Result of Service

Objective

The consultant will be responsible for the overall coordination of conceptualizing, editing, and producing of the 14 videos material, 1 regional and 13 locals, as follows:

• The regional audiovisual piece will focus on key results of the Nature4Cities regional project. It will highlight the importance of implementing Nature-based Solutions (NbS) in urban areas to help cities be more resilience to climate change. The piece must have a simple and forceful narrative that allows to demonstrate the potential that NbS have for the urban planning and to be aware of the impact of this project. The regional audiovisual piece should be ready by May 2024.

• The 13 local audio-visual videos will focus on key-messages from each of the 13 participant cities to the project. It shall include considerations of the ecosystems, the main climate hazards that are affecting the city, impacts to vulnerable regions as well as sanitary, vial and social infrastructure. The videos should show the engagement between the different local, regional and national main actors. The 13 city-level audiovisual pieces are going to be scheduled following each level city progress.

The narrative must be constructed taking in consideration the main target audience: beneficiaries of the Nature4Cities project, decision makers at national and local level; as well as secondary audience such as international organization and development banks in the region. They must contain accurate and relevant information that moves decision makers to immediate action, including scientific evidence.

3. Scope of Work
For each video, there shall be two main phases.

1. Design and presentation a video script
The consultant will present a script proposal for each video to the adaptation team of the Climate Change Unit, for which she/he will receive comments before producing a first version of the video. Activities include:

• Jointly coordinate with the adaptation team of the Climate Change Unit the content structure and the length of each video.
• For the local level videos - Liaise with the seven National Coordinators of the Nature4Cities project to identify key messages expected for each local-level videos (i.e. products or results elaborated the project, expected scaling up, etc.)
• For the local level videos - Liaise with the seven National Coordinators of the Nature4Cities project to identify what material could be used (i.e. existing footages of the city, material shared by local medias, interviews, etc.)
• For the regional level videos – Liaise with the regional adaptation unit to identify key messages for the final videos. This can include highlights from the 13 local-level videos.
• Contact key actors to obtain the identified and agreed-upon material and/or footages
• Present the script to the relevant national coordinator and the adaptation team of the Climate Change Unit, include their comment and ensure approval prior to the filming and editing process.

2. Realization, edition and presentation of the video:
The consultant will develop the videos for the Nature4Cities project, by:
• Jointly coordinating with the adaptation team and the relevant national coordinators to identify the key actors that should be interviewed for the video.
• Coordinate local interviews with the national coordinators of the project and the main members of the NbS Task Groups.
• Facilitate a capacity building session for the national coordinators to improve skills for filming the videos.
• Make suggestions for the video content and collaborators to be filmed remotely or in person. This should be coordinated with the adaptation team and relevant national coordinators.
• Film (remotely or in person), produce and edit the documentary for the Nature4Cities project according to the script approved by the Adaptation team at the Climate Change Unit.
• Include subtitles for the regional video
• Present the final products in different video formats to fit in both websites and social networks.
Detailed specifications for each assignment will be given to the selected Nature4Cities Video producer.

Product 1a: Written proposal of the documentary script for Manzanillo, Camaguey (Cuba), and Santiago de los Caballeros (The Dominican Republic). This should include the content structure and identified participants for each city.

Product 2a: Written proposal of the documentary script for Santo Domingo (Ecuador), La Lima and El Progreso (Honduras). This should include the content structure and identified participants for each city.

Product 2b: 3 Videos for Santo Domingo, La Lima and El Progreso in their most complete version for approval of the Adaptation team at the Climate Change unit.

Product 2c: 3 revised videos of Santo Domingo, La Lima and El Progreso with the Adaptation team’s comments included. This should include a report with the changes done to the audiovisual master’s piece.

Product 3a: Written proposal of the documentary script for Guatemala City (Guatemala), Rivera, Durazno (Uruguay), Colón and Arraiján (Panama). This should include the content structure and identified participants for each city.

Product 3b: 3 Videos for Guatemala City, Rivera, Durazno, Colón and Arraijan in their most complete version for approval of the Adaptation team at the Climate Change unit.

Product 3c: 3 Revised videos for Guatemala City, Rivera, Durazno, Colón and Arraijan´s videos with the Adaptation team’s comments included. This should include a report with the changes done to the audiovisual master’s piece.

Product 4a: Written proposal of the documentary script for Boquete, Dolega, Gualaca (1 video) and Bocas del Toro from Panama. This should include the content structure and identified participants for each city.

Product 4b: 2 Videos for Boquete, Dolega, Gualaca (1 video) and Bocas del Toro´s video in their most complete version for approval of the Adaptation team at the Climate Change unit.

