Objectives of the Programme

The mission of WHO's Health Emergencies Programme (The Programme) is to help countries, and coordinate international action, to prevent, prepare for, detect, rapidly respond to, and recover from outbreaks and emergencies. The team objective is to support the Incident Management team in Operation Support and logistics related to response operations. The objectives of the Program is to design and implement interventions that prepare the health sector to deal with emergencies and that improve health during and after crises.

Organizational Context

The WHO has committed to scale up its humanitarian response and increase health sector capacity on strengthening the health system resilience and responsiveness, including primary health care service delivery. The scope of the work will be aligned with the WHO principles of work and strategic documents on the health system infrastructure and health care services provision, public health essential operations and public health emergency preparedness and response principles, including with with focus on the PHC services delivery.
The Incumbent will be based in the Ukraine WCO on the Incident Management Team (IMT) and will be supervised by the Team Lead, under the overall guidance of the Incident Manager and Head of the WHO Country Office, and working closely with counterparts at the respective regional office and HQ. Building on strong emergency management system at all three levels of the Organization (based on incident management) the incumbent will be involved in implementation of emergency operations and services according to agreed standards and availability of a strong logistics and operational support capacity.
The incumbent will support country and subnational actions, including in the affected territories related to services design, organization and functional health operation of health systems based on primary health need assessment and service delivery, supporting universal health coverage, integrated health and pharmaceutical services networks including hospitals, integrated reproductive maternal, newborn and child health, public health services.
Reporting to the Health Service Delivery Specialist under the Health Operations Pillar and overall IMT, the incumbent will support PHC service delivery as a part of the health system with focused on the priority territories.
The incumbent will work in close collaboration with the WHO CO technical officers within specific technical programme areas: health system, NCDs, public health, etc, in consultation with the HQ and RO focal points and coordination within the Health Cluster with the international partners.
The incumbent will coordinate, provide technical guidance and support the priority regions (oblasti) to ensure applicability and appropriate implementation of the recommended guidance on the integrated primary health care service delivery, including throughout mobile health approach. S/he will also be responsible for needs and gaps assessment, reporting, performance assessment and evaluation of the planned activities, ensuring proper communication with national and subnational counterparts and partners and as appropriate.


DESCRIPTION OF DUTIES

1. Ensure the provision of sufficient and appropriate primary healthcare and coordination of the PHC service delivery based on the needs assessment and available evidence.
2. Support development and implement jointly with the oblast health authorities in conflict-affected areas (CAA) and/or newly regained territories (NRT), the effective referrals between levels of care in conflict situations.
3. Support the primary health care facilities in priority areas to ensure continuity of care particularly for people with chronic disorders, pregnant mothers, children under five years’ morbidities and disabilities, etc. and provide measures to strengthen referral channels.
4. Provide technical support to the MoH, oblast and municipal health administrations and local health care facilities in assessment of priority health needs of a population in CAA and/or newly NRT, as a base for restoration and strengthening of people-centered and quality PHC amidst the emergency.
5. Provide technical assistance in revision and updating the existing health service packages to be fit for the emergency context and contribute to the development the technical guiding documents.
6. To contribute to evaluation and strengthening the health financing mechanisms for essential health service package for improvement of the financial protection in the context of UHC framework for the population in the affected areas.
7. Support the training packages development, planning and co-facilitate training of human resources in health aimed at increasing the efficiency, effectiveness and quality of the PHC workforce; organize, conduct, or facilitate capacity-building activities in CAA and/or NRT.
8. Support the strengthening of health data collection systems, reporting mechanisms, including create the connection with mobile health units and contribute to the rollout of health service delivery assessments.
9. Support the development of risk communication materials and coordinate and engage communities to promote critical health-related messages in the CAA and/or NRT.
10. Maintain regular correspondence with national counterparts and the partners with regards to primary health care strengthening as part of the health system development.
11. Perform any other related incident-specific duties, as required by the functional supervisor.

REQUIRED QUALIFICATIONS

Education Qualifications

Essential : University degree in health systems/services administration, health management or health related field from an accredited/recognized institute.

Desirable : Advanced university degree in health systems/services administration, health management or health related field from an accredited/recognized institute.
Specialization or training in the delivery of primary health care service and health system.


Experience

Essential : At least 5 years of professional experience in health system management and or experience in primary health care facility settings management.

Desirable : Experience in WHO, the UN System and/or NGOs in the area of health operation, outbreak response and planning of emergency interventions in the context of public health and/or humanitarian action.

REMUNERATION

Remuneration comprises an annual base salary starting at USD 64 121 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
