Org. Setting and Reporting

The International Trade Centre (ITC) assists developing and transition economy countries to take advantage of expanding trade opportunities in an increasingly complex global environment. ITC supports Trade Impact for Good, promoting sustainable and inclusive development goals through trade.

Within the Division of Sustainable and Inclusive Trade (DSIT) and the Section for Women, Youth and Vulnerable Communities (WYVC) ITC’s Youth and Trade initiative positions young people in developing countries as a competitive force for the future. The initiative fosters entrepreneurship and employability and establishes connections with market partners. The initiative works closely with business support institutions and supports policymakers to leverage trade and competitiveness for the benefit of youth.

Responsibilities

Under the direct supervision of the Chief of the Women, Youth and Vulnerable Communities (WYVC) section, the overall supervision of the Director, Division of Sustainable and Inclusive Trade (DSIT), in close collaboration with internal stakeholders in line with the organization’s strategy 2022-2025 and in the context of the youth and trade moonshot, the Programme Officer of the Youth and Trade Initiative will be responsible for the following duties:

• Participates in the development, implementation and evaluation of assigned projects,; monitors and analyzes project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and proposes corrective actions; liaises with relevant parties; identifies and tracks follow-up actions.
• Contributes to the development of tools and methodologies that relate to youth economic empowerment· along with new projects and partnerships.

• Performs consulting assignments, in collaboration with the client, by planning facilitating workshops, through other interactive sessions and assisting in developing the action plan the client will use to manage the change.
• Researches, analyzes and presents information gathered from diverse sources.
• Assists in policy development, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies.
• Undertakes survey initiatives; designs data collection tools; reviews, analyzes and interprets responses, identifies problems/issues and prepares conclusions.
• Prepares various written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc.
• Provides substantive support to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc.
• Undertakes outreach activities; conducts training workshops, seminars, etc.; makes presentations on assigned topics/activities.
• Participates in or lead field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries, etc.
• Coordinates activities related to budget and funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (work programme, programme budget, etc.).

Education

Advanced university degree (Master’s degree or equivalent) in business administration, management, economics or a related field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of five years of progressively responsible experience in project or programme management, administration or related area is required.

Work experience in developing country context is desirable.

Previous experience in youth economic empowerment and trade led growth initiative is desirable.

Work experience with United Nations is desirable.

Languages

For the position(s) advertised, fluency in English is required. Knowledge of another official United Nations language is an advantage.

Assessment

Evaluation of qualified candidates may include an assessment exercise which will be followed by competency-based interview.

Special Notice

The conditions of service are governed by the United Nations Staff Rules and Regulations. This is a fixed term appointment for an initial period of one (1) year.
