Agriculture Associate

 

Nepal’s Terai flood plain is hard hit by recurrent climate emergencies and a humanitarian crisis induced by returning economically displaced migrant workers. The new project titled ‘Building Climate Resilience and Reintegrating Economically Displaced Workers through Climate Smart Agriculture in the Terai Flood Plain, Nepal (2022-2025)’ - hereafter KOICA-GGGI CSA project - supports widespread adoption of climate smart agriculture to reduce vulnerability and improve food and job security, especially for women and returned migrant workers in Madhesh Province. It will do this by a) improving emergency management in the agriculture sector to protect lives and livelihoods; b) strengthening resilient agriculture planning and implementation; c) building and financing climate smart agriculture businesses for job creation and long-term resilient green growth.   

The new Agriculture Associate  will assist in the technical implementation of the KOICA- GGGI CSA project’s along with technical backstopping to the project implementation team and local government officials engaged in climate smart agriculture practices. Specifically, the Associate’s role is to support municipalities towards strengthening resilient agriculture planning and implementation and, support agriculture weather advisory services for farmers and other stakeholders.

The Associate will work closely with the GGGI Country Representative, the Senior Project Coordination Officer, the Senior Agriculture Officer (KMCO) and the Senior Agriculture and the DRR Associate to ensure that the outputs and deliverables are fully aligned with the objectives of the KOICA-GGGI CSA project.

 

PURPOSE

The  Associate will be responsible for delivering the following specific activities. 

  • Support and guide local governments (municipalities) in planning and implementation of climate-smart agriculture activities involving all value chain actors.
  • Support technical teams (e.g., agriculture extension officers) of municipalities in developing policy/guidelines (including climate-smart agriculture guidelines) supporting farmers, self-help groups and agri-entrepreneurs.
  • Provide technical inputs and guidance to technical staff of local partners in promoting climate smart agricultural technologies.
  • Coordinate and work with service providers (such as local input suppliers, agriculture cooperatives) to promote innovative transmission of agriculture weather advisory services for farmers and other stakeholders to improve resilience of the local farmers and communities.
  • Facilitate integrating climate change adaptation initiatives through supporting budgeting and planning processes of municipalities.
  • Monitor potential disruptions to agri-supply chains and support municipalities and implementing partners in resolving issues that emerge.
  • Document project outputs and outcomes and ensure that programmatic lessons learnt are documented and used to generate a knowledge base for improved project practice and learning.
  • Other relative duties assigned by the Country Representative and the Senior Project Coordination Officer.

 

ENGAGEMENT
  • Support municipalities to develop and implement Climate Smart Agriculture Sectoral Plans at municipality level
  • Supporting agricultural policy and guidelines making of municipalities
  • Assist engagement with key government counterparts, implementing partners and, non-governmental agencies to identify best practices, lessons to be learned in development of and implementation of capacity-building related to climate-smart small-holder agricultural systems, and promotion of climate-resilient agri-technologies.
  • Assist coordination among GGGI/partner experts to consolidate a coherent curriculum of best practices in climate-smart small-holder agricultural systems and to oversee its delivery to stakeholders.
  • Support coordination among GGGI/ implementing partner experts to mainstream social/gender inclusivity consideration across the project/country portfolio and ensuring that this is effectively reported upon.
  • Support organizing events and sessions between farmers, entrepreneurs and enabling institutions, and potential investors.

 

DELIVERY
  • Inventory of Climate Smart Agriculture Technologies
  • Survey and assessment reports tracking the progress monitoring
  • Collection/submission of information for Monitoring and Evaluation (M&E) purposes, and technical reporting and administrative reporting needs.
  • Regular progress report with high level of quality in a timely manner
  • External updates and publications that communicate project results; social, economic, and environmental impacts of the project; and lessons-learned.

 

REQUIREMENTS
QUALIFICATIONS
  • University degree in agriculture, plant sciences or related field.
  • Preferred 3-5 years’ experience in agriculture mainly in vegetable and cereal sector with more focus on climate smart agriculture practices.
  • A clear understanding of current development issues, particularly climate change and agriculture
  • Knowledge and experience of working with local governments and smallholder farmers in the Madhesh Pradesh of Nepal.
  • Ability to work independently and in a multi-cultural team environment.
  • Strong communication skills, both oral and written with fluency in English, Maithili and Nepali required,
  • Experience in writing high-quality reports/documents.
  • Strong skills in Microsoft Office suite applications.
  • Work experience in Madhesh Province preferred.

 

FUNCTIONAL
  • Strong understanding of the needs and challenges of climate change in agriculture, smallholder farmers and other related value-chain actors in Nepal or similar contexts.
  • Working experience on climate resilience project with focus on agriculture.
  • Experience in working with the Government of Nepal, local governments, bi-lateral organizations and I/NGOs.
