UNICEF is looking for a consultant (business analyst) in the digital department to support the Ministry of Social Policy of Ukraine in the development of electronic systems/subsystems/modules and electronic services to simplify the process of obtaining social services. With the support of the consultant (Business Analyst), UNICEF plans to support the Ministry of Social Policy of Ukraine in the development of electronic systems/subsystems/modules and electronic services that must be integrated into the UISSS, considering all the requirements and architecture of the electronic system. Among other things, the business analyst is expected to provide support to the Ministry in setting out the technical requirements for new electronic systems planned to be developed by the Ministry of Social Policy, with the aim of digitizing social services.

Purpose of assignment:

UNICEF is looking for a consultant (business analyst) in the digital department to support the Ministry of Social Policy of Ukraine in the development of electronic systems/subsystems/modules and electronic services to simplify the process of obtaining social services.

With the support of the consultant (Business Analyst), UNICEF plans to support the Ministry of Social Policy of Ukraine in the development of electronic systems/subsystems/modules and electronic services that must be integrated into the UISSS, considering all the requirements and architecture of the electronic system. Among other things, the business analyst is expected to provide support to the Ministry in setting out the technical requirements for new electronic systems planned to be developed by the Ministry of Social Policy, with the aim of digitizing social services.

Primary tasks:

1. Conduct an analysis of the activities of UISSS in the Ministry of Social Policy of Ukraine to improve the operation of the system, as well as to further integrate new electronic systems / subsystems / modules into the UISSS architecture.

2. Conduct a general analysis of the systems and processes that are used by the central executive authorities (including the Ministry of Social Policy of Ukraine) to provide social services to the population in order to further optimize and digitalize them.

3. Conduct an analysis to identify areas of improvement in electronic systems/subsystems/modules that have already been developed or are being developed by the Ministry of Social Policy in order to identify ways to enhance them.

4. Collect the requirements (including technical requirements) for new electronic systems / subsystems / modules that are planned to be developed by the Ministry of Social Policy of Ukraine and analyse the effectiveness of the solutions in improving business processes for the provision of social services to the population.

5. On an ongoing basis, monitor and assess the need of the Ministry of Social Policy for the possibility of digitizing social services, as well as monitor and evaluate the process of developing new systems / subsystems / modules in order to ensure that the final product (developed system / subsystem / module) meets the requirements and goals of UNICEF and the Ministry of Social Policy.

6. On an ongoing basis, collect feedback from stakeholders (including UNICEF (Social Policy Section) and the team of the Ministry of Social Policy of Ukraine) regarding the documents/reports developed by the consultant while fulfilling the deliverables of the contract; based on the results, update the relevant documentation.

7.Analysis of social and administrative services provided by the Ministry of Social Policy of Ukraine and creation of a list of services offered for fully automated provision.

8.  Other tasks regarding the development of digital initiatives agreed with the Ministry of Social Policy of Ukraine.

The business analyst will work under the leadership of the program manager of the digital team in close communication with the rest of the team's experts, as well as in cooperation with the UNICEF team (Social Policy section) and the team of the Ministry of Social Policy of Ukraine. It is expected that the business analyst will work in the Ministry of Social Policy of Ukraine premises.

All reports and other documents prepared by a consultant must be agreed with the Program Manager of the digital team, a representative of the Ministry of Social Policy of Ukraine and UNICEF.

Submit monthly reporting as per the agreed plan with proposals for the development of new systems / subsystems / modules in UISSS based on the results of monthly monitoring of the needs of the Ministry of Social Policy in transferring social services to an online format (total of 6).

Deliverable 7.   Report on the results of the work done, including a description of the tasks that were additionally completed to support the Ministry of Social Policy. The report should also contain recommendations and a description of the next steps that the Ministry of Social Policy needs to take in this direction.

* Deliverables  #6 reporting deadlines: (1st report - 30 April 2023, 2nd report – 26 May 2023, 3rd report - 30 June 2023, 4th report - 28 July 2023, 5th report - 25 August 2023, 6th report - September 29, 2023). The total amount of payment will be divided into 6 equal payments, payment will be made after the submission of the report. 

Travel plan (10 days):  it is expected that the consultant will take part in several trips to the regions of Ukraine in order to get acquainted with the work of the UISSS, as well as to study the problems faced by social workers who use already developed electronic systems / subsystems / modules developed with the support of the Ministry of Social Policy of Ukraine. The travel plan will be developed jointly with the Ministry of Social Policy of Ukraine. 

To qualify as an advocate for every child you will have…

Education: Bachelor's degree of higher in Computer science and information technologies, Software engineering, Computer engineering, System analysis, Mathematics, Statistics, Applied mathematics, Economics, Finance or Management Information Systems.

Professional experience: 

  • At least 5 years of experience in business analysis;
  • Experience in the implementation of digital projects for the IT private or public sector;
  • Experience working with a wide range of stakeholders;
  • Successful cases of digital projects implementation.

Languages: 

  • Ukrainian: Advanced [C1];
  • English: Upper-Intermediate [B2].

Skills and competencies:

  • knowledge of the methodology of collection, analysis and formalization;
  • understanding of software life cycle according to different methodologies;
  • knowledge of the basics of programming, testing and algorithms;
  • well-developed analytical skills;
  • the ability to easily understand new areas;
  • the ability to analyze the current situation in comparison with the past;
  • ability to make decisions;
  • excellent communication skills;
  • understanding of agile methodologies;
  • ability to be attentive to details.

Please provide an all-inclusive financial proposal including travels to carry out the deliverables listed above.

i Costs indicated are estimated. Final rate shall follow the “best value for money” principle, i.e., achieving the desired outcome at the lowest possible fee. Consultants will be asked to stipulate all-inclusive fees, including lump sum travel and subsistence costs, as applicable.

Payment of professional fees will be based on submission of agreed deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.