Product 4c: 2 revised videos of Boquete, Dolega, Gualaca (1 video) and Bocas del Toro ´s video with the Adaptation team’s comments included. This should include a report with the changes done to the audiovisual master’s piece.


Output 5.2.1.2.B. One (1) regional audio-visual product disseminated through the online Urban NbS platform

Product 5a: Written proposal of the documentary script for the regional video and translation. This should include the content structure and identified participants of each country.

Product 5b: One regional video of the project in its most complete version for approval of the Adaptation team at the Climate Change unit.

Product 5c: Revised version of the regional video, including English subtitles and the Adaptation team’s comments. This should include a report with the changes done to the audiovisual master’s piece.

Duties and Responsibilities

Purpose

The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment.

The UNEP Latin America and the Caribbean Office (LAC Office), located in Panama City, works closely with the 33 countries of the region - including 16 small island developing States - with a population of about 588 million people. The office works to serve the needs of the region and its activities are integrated into the work programs approved by the United Nations Environment Assembly of UNEP (UNEA).

UNEP seeks to support countries in Latin America to implement the Agenda 2030 for Sustainable Development and its Sustainable Development Goals (SDGs), the new Paris Agreement and the priority actions defined in the Nationally Determined Contributions (NDCs) of Latin American countries.

The Latin America and Caribbean (LAC) region is the second most urbanised region in the world, with ~80% of the population living in cities. Within the next two decades, this proportion is projected to reach ~85%, thereby ranking the cities of the LAC region among the fastest-growing in the developing world. The rate of urban expansion is faster in small and medium-sized cities relative to mega cities. In the medium-sized city of Kingston in Jamaica, rapid urbanization is coupled with limited urban planning. This rapid urbanisation and the associated expansion of cities is degrading urban and periurban ecosystems – including wetlands, green spaces and forests – that provide a wide range of ecosystem services for urban communities.

To address the vulnerability of urban communities, governments in the Latin America and Caribbean (LAC) region need to develop and implement cost-effective, low-risk solutions, such as Nature-based Solutions (NbS) by protecting, maintaining and rehabilitating priority ecosystems in urban areas. As a result, UNEP is working with the governments of, Ecuador, the Dominican Republic, Honduras Cuba, Panama, Guatemala and Uruguay to execute a two-years, Readiness project “Nature4Cities - Increasing resilience through Nature- based Solutions in Latin-American cities” funded by the Green Climate Fund (GCF). The project is implemented in 7 countries (Cuba, Honduras, Ecuador, Dominican Republic, Guatemala, Panama, and Uruguay) and a total of 13 cities within those countries.

The aim of the project is to increase the capacity of participating countries to design and implement Nature- based urban development strategies that ensure urban resilience to climate change through five main areas of work: (1) Strengthening the knowledge base of national and local governments to assess the potential for Nature- based Adaptation and Mitigation Solutions in urban areas in the context of broader climate change strategies; (2) Reinforcing enabling policies and institutional frameworks to increase adoption of NbS in urban planning; (3) Strengthening partnerships between key actors to accelerate the adoption of NbS solutions; (4) Defining climate finance strategies through innovative public, private and blended financial mechanisms and facilitating access to climate finance for the sustained implementation of NbS; (5) Accelerating upscaling and replication through a regional Urban NBS platform.

In order to raise awareness of the urgent need for adaptation in cities and the role and opportunities for NbS to build urban resilience, UNEP envisions to produce 13 city-level short videos and 1 regional video as part of the Nature4Cities initiative. UNEP is seeking a videographer/video editor to support the video production of the 14 short videos under the supervision and guidance by the Adaptation to Climate Change Programme Officer and will work in close collaboration with the Regional Team and National Coordinators for Nature4Cities.

This person will work closely to the UNEP climate change communication’s team and will be supervised by the Climate Change Adaptation Programme Officer for Latin America and the Caribbean. The consultant will work from home.

Qualifications/special skills

Qualifications Required

ACADEMIC:
- Bachelor’s degree in arts, filmmaking or similar is required.
- Master’s degree in filmmaking or screenwriting is required.

PROFESSIONAL:
- 3 years of relevant experience in filmmaking and script writing (required). Additional experience is an asset.
- Demonstrated knowledge in making documentary videos (required)
- Relevant experience in developing documentaries for institutional campaigns related to human rights is an asset.
- Experience with environment materials is relevant for the position.
- Previous work experience with the UN system or international organizations is an asset.

LANGUAGE:
- Fluency in Spanish is required.
- Confident level of English is required.
