STANDARD MINIMUM QUALIFICATIONS

Education: First University degree in Civil Engineering or related Engineering discipline. Hold or be eligible for Accreditation to “Professional Engineer” or “Chartered Engineer” status, or recognised equivalent by an appropriate national or international regulatory authority.


Language: Proficiency in spoken and written Spanish and advanced working knowledge of English.

ORGANIZATIONAL CONTEXT

These jobs are found in Headquarters (HQ) or Country Offices (COs).  They report to the Division/Country Director or the designate, and are subject to overall normative and technical direction by the Chief Engineer, WFP Engineering in relation to all matters of engineering services and construction activities.
Job holders operate under the direct supervision of a more senior and experienced Engineer holding recognised accreditation as “Chartered Engineer” or “Professional Engineer”. They are involved in day–to-day practical engineering activities and analytical work. Subject to the overall guidance, job holders complete assignments and provide advice on engineering issues, applying the established norms, standards regulations and providing expertise in making determinations and recommendations across a range of daily activities.

JOB PURPOSE

To provide construction and engineering expertise and contribute to the efficient delivery and quality outputs.

KEY ACCOUNTABILITIES (not all-inclusive)

1. Contribute to the implementation of WFP Policies, standards, norms and practices ensuring compliance with wider WFP policies, procedures, guidelines and operations.
2. Provide engineering and project management services, apply best practises, standards and innovative technologies that comply with WFP standards and processes.
3. Contribute towards the analysis of project proposal to enable effective decision making on project technical feasibility.
4. Prepare evidenced based recommendations for senior staff on measures to improve WFP facilities suitability to operational purpose, safety, and efficiency of structures and equipment.
5. Collate data and contribute to preparation of accurate and timely reporting on outputs to facilitate informed decision-making and consistency of information presented to the stakeholders.
6. Provide technical guidance that support a successful construction procurement process.
7. Participate in technical or design review, exchange of knowledge and experience, keeping abreast of construction and engineering technologies, to facilitate implementation of innovative engineering solutions.
8. Support the capacity building of engineering staff to facilitate the continued development and high performance.
9. Establish and maintain partnerships with internal and external clients to effectively meet clients’ expectations.
10. Contribute to preparedness actions, providing technical recommendations and guidance and monitor the management of risks.

OTHER SPECIFIC JOB REQUIREMENTS

  1. Supervision of construction work, scheduling and coordination, acting as project focal point between WFP Engineering, Colombia CO and the Contractor.
  2. Reading, implementing or adjusting designs, drawings and construction contract documentation reflecting site specific constraints, local conditions or characteristics;
  3. Verification, recording and testing of completed work before it is covered by the Contractor;
  4. Liaise with third party companies (contractors, suppliers, etc.) and supervise related work on site; Manage and supervise teams and coordinate activities in conjunction and in consultation with other implementers / supervisors on site acting on behalf of the Client;
  5. Maintain records including site correspondence, survey data, inspection records, test data, site diaries, meeting records, financial records, progress records, daily photos, etc.
  6. Provide guidance to contractors and consultants;
  7. Evaluate contractor's proposals and methodologies;
  8. Review and evaluation of planned and ongoing construction projects;
  9. Establishing and maintaining monitoring, evaluation and reporting of project performance to completion;
  10. Prepare reports, including technical evaluations, additional contract documentation and any other relevant reports that may be required;
  11. Prepare and manage cash flow schedules, including invoice processing and payment tracking;
  12. Assist with the interpretation of contract documents. Explain or reconcile any ambiguities or discrepancies in the contract documents and implement the various provisions of the contract documents.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

• Has worked effectively under supervision on a large number of varied design and construction projects and taken responsibility for work elements which have been assigned.
• Has attained advanced academic qualifications relevant to engineering.
• Has contributed to projects demonstrating knowledge of engineering specialisations in relation to fire safety, seismic blast or environmental requirements.
