Mission and objectives

Concerned with the security, humanitarian, human rights and political crisis in the Central African Republic and its regional implications, the Security Council authorized in April 2014 the deployment of a multidimensional United Nations peacekeeping operation, MINUSCA, with the protection of civilians as its utmost priority. Its other initial tasks included support for the transition process; facilitating humanitarian assistance; promotion and protection of human rights; support for justice and the rule of law; and disarmament, demobilization, reintegration and repatriation processes. The newly established mission subsumed the UN Integrated Peace building Office in the Central African Republic (BINUCA). MINUSCA current uniformed personnel levels stand at 11,650 military personnel and 2,080 police personnel, and are tasked with the strategic objective of creating the political, security and institutional conditions conducive to sustainably reducing the presence of — and threat posed by — armed groups. Context

Assignment is renewable on an annual basis (1 July - 30 June) up to a maximum of 4 years. Contract renewals are granted based on Mission mandate, availability of budget, operational necessity and satisfactory performance. ======================= Duty station can change in the course of an assignment based on operational necessity; UN Volunteers may be required to work and travel anywhere in the area of operations of the host organization, including in remote locations.

Task description

Under the supervision of the overall Chief Supply Unit, the incumbent will be responsible for the following duties: • Provides assistance to the Chief Life Support Section with planning, oversight, management and coordination of Contract Management and Administration support to the Life Support Section Units. • Assist in the preparation of budget input, in or order to plan cost estimates /budget implications and long-term forecasts of the organization’s requirement for good and services • Support the preparation and review forecasts of mission requirement, demand plans and cost estimates for input into the budget and acquisition planning. • Supports in ensuring Life Support Section demands are properly prepared and recorded into the data base and submitted timely. • Assist in monitoring budget resources, including expenditure against the demand in place in compliance with established rules and regulations. • Assist in monitoring and tracking the demands in the data base ensuring accuracy of the data and adherence to the timelines • Assist in the development, review, monitor, assessment, and management of Life Support Section’s contracts for the provision of goods and services. • Support s with the review of draft letters and interoffice memoranda prior to the final submission. • coordinate the preparation of technical comparative analysis review of the requirement to be purchased • coordinate finalization of performance reports and other relevant reports to ensure compliance. • Assist in drafting the scope of works for the acquisition of goods and services • Performs other related duties, as assigned.
