Result of Service

The expert will provide technical support to UNEP and the Ministry of Natural Resources and Environment (MoNRE) of Viet Nam as part of the “Sustainable Urban Cooling in Viet Nam cities” project. The expert will undertake stakeholder engagement, bring a regional perspective, provide data insights and benchmarking, support technical and policy analysis, draft technical and policy inputs to effectively deliver:

Buildings design and energy data insights and benchmarking:
- Overview of the building construction sector in Vietnam setting up thein terms of defining baseline typologies for evaluating the improvements to be performed using urban planning, building design and PCS interventions and equipment efficiency
- Buildings level data insights on typologies, efficiency benchmarking, land use planning, HVAC technologies etc.
- National and city level policy, regulations, guidelines and masterplans review for pilot cities

Supporting assessment of potential cooling measures including passive design, construction technologies and buildings energy efficiency strategies. Integrated into building regulations and guidelines.
- Capacity Building of cities on implementing urban cooling and PCS Solutions in Vietnam for governments, building developers, designers, and end-users on incorporating buildings efficiency, Passive cooling and equipment efficiency aspects. This will include stakeholders engagement, focussed group discussions with city and national governments and other relevant partners including developers, design consultants etc.
- Providing the national and local context with technology and policy review, gap assessment, developing technology, financial and policy recommendations for Urban cooling plans. Detail review of the knowledge products.
- Support in identification of priority project list for pilot cities review of its techno-economic feasibility

Duties and Responsibilities

A consultant is needed to perform tasks of a technical and analytical nature as part of the Cities Unit of the Energy & Climate Branch, Economy Division, United Nations Environment Programme (UNEP). Specifically, a consultant is needed to support UNEP and the Ministry of Natural Resources and Environment (MoNRE) of Viet Nam as part of the “Sustainable Urban Cooling in Viet Nam cities” project which is being implemented by UNEP and Global Green Growth Institute (GGGI) in the framework of the Cool Coalition. The Consultant will be part of the Cities Unit, under the Energy & Climate Branch of UNEP with significant liaison with UNEP Asia-Pacific Office. This position is remote based in Viet Nam.

The consultant will support UNEP in addressing policy and technology data gaps and benchmarking, building design and EE technical assessments, stakeholder consultations and recommendations on policy, financial, technological and planning pertaining to building design and EE improvement while reducing GHG emissions and delivering urban climate resilience and sustainable cooling in two Vietnamese cities. This will include technical inputs and support in preparation of Urban Cooling Action Plans, identification of investment opportunities, greenhouse gas analyses of building design and EE solutions, capacity building of stakeholders and support to national, provincial and city governments to integrate recommendations into policy and planning frameworks.

The Consultant will provide technical and policy support in data collection and benchmarking and review of technical assessment; support conducting technical consultations; national technology & policy review in the regional and Vietnam context. Review and drafting of technical reports and engagement with local experts.

Qualifications/special skills

The consultant should have post graduate qualifications in architecture, urban planning, environmental engineering, energy or a related field. A first level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

A minimum of 8 years in a relevant field of work, preferably with a focus on extreme heat, cooling, urban planning, and the environment. Practical experience in Viet Nam is essential in policy analysis and design, city engagement and urban heat island analysis. Experience in working with ministries of Government of Viet Nam, provinces and cities, public sector undertakings and international organisations is essential. Qualifying years of experience are calculated following the receipt of the first level university degree recognized by the United Nations.

Languages

English and French are the working languages of the United Nations Secretariat. For this post, fluency in English and Vietnamese is required.
