Result of Service

• Preparation of a substantive annotated agenda and a list of topics and specific questions to be discussed during the international expert meeting on civil and administrative liability for corruption.
• Facilitation and moderation of the discussions during the expert meeting to ensure the collection of substantive feedback on issues related to civil and administrative liability for corruption.
• Preparation of a summary document covering key topics and conclusions from the EGM, including lessons learned, good practices, and relevant gaps.
• Assistance with the finalization of the knowledge product by offering substantive comments and conducting editing tasks

Duties and Responsibilities

Under this assignment, a consultant will be expected to organize and facilitate an expert group meeting on civil and administrative liability for corruption. The consultant must be familiar with the topic of civil and administrative liability for corruption, both domestically and internationally, including current legislative and enforcement trends, gaps, and good practices. The consultant will also need to become acquainted with the draft knowledge product prepared for the expert meeting. Based on the knowledge product, the consultant must prepare an agenda for the expert meeting, including specific topics and questions to be discussed among the attending experts. The consultant will be responsible for moderating the discussions and producing an EGM proceedings document that highlights the key points on good practices and challenges related to the use of civil and administrative remedies against corruption. Additionally, the consultant will assist with finalizing the knowledge product by offering substantive comments and conducting editing tasks.

Qualifications/special skills

• An advanced university degree (Master’s degree or equivalent) in law, criminology, international relations, political science, other social sciences or a related field is required. A first level university degree in combination with two additional years of qualifying experience, may be accepted in lieu of the advanced university degree.
• A minimum of 5 years of relevant professional experience is required.
• Professional experience in conducting legal research and drafting, reviewing, and editing of technical/academic studies such as background papers, policy studies or academic publications is required.
• Professional experience, including in conducting research for and drafting of publications, on issues related to the civil and administrative liability for corruption is desirable.
• Professional knowledge of and experience with issues related to international cooperation against corruption, particularly in civil and administrative cases, is desirable.

Languages

• English and French are the working languages of the United Nations Secretariat. For this post, oral and written fluency in English is required. Knowledge of another official United Nations language (Arabic, Chinese, French, Russian, Spanish) is an advantage.
