General Minimum Requirements

The general minimum requirements for working with the OSCE are:

  • Excellent physical condition 
  • Possession of a valid automobile driving license and ability to drive using manual transmission 
  • Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure

 

Field of Expertise Requirements

The general minimum requirements for working in this field of expertise are: 

  • First-level university degree in political sciences, social sciences, international relations, public policy, law or equivalent professional experience
  • Work experience in either public administration, relevant international organizations, civic associations (including NGOs), political parties/affairs, or economic and political development 
  • Demonstrable organizational, communication, analytical and interpersonal skills

 

Level of Professional Competence Requirements

Furthermore, this level of responsibility requires the following:

 

Education:

First-level university degree in a relevant field

 

Experience:

Minimum 6 years of relevant professional experience

 

Mission Specific Requirements

Additionally, this particular post has specific requirements:


Mandatory:

  • Excellent communication, analytical and drafting skills combined with a track record in handling complex programmes;
  • Political judgment and cultural sensitivity;
  • Well-developed co-ordination skills, flexibility and ability to work on own initiative, under pressure and within strict time frames;
  • Computer literate with practical experience with Microsoft applications;
  • Professional fluency in English language;
  • Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
  • Cultural sensitivity and sound judgment, highest professional and ethical standards.

 

Desirable:

  • Basic knowledge of at least one of the local languages or most common lingua franca; 
  • Knowledge of political environment and historic background of the host country. 

 

Tasks and Responsibilities

Under the overall guidance and direct supervision of the Head of the Human Dimension Department (HDD), the Senior Programme Compliance Officer will be responsible for:

  1. Ensuring that the Department’s resources are used effectively and efficiently to achieve the Human Dimension Programme objectives;
  2. Supporting programme implementation by mentoring and providing sound technical advice; applying monitoring and evaluation tools in a consistent and timely fashion, generating lessons learned and identifying mitigation measures in connection with extant operational risks;
  3. Overseeing and co-ordinating the day to day Programme Support / Legal Advisory Cell’s engagement in departmental activities; supervising five (5) national staff; 
  4. Assisting the Head of Department in ensuring that proper internal co-ordination precedes decision-making, ensuring full compliance with the OSCE regulatory system;
  5. Co-ordinating and streamlining procedures connected to the annual Unified Budget (UB) planning-cycle, including projects drafting, ensuring compliance with the highest quality standards as per Mission policies and requirements; conducting regular project evaluation for efficiency and relevance; 
  6. Co-ordinating the compilation of all HDD reports for the Mission and the Secretariat, including weekly, monthly, and background, spot and annual reports;
  7. Compiling speaking points, briefing papers and similar documents based on the input provided by relevant Units of the Department; taking notes / providing minutes of meetings as assigned by the Head of Department;
  8. Editing and proof reading various planning, analytical and reporting documents; including HDD contributions for Mission publications, presentations, background or other reporting documents;
  9. Drafting press releases and other public materials to promote the HDD’s activities; reviewing and suggesting updates of the Mission Official Website;
  10. Performing other duties as required.
