JOB PURPOSE

To provide support to policy and programme activities that strengthen the nutrition-sensitivity of the WFP-supported school feeding programme, including behavior change, food safety, gender, nutrition education and WASH in schools.  A key focus will be on supporting handover of these elements to the Ministry of Education, Youth and Sport, in line with the ongoing transition of the school feeding programme to national ownership.

KEY ACCOUNTABILITIES (not all-inclusive)

  1. Lead the continued integration of nutrition-related activities (including nutrition, food safety and WASH) within the school feeding programme (SFP) in support of the School Feeding Unit (SFU), including, but not limited to:
    • Provide technical advice to SFU on nutrition specific and sensitive programme and policy issues including assessment and analysis, strategic planning, activity design, transfer modalities and ration composition.
    • Lead engagement, coordination, and technical assistance/capacity strengthening initiatives related to school nutrition with MoEYS School Health Department, in line with School Feeding Transition Strategy, National Policy on School Health and National Action Plan on School Health
    • In collaboration with FAO, support development of nutrition guidelines and standards for school meals, along with complementary activities to ensure school-age children’s right to food
    • With guidance and support from the SBCC PPO, support implementation and monitoring of the nutrition-in-schools social behaviour change communication (SBCC) campaign
    • Provide technical support and capacity strengthening on school nutrition to WFP area office and NGO partner staff
    • Represent WFP in national, regional and global coordination and partnership fora related to school-based nutrition programming
  2. Contribute towards the development of a limited number of projects, plans and processes within the area of school nutrition, ensuring alignment with wider programme policies and guidance.
  3. Provide project management support to specific and defined school nutrition-related programmes and projects of small to moderate size that are relatively straight forward in nature, ensuring a coordinated approach with wider programmes that complies with WFP standards and procedures.
  4. Follow data gathering and monitoring systems related to school nutrition, ensuring that rigorous quality standards are maintained.
  5. Research and analyse policy and operational issues to support senior colleagues in the development of policies, programmes and activities within the area of school nutrition.
  6. Contribute to the preparation of accurate and timely reporting on programmes and activities that enable informed decision making and consistency of information presented to stakeholders.
  7. Ensure gender and inclusion dimensions are taken into account throughout all areas of work under this post
  8. Support to other relevant activities as requested by the Country Office.

STANDARD MINIMUM QUALIFICATIONS

Education: Advanced University degree in International Affairs, Economics, Nutrition/Health, Agriculture, Environmental Science, Social Sciences, or other field relevant to international development assistance, or First University Degree with additional years of related work experience and/or trainings/courses.

WORK EXPERIENCE

  • At least one (1) year of relevant postgraduate professional experience in one or more of the following areas: nutrition, public health, or school-based programmes
  • Has gained experience in implementing technical programs in one or more of the above areas
  • Has implemented programmes and provided input into designing operations in one or more of WFP’s programme areas (e.g., food security, nutrition, agriculture, education or similar) ideally with a focus on government systems strengthening
  • Has provided input into policy discussions and decisions

KEY COMPETENCIES

Programme Lifecycle & Food Assistance: Demonstrates ability to identify key variables and contextual factors that affect food assistance problems and programmes throughout the lifecycle to inform quality programme design or re-design.

Transfer Modalities (Food, Cash, Voucher): Demonstrates ability to analyze and consolidate quantitative and qualitative information from different sources (e.g., market studies) to inform transfer modality selection and programme development.

Broad Knowledge of Specialized Areas (Nutrition): Demonstrates the ability to interpret basic data in the context of WFP specialized fields to contribute to technical programme design, implementation, and monitoring.

Emergency Programming: Displays capacity to provide inputs into the development, implementation, and realignment of high-quality emergency programmes.

Strategic Policy Engagement w/Government: Develops thorough recommendations using multiple inputs (e.g., government counsel, research, own experience) to strengthen national or subnational entities and government owned food and nutrition security programmes.

LANGUAGE

  • Proficiency in both oral and written communication skills in English and Khmer
