UNDP’s work in crisis prevention and recovery focuses on increasing the resilience of communities to natural and man-made disasters, mitigating their impact, and preventing conflict through rehabilitation and early recovery. We have implemented and monitored emergencies and programmes on drought, flood, and earthquake relief assistance, facilitated early recovery coordination, providing relief and rehabilitation for the displaced persons and the communities in crisis-affected areas of the newly merged areas.

The Stabilisation and Development Programme (SDP) was launched in May 2015 to complement the efforts of the Government of Pakistan in enabling the safe and voluntary return of Temporarily Dislocated Persons (TDPs) to their areas of origin, with a focus on relief, recovery, and sustainable peace. Over the last six years, SDP has assisted more than 1,000,000 individuals.  In response to the evolving environment, the programme has transitioned from relief and recovery efforts to sustainable economic development.

Under the overall guidance of the Programme Manager SDP and direct supervision of the Operations Officer, the Senior Administrative/Finance Associate provides support to project implementation performing a variety of standard administrative processes ensuring high quality and accuracy of work. The Senior Administrative/Finance Associate promotes a client, quality and results-oriented approach.

The Senior Administrative/Finance Associate works in close collaboration with the Crisis Prevention and Recovery Unit, UNDP Programme and Operations teams, other project staff and other UN agencies staff to exchange information and ensure consistent service delivery complying with UNDP rules and donor’s requirements.

Duties and Responsibilities

The Sr. Admin and Finance Associate will directly report to the Operations Officer under the supervision of Project Manager, SDP Project.

The Senior Admin and Finance Associate will have the following key responsibilities:

Advise and Support in Administrative and Financial matters of the project

  • Advise and facilitate in Logistics, procurement, finance and recruitment for the project, in accordance with corporate UNDP policies and procedures;
  • Prepare financial and administrative documents related to the project implementation;
  • Develop quarterly and annual budget plans for recruitment of personnel; maintain financial records and monitoring systems to record and reconcile expenditures, balances, payments and other data for day-to-day transactions and reports;
  • Advise and assist project staff, experts and consultants on all aspects of allowances, salary advances, travel claims and other financial and administrative matters. Calculate and authorize payments for claims and services;
  • Provide organizational and administrative support in the implementation of project activities including organization of roundtables, workshops, training, working meetings and other events;
  • Prepare detailed cost estimates and participate in budget analysis and projections as required to handle all financial operations of the project office, make cash payments and reconcile all accounts in the required time frame;

Ensure Compliance with UNDP policies and procedures

  • Ensure compliance with all UNDP policies on financial matters including settlement of quarterly advances through FACE forms etc.
  • Ensure full compliance of administrative and financial processes and financial records with UNDP policies and procedures;

Other related Tasks;

  • Maintain, update and transmit inventory records of non-expendable equipment in accordance with UNDP rules;
  • Ensure leave monitoring of project staff, check the accuracy and proper completion of monthly leave reports;
  • Analyze the potential problems concerning administrative-financial issues and take respective measures to provide adequate project resources on time for implementation of the project activities;
  • Encourage awareness and promotion of gender equality among project staff and partners;
  • Define the cost-effective measures for optimal use of resources of the project;
  • Perform other duties related to personnel, administrative and financial issues of the project as required

Required Skills and Experience
 
Education:
  • Higher Secondary education OR Bachelor’s degree in accounting, finance or related fields.

Experience:
  • High school with 7 years of experience or Bachelor’s degree with 4 years of experience
  • Knowledge of systems for gender mainstreaming and ability to apply them to strategic and/or practical situations.
  • Experience with the UN system or international organizations is an asset.
  • Experience in organizing training, workshops or events.
  • Experience in preparing budgets or forecasts.
  • Previous experience in giving administrative support to the project or country offices.
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc) and knowledge of spreadsheet and database packages, experience in handling web-based management systems.
Languages:
  • Fluency in English and Urdu (written and spoken) is required. Working knowledge of Pashto is an asset.
