Duties and Responsibilities

The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system. UNEP’s mission is to provide leadership and encourage partnership in caring for the environment. We aim to achieve this mission by inspiring, informing, and enabling nations and peoples to improve their quality of life without compromising that of future generations.

UNEP’s Economy Division supports partners across governments, private sector and civil society to develop and implement policies, strategies and practices for sustainable development. Located within the Economy Division, the Resources and Markets Branch enhances the capacity of partners to integrate environmental considerations into economic policies and practices. A particular focus of the Resources and Markets Branch is UNEP’s work related to Green Economy.

The Partnership for Action on Green Economy (PAGE) brings together the specialized expertise of five UN agencies – United Nations Environment Programme (UNEP), United Nations Development Programme (UNDP), International Labour Organisation (ILO), United Nations Industrial Development Organization (UNIDO) and United Nations Institute for Training and Research (UNITAR). The Partnership aims to accelerate a sustainability revolution and economic transformation, including through green recovery efforts. The Partnership offers a comprehensive, coordinated and cost-effective package of 1) economic and scientific analytical tools; 2) technical assistance for policy development, and 3) capacity-building services for policy implementation.

PAGE is developing an integrated publication of the Third Edition of the Green Economy Progress Measurement Framework (GEPMF) Application and green macroeconomic modelling. The Framework was first developed in 2017 and updated in 2021 to help policymakers evaluate their overall progress towards Inclusive Green Economy. There are two components to the Framework: the GEP Index (GEPI) and the Dashboard of Sustainability. The green macroeconomic modelling results are produced using selected results from the GEPI. Combined, the Third Edition will feature the state of the inclusive green economy transition in a Pre-Covid World (2014-2019), followed by a forecasting exercise – simulation of policy and investment scenarios through modelling to assess the social, economic and environmental impacts of achieving carbon neutrality by 2050 while considering the multiple crises the world currently faces. As part of the marketing campaign, PAGE seeks to hire a Consultant to develop promotion materials for the report, including an interactive data visualization web platform, videos and social media cards.

This activity contributes to Outcome 4 (global outreach and knowledge sharing) of the PAGE Programme, and specifically Output 2 on global advocacy on inclusive green economy, outreach and communications.

Specific tasks and responsibilities

The Consultant will develop promotion materials for the GEPMF and its Applications, especially the forthcoming Third Edition, composed of A PAGE data visualization platform, two short videos and social media assets. Each element of the promotion materials should conform to the style guidelines of UNEP and the visual identity guidelines of PAGE. The PAGE data visualization platform and the social media assets should be engaging and accessible, highlighting the GEPMF and the results for funding partners and a broader audience. The content should build on the information provided by the GEPMF and its Applications (First, Second and Third Editions).

Output 1: Data Visualization platform and user interface

- The platform will be a comprehensive with links to the GEPMF and its Applications, an interactive user interface and two motion videos.
- The design will include design of key interaction elements, colors, typography and the establishment of key content blocks aligned with PAGE visual identity.
- The online platform should be fully design responsive in terms of interaction features and load times, with layouts adapted for mobile, tablet and desktop.
- Content management should be easily accessible for amendments and full back-end access be provided to the PAGE Secretariat, meaning that the Secretariat and web host will have full backend access as highest admin, and knowledge of the internal structure.
- The structure and design should integrate comment from three rounds of feedback from the PAGE Secretariat.
- Provide a tutorial video on how to integrate and maintain the content on the platform backend.
- The content and data should be taken from the GEPMF and its Applications in the First, Second and Third Editions.
- The user interface is built to be accessible for a broad audience and using PAGE visual identity.
- Key results should be presented with interactive graphs. Some examples include, but are not limited to, 1) Global Results showcasing colour-coded maps for overall GEPI score and Dashboard of Sustainability indicators; 2) Country Comparison allowing for two-way country benchmarking by way of radar charts on different indicators; and 3) Projections demonstrating future forecasts of progress towards Inclusive Green Economy.
- The content should integrate the comments from three rounds of feedback
- Coordinate the handover with UNEP/PAGE host provider

Output 3: Two videos

- Draft a storyboard and a script based on PAGE Secretariat input and feedback
- Include the key messages in a clear and engaging manner,
- Produce motion design graphs for the video based on PAGE visual identity and accessible for a broad audience
- Include English subtitles in the video
- Produce two videos of a length of three minutes or shorter to be shared on social media and embedded on PAGE website

Output 4: Social Media assets

- Design five social media cards minimum that fit PAGE social media channels (Facebook, Instagram, Twitter, Linkedin) and relevant formats for online communication
- Produce engaging and accessible content, highlighting the GEPMF and the results for funding partners and a broader audience.
- Build content on the information provided by the GEPMF and its Applications (First, Second and Third Editions).
- Include PAGE Secretariat feedback and proposals in the production of the content


Throughout the project the consultant will meet its point of contact in PAGE Secretariat on a bi-weekly basis or as often as necessary in order to follow up on the four outputs and deliver.

The consultant will integrate and organize the content on the Data Visualization platform and produce the video and social media assets according to the Secretariat guidance.

The consultant will provide user guidelines and video tutorials for the PAGE Secretariat to ensure updates and maintenance.

The consultant will liaise and maintain regular contact with the contracted web provider (to ensure content integration and dissemination.

Qualifications/special skills

Completion of high school or equivalent specialized diploma in multimedia and communication or similar (combined with relevant work experience).
A consultant with a minimum of 3 years of experience in developing creative multimedia products and with proven professional experience synthesizing technical information for general audiences.
Experience in recent years in the development of online interactive content related to not-for-profit or public organizations related to sustainability desired. Knowledge of data design, graphic design, motion design, video-making and video-editing desired.

Languages

Proven writing and editing skills in English at a native or fluent level.
