OBJECTIVES OF THE PROGRAMME

The mission of the Division of Health Emergencies (WHE) is to build the capacity of Member States to assess, prevent and manage health emergency risks, and lead and coordinate the international health response to contain outbreaks and to provide effective relief and recovery to affected populations.

The WHE Division brings together and enhances WHO's operational, technical and normative capacities in outbreaks, emergencies and risk analysis to address all health hazards across the risk management cycle in a predictable, capable, dependable, adaptable and accountable manner. The Programme is designed to operate within the broader humanitarian and emergency management architecture in support of people at risk of, or affected by, outbreaks and emergencies, consistent with ways that strengthen local and national capabilities.

WHO Fleet Services (WFS) objectives. Improve effectiveness by: Ensuring transport availability; Reduce transportation related costs through; Cost effective vehicle acquisition; Timely replacement of vehicles & Generators; Timely preventive maintenance of WHO Response automotive; Realizing optimal disposal revenue from all vehicles; Reduce negative effects associated with road transport: Enhanced safety for WHO personnel and other road users; Reduced environmental impact through lower emissions.

DESCRIPTION OF DUTIES

Performing tasks as per the mechanic's instructions, testing vehicles after each service is concluded and before it is handed back to the driver. This includes but are not limited to the following:
1.Carrying out maintenances services (ABC system) on vehicles and basic & major services on motorized engines (generators, pumps, etc.), according to the instructions listed in the log book or WHO/WFS documents, and if possible assisted by the drivers.
2.Performing maintenance activities of all motorized machinery (water pumps, generators, etc.), as well as other automotive installations.
3.Filling in logbook regarding services, spare parts, repairs and maintenance carried out in each vehicle and motorized machinery and mechanical installations. Filling in stock cards of spare parts and carrying out physical stock inventory on a regular basis.
4.Supervising vehicle documentation completeness (registration papers, insurance, etc.) and informing line manager if something is missing or soon expiring.
5.Ensuring cleanliness of common working areas.
6.Ensuring proper use, storage and maintenance of the equipment and tools provided.
7.Assisting in identifying spare parts, consumables and tools required for all vehicles and reporting material needs informing line manager about levels of stock and quality of different spare parts and consumables.
8.Informing superiors of any mechanical or other problems related to the vehicles and when repairs are required because of inappropriate driving or use of vehicles and equipment.
9.If requested by the line manager, assisting in briefing and training of all drivers regarding services and maintenance of vehicles and training WHO staff about correct use and basic maintenance of all types of engines.
10.Perform other related duties as required or instructed, including providing support to other areas of work.

REQUIRED QUALIFICATIONS

Education

Essential: Completion of secondary school education or equivalent.
Desirable: Higher education from an accredited educational institution is an asset.

Experience

Essential: At least 5 years of relevant experience.
Desirable: Training/certification in vehicle maintenance/repairs. Relevant experience in WHO or another UN agency an asset. Experience in Oracle-based or other ERP systems an asset.

Skills

The incumbent maintains and updates proficiency in the use of modern office technology through of in-house courses, on-the-job training or self-training. He/she keeps abreast of changes in procedures and practices, rules and regulations, organizational structure, in the department, the cluster and WHO, to be able to brief others and explain procedures.

REMUNERATION

WHO offers staff in the General Services category an attractive remuneration package, which for the above position includes an annual net base salary starting at USD 19,032 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
