Mission and objectives

En agosto de 2012, el Gobierno de Colombia y las Fuerzas Armadas Revolucionarias de Colombia - Ejército del Pueblo (FARC-EP) iniciaron conversaciones para lograr un acuerdo de paz. A petición de las partes, una Misión política especial fue establecida mediante la Resolución 2261 (2016) del Consejo de Seguridad, la cual está conformada por personal civil y observadores internacionales desarmados. A partir de allí, la Misión tenía como mandato verificar la dejación de las armas bilateralmente con las FARC-EP y, participar como componente internacional (CI-ONU) en el Mecanismo tripartito de Monitoreo y Verificación (MM&V) del cese al fuego y de hostilidades bilateral y definitivo. Este mandato concluyo el 25 de septiembre del 2017. En junio de 2017, el Gobierno de Colombia y las FARC-EP solicitaron al Consejo de Seguridad de Naciones Unidades la aprobación de una segunda misión política ONU, para un periodo de tres años. En julio de 2017, el Consejo de Seguridad de Naciones Unidas aprobó la resolución 2366 (2017), estableciendo una segunda misión política (Misión de Verificación) para un periodo inicial de 12 meses a partir del 26 de septiembre del 2017, con el mandato de verificar la implementación por partes del Gobierno de Colombia y las FARC-EP de las secciones 3.2 y 3.4 del Acuerdo Final ( Proceso de Reincorporación política, económica, y social de las FARC-EP y Garantías de Seguridad personales y colectivas para las FARC-EP y programas de seguridad para comunidades,). En el periodo de transición entre julio y septiembre 2017, la Misión inicio actividades provisionales relacionadas con su siguiente mandato, planteando la tarea de reportar los avances iniciales al Consejo de Seguridad.

Context

UNVMC mandate has been renewed through resolution points 3.2 and 3.4 of the Final Peace Agreement. Further to a request from the Government of Colombia, on its behalf and on behalf of the former FARC-EP, the Security Council, by its resolution 2574 (2021) adopted unanimously on 11 May 2021, mandated the Verification Mission to implement an additional task, as envisioned in the Final Peace Agreement, namely the verification of compliance with the sentences of the Special Jurisdiction for Peace.

Task description

Within the delegated authority of the Chief Supply Chain & Service Delivery and under the supervision of the Chief Performance Management Unit, the UN Volunteer will undertake the following tasks: • Implement the QA internal audit plan, and monitor and evaluate the workflows, procedures, and performance of all MSD units in accordance with SOPs. • Performs periodic client survey assessments and coordinates, follow up for implementation of action plans within delegated authority, to address the survey feedback and periodic updates. • Report to the Chief Performance Management Unit on the performance of the QMS (e.g., results of quality audits, corrective actions), including the need for improvement. • Responsible for accuracy and timely inspection and keeping up on standards, regulations/laws, issues, and news with respect to product (service) quality. • Act as a performance catalyst between the QMS regulatory body and the UNVMC for monitoring the UNVMC compliance with the corrective measures taken for reporting on vendor quality systems. • Shall contribute to developing business rules, guidelines, standard operating procedures, and other guidance materials based on UN regulations. • Prepare and assist in formulating Key Performance Indicators (KPIs) for Quality Assurance and a suitable monitoring framework for mission support activities in line with the strategy and mandate of UNVMC. • Collect key performance indicators (KPIs) data from all Supply Chain, Service Delivery and Operations and Resource Management stakeholders. • Prepare Performance Management reports regularly to provide visibility on operational issues and alert supervisors on time. • Highlight deviations in performance from targeted standards and follow up on corrective action. • Participate in cross-functional work teams to assist with projects and share best practice methodologies. • Perform any other duties as assigned by the supervisor. Results/Expected Outputs: • Successful sustainable implementation of QMS - ISO 9001-2015. • Maximized work productivity and effective response to changes; • Increased SC, SD operational efficiency, improved quality and reduced cost; • Enhanced organizational responsiveness and quality service; • Supply chain performance reports are regularly submitted to the attention of senior managers and concerned stakeholders; • A robust contingency plan is in place for potential risk mitigation; • Optimized customer service; • A secure environment and maximum adherence to safety in all areas;
