Introduction


The Swedish Civil Contingencies Agency (MSB) recruits committed and skilled experts for our humanitarian, resilience and peace support operations worldwide on a daily basis. We have great experience on working together and strengthening other organisations for example the UN and the EU in crisis, conflicts or other disasters.

MSB is currently looking for a Strategic Advisor to support the ASEAN Coordinating Centre for Humanitarian Assistance on Disaster Management (AHA Centre) in Jakarta, Indonesia. The duration of the assignment is three months in total and will commence in May until December. The position will be mostly placed in Jakarta, Indonesia, but some travel and home-based work will also be necessary.The AHA Centre is the primary ASEAN regional coordinating agency on disaster management and emergency response, tasked with facilitating and coordinating disaster management amongst Member States, developing the necessary procedures, protocols and standards, and strengthening engagement with relevant sectors and stakeholders in ASEAN. Since its establishment in 2011, the organisation has worked towards delivering on One ASEAN, One Response, to achieve faster response times, mobilisation of greater resources and establish stronger coordination to ensure ASEAN’s collective response to disasters.

The assignment will be carried out during the period from May till November 2023 with total length of approx. three (3) months, divided into several field missions to Jakarta, Indonesia.

The first part of the work is from the middle of May until the middle of June, placed in Jakarta.

The second part is planned from the middle of August until the middle of September. Most part of the mission will be implemented in Jakarta with participation in Strategic Policy dialogue in Singapore during the 14-18 of August, and participation in Asian Joint Disaster Response Plan (AJDRP) Workshop in the Philippines (dates tbd).

The third part of the mission is planned to be carried out in November and includes completing of the documents and presentation of the final product on the Final conference for the project in November 2023. Each field presence should be preceded by a few days of preparation, as well as include a few days of post-work at home. We value the well-being of our field staff highly and the selected candidate will have access to health and safety support functions from MSB around the clock when you are on deployment.

MSB söker för närvarande en strategisk rådgivare för att stödja ASEAN Coordinating Centre for Humanitarian Assistance on Disaster Management (AHA Centre) det EU finansierade projektet LACER i Jakarta, Indonesien Uppdraget sträcker sig från mitten av maj till i början av december och personen är placerad i Jakarta under följande perioder:

Mitten av maj – mitten av juni.

Mitten av augusti – mitten av september (inkl deltagande i Strategic Policy dialogue i Singapore 14-18 aug; samt deltagande på Asian Joint Disaster Response Plan (AJDRP) Workshop i Filippinerna – datum tbd)

Duties


The LACER project, which brings EU and ASEAN institutions together to develop long-term capacity in disaster management and response, is offering support to AHA’s strategic visioning process through expert advisory services and sharing of suitable experiences. The process seeks to foster collaboration around the following objectives:

•Build common understandings of the current state including trends, conditions, challenges and opportunities
•Develop a shared vision and describe the desired future state
•Identify critical strategic areas and brainstorm organisational priorities on which to focus coordinated activities
•Build the foundation for the next AHA Centre work plans
•Identify next steps / roadmap for second five year period

Outputs:

• Workshop completed with AHA staff in Jakarta
• Strategic visioning process completed together with appointed AHA team
• Draft version of next five-year work plan
• Roadmap for producing five-year work plan for the following period

Qualifications

Experience
Requirements:

• At least two years of work experience in strategic planning and implementation
• Demonstrated experience of providing strategic vision to advance achievement of an organisation’s programme goals and objectives, preferably within a regional context.
• Good familiarity with how organisations prioritise in the development of functional areas and how to promote organisational development through identification of gaps and capacities
• Strong facilitation skills
• Excellent capacity to draft and edit planning documents in English
• Good understanding of broader trends in disaster management, climate change, humanitarian response, donor funding

Meritorious:

• Work experience in the South East Asian contextis highly desirable
• Field experience in the area of disaster management or humanitarian response
• Familiarity with process-based approaches to achieving organisational change
• Ability to work in an international/multicultural environment
• Rapid self-starting capability
•Team player with appropriate social and interactive capacities
• Ability to interact with sensitivity and display respect for diversity and gender in multi-cultural environments.
• Capacity for working under pressure
• Possesses a high level of professional and personal maturity together with an ability to establish and maintain effective working relationships with colleagues, managers and external partners
• Excellent analytical and communicative skills, shows initiative and takes both a hands-on and an analytical approach to tasks and problems







Education
University degree in the field of international relations, disaster management, organisational development, social science or another relevant area.



Languages
Excellent oral and written communication skills in English.
Other requirements

Contractual conditions


Working with the MSB on international operations means that you are temporarily employed by MSB. MSB pays salary as well as a comprehensive allowances and benefits package to field staff on international operations. In addition, participants on induction training and relevant specialist training courses receive remuneration from MSB. If you are selected for this mission, an evaluation will be made after the project implementation. The evaluation may result in an offer to be registered in the MSB roster, which means broader opportunities to receive mission requests as well as participation in various trainings and exercises. The registration in the MSB roster is valid for 3 years. After this period there is an opportunity for extension should you have passed a new evaluation process. All the personnel taking part in MSB missions as well as the individuals registered in the roster are obliged to attend the MSB Induction Course and other mandatory profile specific trainings.

Employed by the MSB on an international mission you will receive a monthly salary as well as a comprehensive allowances and benefits package, ranging from free home leave travel to access to psychosocial support.
