The Political Parties and Civic Engagement Program Officer serves as part of IRI’s Center for Global Impact (The Center), which is designed to help IRI learn, innovate, and lead in global democratic development programming. The PO will provide support to the Political Parties technical practice and work under the supervision of IRI’s Political Parties and Political Engagement Senior Advisor. S/he will support the development of program ideas, drafting proposals on a range of political party assistance related themes, and activity implementation. The PO will regularly consult with regional program teams based in Washington D.C. and in field offices to assist and facilitate the implementation of political party programs.

Position Requirements

  • Three to five years professional experience in democratic governance and politics, preferably working directly with political parties, candidates, and political professionals.
  • Familiarity with the functioning and innerworkings of political parties is required.
  • Undergraduate degree in political science, international relations or related field.
  • Demonstrated ability to work with public figures and principals.
  • Experience with planning high-level events with demonstrated exceptional organizational and detail-oriented skills.
  • Demonstrated strong interpersonal, research, and written/oral communication skills.
  • Some experience working with US Government funded projects and familiarity with USG regulations and processes required.
  • Experience with program management and demonstrated financial literacy.
  • Ability to work independently and as a member of a team to coordinate and lead the efforts of other professionals to effectively meet program goals.
  • Familiarity with legislative advocacy/lobbying and civil society organizations/NGOs preferred.
  • Demonstrated ability to operate under strict deadlines and ability to easily shift priorities.
  • Willingness and ability to travel internationally to challenging environments.

Primary Functions & Responsibilities

  • Support the implementation of global political party assistance projects managed by the Center’s Political Party practice by:
    • Monitoring each grants’ substantive, financial and compliance requirements and actively overseeing project management plans to ensure all financial and compliance requirements are met on time.
    • Monitoring and ensuring proper tracking of budgets and program expenditures to ensure that IRI projects remain within budget allocations and leading regular team budget analysis discussions.
    • Conducting research and contributing to the development of political party trainings and workshops, research products and tools.
    • Regularly communicating with regional program and country teams, program beneficiaries and vendors to execute on program objectives.
    • Leading the drafting of high quality quarterly, semi-annual, final and other relevant reports for funders.
    • Monitoring, analyzing, and reporting on political and related developments in specific countries to provide regional and country analysis and information.
    • Assisting in arranging program logistics including, but not limited to, international and domestic flights, ground transportation, hotel accommodations, and room rentals.
    • Overseeing and participating in all monitoring and evaluation efforts for grants assigned.
  • Assist the Political Parties and Political Engagement Senior Advisor in providing technical assistance to IRI’s 40+ program teams with active political party assistance projects which includes:
    • Sharing IRI tools and resources.
    • Connecting teams that have either valuable experiences to share or are working on common issues that could benefit from collaboration.
    • Providing advice and counsel based on established IRI approaches and evidence from past program experience.
  • Actively contribute to writing products including drafts and updates to program summaries and other outreach materials, articles for publication, Op-Eds, publications and promotional material for external audiences. Anticipate potential problems and troubleshoot identified problems with effective solutions.
  • Assist with assessing new funding opportunities and serve as proposal manager (as assigned) for new bid opportunities.
  • Supervise team’s program associates as needed, participating in hiring processes setting specific goals and providing ongoing performance feedback.

  • Represent IRI at external events.
  • Travel as needed for program oversight and implementation.

Qualifications

Education

Required

Bachelors or better in Political Science or related field.

Experience

Required
