Work Location

The consultant will be home based with travel to Amman, Jordan and potentially other areas of operation.

Duties and Responsibilities

BACKGROUND

As part of its 2023 work plan, the Evaluation and Internal Audit Divisions of the Department of Internal Oversight Services (DIOS) will complete a joint assessment of the Agency’s Gender Equality Strategy. The joint assessment will involve a mix of audit and evaluation methods and it will be conducted in accordance with the norms and standards for each discipline.

As the Agency is currently developing a new Gender Equality strategy, expected to be completed by the end of 2023, DIOS will take an agile, developmental approach to provide timely support to the Gender Section as it conducts a strategy drafting process in parallel. DIOS will gather and analyze data of value to the strategy’s development and provide real-time inputs to inform decision making and support the direction of the new strategy.

As a key member of a joint evaluation and audit team, the Senior Gender Evaluation Consultant will need to have extensive experience in assessing Gender issues. The consultant will be involved in finalizing the evaluation design, as well as the implementation and reporting phases of the evaluation. They are expected to contribute approximately 50 days to the evaluation between April and October 2023, with data collection activities between May and June 2023. The evaluation report is to be finalized by October 2023.


DESCRIPTION OF DUTIES AND RESPONSIBILITIES

Under the overall guidance of the Chief of the UNRWA Evaluation Division and Evaluation Team Leader, the consultant will contribute to and co-lead evaluation processes, including the development of the evaluation approach and methods, data collection tools, and reporting. Other duties may be assigned by the Chief of the Evaluation Division, as needed.
Specific activities for each evaluation phase include:

Planning phase:
o Participate in or co-lead inception phase interviews
o Provide support in developing and finalizing specific components of the evaluation Terms of Reference, including the evaluation methodology and approach, the evaluation matrix and the data collection tools

Implementation phase:
o Lead specific data collection activities as per the final evaluation design (these could include case studies or specific desk-based research)
o Lead or co-lead key informant interviews and focus group discussions
o Participate in selected data collection missions to UNRWA field offices
o Provide overall guidance and technical support to the evaluation team from a gender perspective
o Contribute to the final analysis and discussion of findings within the evaluation team to reach preliminary conclusions and recommendations

Reporting phase:
o Participate in meetings and workshops to discuss preliminary evaluation results, as needed
o Draft specific sections of the report and provide inputs to the overall draft evaluation report.
o Support the incorporation of feedback from key stakeholders and the evaluation reference group on the draft and by providing inputs through the comments matrix

Qualifications/special skills

MINIMUM QUALIFICATIONS AND EXPERIENCE
• An advanced university degree (Master’s or equivalent) from an accredited educational institution in gender studies, social sciences or another field of relevance;
• A minimum of 10 years of experience in the conduct of evaluations including gender related issues;
• In-depth knowledge and proven experience in designing and applying various quantitative and/or qualitative research methodologies and tools.

DESIRABLE QUALIFICATIONS
• Professional work experience in the MENA region;
• Knowledge of the UN mandates in relation to human rights, gender equality and protection mainstreaming;
• Familiarity with UNRWA and its programmes; and
• Understanding of the Palestinian refugee context would be advantageous.

COMPETENCIES
• Professional foundation and technical skills in evaluation, including quality standards, evaluation approaches, methods and data analysis, reporting findings, conclusions and recommendations;
• Management skills including work planning;
• Demonstrated communication and facilitation skills;
• Excellent analytical, communication and writing skills in English.

Languages

Fluency in spoken and written English is required. Knowledge of Arabic is desirable.

Additional Information

No previous involvement in the design and implementation of the UNRWA activities related to the Gender Equality Strategy.
