Result of Service

Leaders of 30 major Trinidad and Tobago companies trained and equipped with tools in the collection, analysis and application of data and statistics, including Big Data applications and associated digital technologies.

The Individual Contractor’s service and deliverables should ultimately:
• Lead to an increase the level of broad-based digital literacy and data skills among private sector key decision-makers and stakeholders;
• Complement and add momentum to ongoing and planned initiatives aimed at a more data centric business environment, including but not limited to:

i. Establishment of a Center of Excellence for Big Data Analytics
ii. Big Data Forum 2023
iii. Government support for adoption of the technology
iv. Acceleration of the digital transformation of public & private sector
v. Private sector willingness to hire local service providers and experts
vi. Academia alignment with business needs

• Overcome the main barriers preventing businesses from maximizing the use of their data assets e.g. privacy concerns, infrastructure readiness, the complexity of the data collected and organizational culture.

Duties and Responsibilities

Under the guidance of the RCO Team Lead and Data Management Officer, the Individual Contractor will formulate and develop an innovative, hybrid, interactive data education and awareness campaign that is free to the targeted business participants.

This campaign should be developed as a hybrid of two (2) physical in-person interactions to be further complemented by six (6) e-platform interactions. The campaign should be designed to be completed within a five (5) month period, with the last activity of the campaign being a physical in-person event to be held during the Big Data Forum proposed for September 2023.

Specific tasks of the IC include:

(a) Defining the Campaign Theme, Objectives, Learning Outcomes:

i. Conduct a review of data assessments and existing research and literature on past capacity building interventions, consult with experts identified by the UNCT on the existing data ecosystem scenario and clearly formulate the intended theme and objectives of the campaign; and
ii. Clearly define the expected learning outcomes to be derived by the participant from participating in the campaign. These learning outcomes should reflect expected changes in the skills and competencies of participants.

(b) Campaign Structure:

i. Develop a campaign outline that is logical and reflected in the campaign overview. The structure should clearly show a progression of how the challenges defined in the Terms of Reference is being addressed in a sequential manner; and
ii. Identify the hybrid, innovative mix to be used to deliver the campaign. This should include, but not be limited to, two physical interactions, the e-platform interactions, timelines for each aspect of the campaign mix, length of time for each interaction, and examples that complement the concepts and theories covered in the campaign.


(c) Campaign Content:

i. Develop and script the content of each of the eight interactions. It is expected that the content would identify the topic specialty; involvement of subject matter expert(s), multimedia, case studies and format of the interaction;
ii. Produce a specific interaction that addresses big data, applications, processes and usage;
iii. Deliver eight (8) campaign interactions to the targeted participants over a five (5) month period; and
v. Develop a campaign toolkit to be shared with participants as part of the campaign. The toolkit should review the core concepts within the various interactions and could include suggested material that can further enhance capacity building.

Qualifications/special skills

Academic competencies as evidenced by a Bachelor of Science degree, training and certifications in data management, or a combination of both
- Minimum 15 years of relevant work experience with expertise in data management, AI operationalization, and data systems;
- Extensive experience conducting research and innovative presentations on data science, data interpretation and usage;
- Strong working relationship with higher level business community on data and innovation as evidenced by relevant professional experience;
- Excellent inter-personal, networking, partnership building, team building, presentation and communication skills;
- Demonstrated experience to think strategically, develop initiatives as well as provide innovative solutions and advice through data learning and partnerships;

Languages

Fluency in written and spoken English required.
