PROJECT BACKGROUND

The Paris Agreement provides a comprehensive framework for signatory Parties to reach an ambitious commitment to limit the increase in global average temperature to well below 2°C, and to pursue efforts to limit the increase to 1.5°C in a cooperative manner. This framework covers a number of instruments including cooperative approaches under the Article 6 which allows for the potential development of international carbon transactions.

The Carbon Pricing Unit (CPU) of GGGI is implementing several programs related to scaling up international carbon trading, now covered by the Paris Agreement Rulebook finalized in Glasgow at COP26. By opening up these markets and the resultant flow of transactions it is envisaged a robust and reliable global price for carbon can be established, something many governments and private sector actors have long called for as a way to motivate the transformational change needed to achieve the ambitious goals of Paris. GGGI’s Article 6 programs provide technical assistance and capacity building to government counterparts to improve their readiness for Article 6 engagement. These programs support the design of projects and policies for pilot transactions and strengthening of institutional frameworks required for their implementation.

The Supporting Preparedness for Article 6 Cooperation (SPAR6C) Program, funded by the International Climate Initiative (IKI) of the German government, is a five year, 20M EUR program. Its objective is to use Article 6 (A6) cooperative approaches to engage the private sector in NDC implementation and to raise ambition. This will enable cost-efficient, flexible, high integrity carbon markets with positive sustainability impacts. Transformative design of A6 pilots for real transactions of internationally transferred mitigation outcomes (ITMOs) will be enabled by research-based capacity building in four partner countries: Colombia, Pakistan, Thailand and Zambia. The program consists of six work packages, of which two are centrally managed and four are country driven. In the first two, best practice tools and approaches to implement cooperative mechanisms will be developed, underpinned by an international forum – Community of Practice for Article 6 Implementing Countries (CoP-ASIC)- that brings together countries and practitioners, who share the common objective of raising ambition through markets. In-country implementation will focus on three areas of work in each of the four countries: 1) Long-term planning, 2) institutional readiness to transact and 3) pilot design and transactions. More than eight A6 pilot programs will be implemented in Colombia, Pakistan, Thailand, and Zambia based on a toolbox of innovative guidance and approaches for transformative A6 design. The project is implemented through a consortium led by GGGI and consisting of UNEP DTU Partnership, Carbon Limits AS, GFA Consulting Group GmbH, and Kommunalkredit Public Consulting GmbH (KPC). KPC is the primary implementer in Thailand.

Thailand Ministry of Natural Resources and Environment, Office of Natural Resources and Environmental Policy Planning (ONEP) is the political partner and will ensure the project is anchored politically for in-country implementation and regional outreach. The Climate Change Management and Coordination Division Director is responsible for leading the technical work. The Thai GHG organization (TGO) and other relevant government agencies will assist to implement activities. ONEP and TGO will also supervise the alignment of the project with national priorities and its integration in national policy frameworks. They will also provide a feed-back loop to international climate negotiations. Relevant national partner organisations will be selected by the consortium in close cooperation with ONEP and TGO to ensure a smooth administration and cooperation within the programme, drawing on the best national resources.

Within this context, the Supporting Preparedness for Article 6 Cooperation (SPAR6C) project is looking for an Individual Consultant to support and help organize the community of practice for A6 implementing countries (CoP-ASIC) in Thailand and support with communication activities to ensure the effective delivery of project implementation.

 

OBJECTIVES OF THE ASSIGNMENT

The objective of the assignment is (1) to support and help organize the community of practice for A6 implementing countries (CoP-ASIC) in Thailand to foster greater information and knowledge exchange with key stakeholders and partners, and (2) to support KPC with communication activities to increase awareness of the work and achievements of SPAR6C project in Thailand.

 

DELIVERABLES AND PAYMENT SCHEDULE

Scope of Work

The applicant will work closely with and under supervision of UNEPCCC, GGGI and the KPC team. Scope of work includes:

1)      (80%) Provide coordination and secretarial services focusing on the achievement of the followings:

  • Provide administrative and logistical support for the implementation of the CoP-ASIC and other capacity building events in Thailand, including facilitating correspondence with local stakeholders, setting appointments and ;
  • Provide administrative support to CoP-ASIC participants in organizing national and international travel arrangements, goods and service procurements, etc. in close collaboration with UNEPCCC, GGGI and KPC;
  • Provide organization and coordination support for internal and external meetings with partners, agencies (Universities, students, Government, Private, UN-Agencies etc.), organizing and manage meetings and support training workshops;
  • Work closely with UNEPCCC, GGGI and KPC to maintain and facilitate effective communication and collaboration within the network of experts and students;
  • Support the team in prepare minutes of meetings, write official communications, proof-read outgoing communications, and translate documents; and
  • Maintain effective filing system to maintain all hard and electronic files, reference materials and confidential records as required.

2)      (20%) Provide assistance on communication activities for the SPAR6C project in Thailand; this includes but might not be limited to:

  • Develop and implement a communication and visibility plan for SPAR6C activities in Thailand according to the SPAR6C Global Communications and Visibility Plan, working closely with KPC and GGGI;
  • Write, translate and/or revise and adapt texts for press releases in Thai and English for the print media;
  • Create content for social media channels to implement the local plan;
  • Coordinate with project’s partners, vendors and suppliers on activities relating to project’s communications; and
  • Perform other duties linked to communication as assigned.

 

Reporting Requirements

  • The Consultant shall report directly to the SPAR6C Work Package Lead for Thailand (KPC), based in Vienna, Austria. He/she will also work closely with the UNEP CCC colleagues in Copenhagen and the GGGI global team in Seoul, South Korea.
  • The Consultant shall, develop and agree upon a work plan for his/her tasks in with KPC on a monthly basis. This shall include an estimated number of workdays required for each set of activities and specific deliverables.
  • The Consultant shall submit timesheets showing their daily use of time for the assignment (reported in days or half-days) throughout the duration of the contract. A timesheet shall accompany any invoice submitted and it shall be approved by KPC for payment.
  • All outputs must be delivered in English. The Consultant may be requested to submit some outputs in Thai where needed and possible.
  • The Consultant shall consider and plan for comments and revisions on all deliverables. Consistent and strong coordination and proactive communication is required for this assignment.
  • The Consultant shall use the SPAR6C OneDrive shared folder for file sharing. Where relevant, the consultant shall also provide sets of raw data, research materials, and meeting notes related to the contractual objective.

 

EXPERTISE REQUIRED
  • (MANDATORY) Bachelor's degree in social science, public relations, public administration, or another communications field.
  • (MANDATORY) Minimum four (4) years of public relations, administrative, project assistant/coordinator or program experience at the national or international level.
  • (MANDATORY) Strong command of spoken and written English and Thai.
  • (DESIRABLE) Knowledge of Thailand University system and networks.
  • (DESIRABLE) Experience working in communications for organizations involved in sustainable development, climate change and/or carbon markets.
  • Proficiency in Microsoft Office applications (Word, Excel, PowerPoint, etc.)
  • Organized with excellent time management and attention to detail.
  • Strong and matured interpersonal skills and proven ability to work with international teams.
  • Ability to work well under pressure and have a flexible approach to tasks given.
