Org. Setting and Reporting

The United Nations Human Settlements Programme, UN-Habitat, is the agency for human settlements. It is mandated by the UN General Assembly to promote socially and environmentally sustainable towns and cities with the goal of providing adequate shelter for all.

The Land, Housing & Shelter Section aims to develop, document, pilot/test and disseminate norms, standards, tools, methodologies, regulatory frameworks, operating procedures and practices at global, regional, national and sub-national levels in support of a) the equitable supply of serviced land at scale; b) efficient and effective land management systems; c) freedom from arbitrary or forced eviction and the protection of security of tenure for all; d)
the progressive achievement of universal access to housing meeting the requirements for an adequate standard of living; e) participatory urban regeneration and slum upgrading.

The LHS Section hosts the Secretariat of the Global Land Tool Network (GLTN) which comprises more than 80 international organisations and institutions working in the land sector. The Section manages the GLTN programme, currently in Phase 3 and expected to transition to a fourth phase in 2024. The incumbent will support the management of the GLTN programme and report to the GLTN Secretary.

This post is located in UN-HABITAT in the Land, Housing & Shelter Section at the Nairobi duty station.

Responsibilities

Within delegated authority, the incumbent will perform the following duties:

• Develops, implements and evaluates assigned programmes/projects, by providing expertise in the focus area related to land governance and policy, land management and tenure security; monitors and analyzes programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and proposes corrective actions; liaises with relevant parties; identifies and tracks follow-up actions.
• Performs consulting assignments, in collaboration with the client, by planning facilitating workshops, providing technical and management support on land and tenure security analysis, needs assessment and other activities .
• Develops UN-Habitat positions and technical inputs related to land governance, land policy and management, tenure security and other land related questions.
• Researches, analyzes and presents information gathered from diverse sources.
• Leads on policy development, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies.
• Undertakes survey initiatives; designs data collection tools; reviews, analyzes and interprets responses, identifies problems/issues and prepares conclusions.
• Organises and prepares various written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc.
• Provides substantive support to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc.
• Initiates and coordinates outreach activities; conducts training workshops, seminars, etc.; makes presentations on assigned topics/activities.
• Leads and participates in large, complex field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries, etc.
• Coordinates activities related to budget and funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, programme budget, etc.).
• Performs other duties as required.

Education

Advanced university degree (Master’s degree or equivalent) in land and natural resources management, urban development, social sciences, economics, or a related field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is desirable.

Work Experience

A minimum of seven years of progressively responsible experience in project or programme management, monitoring and evaluationor related field in the area of land and tenure security is required.

Demonstrated ability to draft concise, analytical and high-quality project proposals, concept papers, reports and presentations is required.

Work experience in developing countries, aligning a strategic plan, undertaking change management and building a vibrant programme responding to the needs for improved land governance and tenure security is desirable.

Experience in partnership building and networking at international level is desirable.

Work experience in an international organization or with the United Nations system is desirable.

2 years or more of experience in data analytics or related area is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of another official United Nations language is desirable.

NOTE "Fluency equals a rating of "fluent" in all four areas (read, write, speak, understand) and " Knowledge of equals a rating of' confident" in two of the four areas.

Assessment

Appointment against this position is for an initial period of one (1) year and may be subject to extension.
