to interact with Clients/ other stakeholders as required.

7. Knowledge Transfer and Training

Assist in building the capacity and providing technical assistance to the Project Management Units, other government implementing agencies and project beneficiaries in the field of Social Development.

Qualification Requirement

1. Advanced degree in social sciences (or an equivalent of at least 15 years relevant work experience in the field of social policy and management). 2. Excellent technical and practical working knowledge on social policy and management, institutional strengthening and public administration, and environmental and social assessment, plus a good understanding of global environmental and social issues. 3. Proven capacity to work in multi-disciplinary teams. 4. Previous work experience with international organizations, MDBs and donor agencies would be an advantage. 5. Strong analytical and operations skills. 6. Good client relations and listening skills. 7. Excellent written and oral communication skills.
