Job Purpose and Organizational Context

The crisis that affected the North-West and South-West regions of Cameroon has damaged public infrastructures, broken social cohesion and slowed down economic development. With the aim to resolve the crisis, the President of the Republic called for a Major National Dialogue, that brought together more than 600 participants from all 10 regions of the country. Three quarters of participants to the Dialogue came from the NWSW regions. The Head of State instructed the Prime Minister, Head of Government to preside over the Major National Dialogue. Among other recommendations, the Major National Dialogue recommended the reconstruction of North-West and South-West regions.

The Government of Cameroon and UNDP collaborated in the formulation of the Presidential Plan for Reconstruction and Development (PPRD) of the North-West and South-West regions. The PPRD is a component of the National Development Plan 2020-2030 (post Growth and Employment Strategy Paper 2010-2020), aiming at reducing the effects of the socio-political and security crisis for the affected communities in the NW/SW regions. The PPRD feeds into the government efforts to resolve the current crisis. This initiative is complementary to other key reforms such as the establishment of a Special Status for the NW/SW regions.

Confronted with complex development challenges, the Government intends to emphasize on governance, economic recovery and crisis prevention in order to consolidate the peace process. Through the PPRD, the government aims at reinforcing the resilience and development of the populations in the affected regions of North -West and South-West. The Government envisages to restore social cohesion, provide livelihood opportunities and increase access to basic services for communities in the NW/SW regions. Finally, through the PPRD, the Government ambitions to bring about short and medium terms transformational changes.

The United Nations Development Program is the implementing partner and fund manager of the PPRD. The program is implemented through a dedicated accelerated execution modality. UNDP is building on its extensive experience to implement similar Recovery and Reconstruction large programmes. The PPRD is consolidating peace in the NW/SW regions, by building capacity at national and local levels to address the underlying structural causes of vulnerability, marginalization and insecurity. To this end, the PPRD is articulated around 3 key pillars: Social ,Cohesion, Rehabilitation of Infrastructures for basic services and local Economic Revitalization.

Duties and Responsibilities

 

implementing the monitoring-evaluation system for PPRD activities.

To this end, on the basis of the monitoring and evaluation system defined in the project document and the various agreements, and in collaboration with the Unit in charge of Monitoring/Evaluation within the Office, as well as the field staff, the Expert in monitoring and evaluation assumes the following responsibilities:

He or she will be responsible for ensuring the following results:

  • Quality Assurance (RBM based) for all planning document and activities (AWP, etc;) is guaranteed;
  • Monitoring and evaluation system as defined in the PPRD project document and the agreement with various partners is clarified, structured and harmonized;
  • Monitoring and evaluation system is set up within the PPRD in accordance with the relevant rules and practices within the Bureau;
  • Monitoring and evaluation is implemented within the program and disseminated to stakeholders;
  • Internal monitoring and evaluation reports are regularly produced;
  • External monitoring and evaluation missions are organized and accompanied in the field.

Capacity building in RBM, M&E and other related issues is provided;In order to achieve his or her results, he or she will be specifically responsible for the following tasks:

  • Update the monitoring and evaluation system for PPRD activities.
  • Develop the PPRD monitoring and evaluation manual, ensure that it is periodically updated and used to draw up quarterly and annual monitoring and evaluation schedules, including results frameworks;
  • Ensure the development of monitoring and evaluation tools including periodic report formats and project implementation documentation and ensure their dissemination to stakeholders;
  • Design and supervise the management of the computerized system for collecting, controlling, processing, analyzing, producing and saving data to assess performance indicators;
  • Ensure the development of dashboards, consolidated reports and project reports (including performance indicators) in accordance with the provisions of the monitoring and evaluation manual and ensure their dissemination;
  • Organize meetings, visits, follow-up missions and supervision of projects and ensure the dissemination of the findings made and the follow-up of the recommendations made;
  • Organize critical reflection frameworks with a view to identifying or informing about blocking points relating to the progress of projects and monitoring the implementation of corrective measures;
  • Identify the training needs of staff and partners involved and organize the necessary training in monitoring and evaluation;
  • Ensure the implementation of assessments, studies and surveys implemented by or with the support of the various partners;
  • Define and supervise the implementation of a mechanism for capitalizing on the good practices of the projects implemented and ensure their dissemination.
  • Liaise with the Country Office (CO) M&E specialist to update project data in Quantum (Result, indicator, risk, monitoring activities ) and contribute to CO result report.

The Direct Supervisor of the Monitoring and Evaluation Expert is the Program Coordinator of the UNDP Recovery Project.

Required Skills and Experience

 

Education:

  • Hold a diploma of minimum Bachelors Degree in Monitoring and Evaluation, Economics, Statistics, Management Sciences, Public Finance,;

Experience:

  • Have a general professional experience of two (2) years in the field of monitoring and evaluation;
  • Have a good experience in the design, execution and conduct of surveys;
  • Have a good command of the project cycle (formulation, supervision, self-evaluation by beneficiaries, mid-term and final evaluation );
  • Have a great capacity for analysis, synthesis and report writing is required;
  • Experience in the usage of computers and office software packages, experience in handling of web-based management systems.
  • Ability to use computers, advance knowledge of spreadsheet and database packages (MS Word, Excel, etc.), and M&E software.
  • Have a professional experience of at least five (5) years in Results-Based Management will be an asset
  • Have specific experience of at least three (3) years in monitoring the activities of development projects funded by international donors will be an asset;
  • Have a good knowledge of program budgeting concepts and tools will be an asset;
  • Experience working with Management and Program Management Software packages is an asset.
  • Knowledge of any United Nations's results-based monitoring and reporting system or UNDP's results-based monitoring and reporting system would be a strong asset.
  • Have a perfect knowledge of the English language (spoken and written) and a working knowledge of French.
  • A certification in Results-Based Management or Monitoring and Evaluation is a strong asset

Travel:  

Official travel will be based on going to the Project Field Locations for service purposes, training events and workshops organized by the project.
