Context

The Programme and Finance Assistant provides programme and financial support to the effective management of UN Women programmes in the UN Women Morocco CO by contributing to the programme design, formulation, implementation and evaluation. The Programme and Finance Assistant supports the delivery of UN Women programmes by analysing results achieved during implementation and executing a wide range of financial services and administrative processes in the Country Office (CO), ensuring timeliness, efficiency and transparent use of financial resources and delivery of services in accordance with organizational financial rules, regulations, policies, procedures and approved allocations. The Programme and Finance Assistant works in close collaboration with the programme and operations team, UN Women HQ staff, Government officials, and civil society ensuring successful UN Women programme

Task description

Under the direct supervision of the Programme Coordinator, the UN Volunteer will undertake the following tasks: 1. Provide administrative and logistical support to the formulation and management of programmes • Provide administrative support in the preparation of programme work plans, budgets, and proposals on programme implementation arrangements. • Provide technical guidance to the CO and executing agencies on routine delivery and re-porting of programme supported activities and finances. • Prepare information for the audit of programmes/ projects and support implementation of audit recommendations. • Undertake all logistical, administrative and financial arrangements for organization for meetings, workshops, events, and missions. • Create requisitions in Quantum for development projects. • Make travel arrangements for the Programme Team, including travel requisitions and claims. 2. Provide support to the financial management of the Programme Unit • Create projects in Quantum, prepare budget revisions, revise project awards and status; and determine unutilized funds and the operational and financial close of a project. • Provide administrative support in monitoring budget preparation and the finances of pro-grammes/projects, including the finalization of FACE forms. • Review financial reports. • Prepare PO and non-PO invoices for development projects and process payment. • Maintain internal expenditures control system. • Review and verify financial transactions, activities, and documentation; taking corrective actions as needed and reporting any unusual activities. • Monitor the setup of budgets in Quantum to ensure they are in accordance with budgets agreed with donors and are input into ATLAS at the detailed Activity ID level. • Monitor proper follow up of advances to implementing partners, review their financial re-ports together with project managers. • Provide inputs and take necessary actions to facilitate timely financial project closure. 3. Facilitate knowledge building and knowledge sharing • Provide administrative support synthesis of lessons learnt and best practices related to programme management. • Provide administrative support to the organization of training for the office staff and part-ners on programme related issues. Furthermore, the UN Volunteer is required to: • Strengthen her/his knowledge and understanding of the concept of volunteerism by read-ing relevant UNV and external publications and take active part in UNV activities (for in-stance in events that mark International Volunteer Day); • Be acquainted with and build on traditional and/or local forms of volunteerism in Morocco. • Reflect on the type and quality of voluntary action that she/he is undertaking, including participation in ongoing reflection activities. • Contribute articles/write-ups on field experiences and submit them for UNV publica-tions/websites, newsletters, press releases, etc. • Assist with the UNV Buddy Programme for newly arrived UN Volunteers. • Promote or advise local groups in the use of online volunteering or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible. Results/Expected Outputs: • The management and substantive and contextual monitoring of programmes on gender equality are ensured, including quarterly internal online reports and reports to donors. • The preparation and updating of project documents and work plans are ensured. • Programme results are achieved, documented and communicated. • Knowledge, lessons learned and good practices from programmes are available and dis-seminated. • The organization of seminars, meetings, and training workshops is ensured. • Meeting minutes are written, and their recommendations closely followed up. • Age, Gender and Diversity (AGD) perspective is systematically applied, integrated, and documented in all activities throughout the assignment. • A final statement of achievements towards volunteerism for peace and development dur-ing the assignment, such as reporting on the number of volunteers mobilized, activities participated in and capacities developed.
