  1. Purpose of the consultancy


Please briefly describe why the work is needed and the context.

Six countries have been implementing the AFRO II Project on Integrated vector management within the WHO/AFRO Region from 2017 to 2022. The project aimed to strengthen national capabilities for implementation and scaling up of evidence-based, innovative, diversified and environmentally sound disease vector control interventions (with special emphasis on malaria) with multi-stakeholder participation within context of IVM. WHO/AFRO is the project executing agency and UNEP is the project implementing agency. One of the key activities prioritized during the implementation period of the project was regular submission of quarterly, half-yearly and annual financial and implementation progress reports to UNEP. Further to the expiry of the six-month no-cost extension for the project on 31 December 2022, participating countries finalized operational activities. The six project countries and the co-executing institution have submitted their outcome reports. WHO AFRO will have to compile and analyse the data and produce a comprehensive regional project outcome report to be submitted to the donor. In this regard, WHO AFRO intends to recruit an expert for period of two months to compile, analyse and synthesize the information presented in various reports and to prepare the comprehensive regional project outcome report. The objective of the contract and detailed scope of work of the consultant expert are described below.

Under the direct supervision of the Team Lead -Tropical and Vector Borne Diseases Control, the consultant will plan and conduct, Develop an outline of the report based on outcomes of the review and harmonization of the various reports, Draft the regional report and submit the draft report to WHO AFRO to share with members of the African Network on Vector Resistance (ANVR) for their review and input and submit the Final report to WHO AFRO based on the feedback and comments from members of the ANVR upon completion of the mission

Summary of Assigned Duties:

Under the direct supervision of the Team Lead -Tropical and Vector Borne Diseases Control, the incumbent duties shall conduct and develop consolidated regional project outcome report

  1. Review the overall project implementation final outcome reports for the six project countries;
  2. Review the Bi-annual and Annual Technical reports of the co-executing insitution on alternative intervention demonstrations in the six project countries;
  3. Review implementation reports on component 3 of the project on DDT Inventory Reporting and Social Impact Assessment in the project countries;
  4. Review reports of the Technical Advisory Committee evaluation of project activity implementation in the six countriesand harmonize their outcomes;
  5. Hold virtual meetings with the National Project Coordinators, the project Manger, and the principal investigators from the co-executing agency;
  6. Compile, analyze and sysnthsize the information from various reviews;
  7. Develop an outline of the report based on outcomes of the review and harmonization of the various reports;
  8. Draft the regional report and submit the draft report to WHO AFRO to share with members of the African Network on Vector Resistance (ANVR) for their review and input;
  9. Submit the Final report to WHO AFRO based on the feedback and comments from members of the ANVR
  10. Perform other related tasks as requested by the supervisor.

  1. Qualifications, experience, skills and languages

Identify the educational qualifications and expertise needed for the terms of reference outlined above.

Educational Qualifications

  • The consultant should have a minimum of a master’s degree in any of the following relevant disciplines: medical entomology, parasitology, environmental health, public health, tropical medicine, or biology

Experience

  • At least 10 years’ experience in entomology and vector control operational research particularly related to malaria vector control
  • Substantial level of experience in planning, implementation, monitoring and evaluation of malaria vector control programs
  • In-depth understanding of vector borne diseases control and in general public health, environmental policies and strategies in Africa

Skills/Knowledge

  • In-depth understanding of vector borne diseases bionomics and control, and in general health and environmental policy and strategies in Africa
  • In-depth knowledge and understanding of the local, regional, and global responses to vector-borne diseases, vector control and insecticide resistance monitoring
  • Substantial level of experience in technical support and evaluation of full-scale multicountry vector control projects
  • Excellent writing and analytical skills
