  1. Role and responsibilities 

The HR Technical Officer will be responsible for the day-to-day implementation of HR work at the Area level. 

 

Generic responsibilities:

  • Implement NRC’s systems and procedures at the Area level. 
  • Ensure adherence to NRC policies, handbooks, guidelines, and donor requirements. 
  • Prepare and submit reports and analyses. 
  • Ensure proper filing of all supporting documents. 
  • Actively promote PSEA (Prevention of Sexual Exploitation and Abuse) standards & principles within NRC and amongst beneficiaries served by NRC. 
  • Ensure adherence to NRC policies and the national labor law in all processes and procedures. 
  • Advice in personnel conflicts/processes when relevant. 
  • Coordinate with relevant partners, suppliers, authorities, lawyers etc. 

 

Specific responsibilities:

  • Ensure timely implementation of HR activities and dissemination of HR SOPs and policies at the Area office. 
  • Ensure that onboarding, inductions, performance management and exit procedures are implemented for all staff at the Area office. 
  • Advice and support line managers and staff with personnel queries in line with NRC SOPs and HR policies. 
  • Ensure accurate and timely data is maintained in all NRC files (online and hard copies). 
  • Ensure national staff benefits including leave and health insurance are processed and tracked as per NRC procedures. 
  • Ensure recruitments at the Area office are processed and tracked as per NRC procedures. Provide personnel and recruitment reports as required. 
  • Prepare the Monthly salaries plan and payroll. 
  • Support line managers in procedures and provide the required HR training. 
  • Ensure that staff records in all offices in the area are up to date and filed appropriately. 
  • Other tasks as requested by the line manager. 

 

  1. Competencies

  • Bachelor’s degree in relevant field. 
  • Minimum 2 years of experience working in a humanitarian organization. 
  • Previous experience from working in complex and volatile contexts. 
  • Good in English.

We offer:

Type of contract: till 31.12.2023, contingent upon availability
Salary/benefits: According to NRC salary scale, terms and conditions.
