UNICEF is looking for a consultant (Case management) in the digital team to support the Ministry of Social Policy of Ukraine in the development of an electronic case management system. With the support of the Consultant, UNICEF plans to technically support the Ministry of Social Policy of Ukraine in developing the Concept of the Case Management electronic system. Consultant is expected to prepare technical requirements for the Case Management system, which will be further used by a software development company.

Purpose of assignment:

UNICEF is looking for a consultant (Case management) in the digital team to support the Ministry of Social Policy of Ukraine in the development of an electronic case management system.

With the support of the Consultant, UNICEF plans to technically support the Ministry of Social Policy of Ukraine in developing the Concept of the Case Management electronic system.  Consultant is expected to prepare technical requirements for the Case Management system, which will be further used by a software development company.

Primary tasks:

1. Review of the existing system "Unified Social Processing" and the system "Register of Social Service Providers and Recipients" in order to identify the gaps and advantages (areas of improvements) of the operation of these systems, as well as to determine the positioning of the Case Management system in interaction with these systems.

2. Conduct an analysis of UISSS activities in the Ministry of Social Policy of Ukraine in order to determine the possibility of integrating the Case Management electronic system into the UISSS architecture.

3. Conduct an analysis of business processes for the development of an electronic system of Case Management.

4. Develop a concept and a conceptual model for a new electronic Case Management system.

5. Develop technical requirements for the electronic system Case Management.

6. On an ongoing basis, collect feedback from stakeholders (including UNICEF (Social Policy Section) and the team of the Ministry of Social Policy of Ukraine) regarding the documents/reports that are developed by the consultant in terms of performing the contract deliverables, based on the results, update the relevant documents/ reports.

7. Align the Ministry's technical support with key national and international guidelines on case management, which include the Minimum Standard of Child Protection, National Social Services Act and UNICEF guidance on ensuring case management.

8.  Other tasks regarding the development of digitalization agreed with the Ministry of Social Policy of Ukraine.

The case management e-system development expert will work under the guidance of the program manager of the digital team in close communication with the rest of the team experts, as well as in cooperation with the UNICEF team (social policy section) and the team of the Ministry of Social Policy of Ukraine.

It is expected that the consultant will work in the Ministry of Social Policy of Ukraine premises.

All reports and other documents prepared by a consultant must be agreed with the Program Manager of the digital team, a representative of the Ministry of Social Policy of Ukraine and UNICEF.

To qualify as an advocate for every child you will have… 

Education: Bachelor's degree or higher in Education, Computer science and information technologies, Software engineering, Computer engineering, System analysis, Mathematics, Statistics, Applied mathematics, Economics, Finance, Management information systems.

Professional experience: 

  • At least 3 years of experience in business analysis or program management; 
  • Experience in the implementation of projects for the IT sector or the public sector; 
  • Experience working with a wide range of stakeholders; 
  • Experience in implementing projects/programs in the social sphere, child protection.

Language:

  • Ukrainian:  Advanced [C1]
  • English: Intermediate [B1]

Skills and competencies:

  • knowledge of the methodology of collection, analysis and formalization;
  • understanding of the fundamentals of the social sphere and the case management;
  • understanding of software life cycle according to different methodologies;
  • well-developed analytical skills;
  • ability to easily understand an unknown area;
  • ability to analyze the current situation in comparison with the past;
  • ability to make decisions;
  • excellent communication skills;
  • ability to be attentive to details.

Deliverable 6.   Report on the results of the work done, including a description of the tasks that were additionally completed to support the Ministry of Social Policy. The report should also contain recommendations and a description of the next steps that the Ministry of Social Policy needs to take in this direction.

*Travel plan (10 days):  It is expected that the consultant will take part in several trips to the regions of Ukraine in order to get acquainted with the work of UISSS, as well as to study the Case Management process in the territorial communities of Ukraine in order to transfer this process into a digital process. The travel plan will be developed jointly with the Ministry of Social Policy of Ukraine.

Please provide an all-inclusive financial proposal including travels to carry out the deliverables listed above.

i Costs indicated are estimated. Final rate shall follow the “best value for money” principle, i.e., achieving the desired outcome at the lowest possible fee. Consultants will be asked to stipulate all-inclusive fees, including lump sum travel and subsistence costs, as applicable.

Payment of professional fees will be based on submission of agreed deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws. 

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
