Office/Project Description
 
The Agenda 2030 based on a set of 17 Sustainable Development Goals (SDGs) to end poverty, fight inequality and injustice, and tackle climate change challenges is underpinned by a strong commitment to ‘leave no one behind and to reach the furthest behind first. It recognizes the multi-dimensional nature of poverty and inequality and provides a framework that comprehensively addresses all dimensions of well-being. UNDP Namibia Country Programme Document (CPD) for 2019-2023 is informed by the 2030 Agenda for Sustainable Development and is aligned to Namibia’s National Development Plan and the United Nations Partnership Framework (UNPAF) for the period 2019 – 2024. The CPD is also strongly aligned with the UNDP Strategic Plan. Namibia’s national development plan prioritizes achieving Inclusive, Sustainable and Equitable Economic growth, Build Capable and Healthy Resources, ensuring Sustainable Environment and Enhance Resilience and promote Good Governance through effective institutions. UNDP Namibia’s work for 2019-2023 is currently guided by three strategic portfolio documents on Sustainable and Inclusive Green Growth (SIGG), Environmental Sustainability (SEMER), and Governance Responsive Institutions and Civic Education (GRICE). UNDP programmes seek to leverage synergies within its own portfolios and with other United Nations agencies. The CPD is expected to contribute results to the four overall development frameworks (i.e. the 2030 SDG Agenda, the UNDP Strategic Plan, the Namibia National Development Plan and the United Nations Partnership Framework through Outcome areas. Achievement of outcomes is measured through indicators that are closely monitored and reported during specific Country Office (CO) project implementation.
 
Institutional Arrangement
 
The Monitoring & Evaluation Officer works under the overall supervision and guidance of the CO Deputy Resident Representative. S/he provides day-to-day support to the CO Programme and is also expected to work in close collaboration with the CO Operations Team, UNDP staff in Regional Centers and Headquarters, Namibia UN Agencies, directly with other M&E staff and through results groups, Government officials and UNDP Namibia partners.
 
Scope of Work

The M&E Officer supports the CO team in the effective implementation of the monitoring and evaluation policy, ensuring that, at the least, minimum monitoring and evaluation requirements and related knowledge management and sharing for the Country Programme and projects are met. S/he participates in the monitoring of programmes and projects and conducts thematic and crosscutting evaluations. S/he also ensures that the monitoring and reporting requirements for the UNDP Strategic Plan, the Namibia National Development Plan and the United Nations Partnership Framework are met through inputting quality data from the CPD/Projects as and when required. S/he also ensures that thematic, programme and project monitoring activities and evaluations are carried out according to schedules and that findings and recommendations are implemented. S/he also oversees the CO gender mainstreaming efforts ensuring that all gender-related outcomes are effectively monitored and reported.

Summary of Key Functions:

Ensures the implementation of monitoring and evaluation policies and strategies, focusing on the achievement of the following results:

  • Analyses of requirements and synthesis of proposals for the planning, preparation and management of specific thematic, country programme/project evaluations and other types of evaluations;
  • Inputs to the monitoring and evaluation work plan, analysis and proposals on topics, and projects/programmes to be evaluated;
  • Follows up on the updating of the Quantum Project Management Module including the Risk Frameworks;
  • Promotes monitoring and evaluation standards, project quality assurance/control and capacity development in the Country Office;
  • Inputs to and updates of outreach/publicity material geared towards partners and donors;
  • Contributes to the UNDAF/CPD periodic reviews;
  • Supports the development and implementation of the SDGs monitoring.

Supports effective management of results-based monitoring and evaluation processes in the Country Officefocusing on the achievement of the following results:

  • Drafts/reviews Terms of Reference (TOR) for a specific project/thematic/sectoral monitoring and evaluation missions and/or desk evaluations/reviews, participation in consultant and evaluation team selection, technical feedback on evaluations and budget oversight;
  • Provides guidance on UNDP evaluation policies, procedures and practices to programme managers, UNDP CO staff concerned with assigned project/thematic/sectoral evaluations and/or desk reviews, consultants and/or members of the evaluation team;
  • Provides guidance at the design stage of programmes/projects;
  • Analyses and synthesises of proposals on areas evaluated, effectiveness and impact of the UNDP programme;
  • Drafts and reviews management responses to the evaluations;
  • Follows up on the implementation of evaluation recommendations;
  • Undertakes quality assurance in the formulation of new programmes and projects;
  • Contributes to the data collection and evidence for the completion of Results Oriented Annual Reports and other corporate reports;
  • Contributes to the establishment of a statistics database.

Ensures facilitation of knowledge management, building and knowledge sharing in the area of monitoring and evaluation, focusing on the achievement of the following results:

  • Manages the country office’s common e-filing system;
  • Identifies and formulates lessons learned from evaluations and studies to be integrated into broader EO knowledge management efforts;
  • Contributes to the implementation of the Evaluation Knowledge Management and Learning Strategy of the Country Office;
  • Participates in results-oriented monitoring and evaluation training efforts in the Country Office;
  • Designs and carries out training workshops for national counterparts;
  • Participates as appropriate in quality assurance oversight processes to contribute to the strategic positioning of the country office;
  • Engages in professional growth through active learning;
  • Contributes towards the development and implementation of the Country Office Communication Strategy and Action Plan.

Provides oversight over the CO gender outcomes monitoring and reporting, focusing on the achievement of the following results:

  • Guides the implementation of the Country Office gender strategy monitoring and evaluation framework;
  • Supports the Country Office Gender focal team in its mandate to achieve transformative results for gender;
  • Ensures gender mainstreaming targets are appropriately set and monitored in the CPD, portfolios and projects;
  • Supports training and awareness of gender mainstreaming for staff and partners.

Education:
  • Master's degree in Monitoring and Evaluation, Statistics, Development Studies or related fields.
  • Bachelor's degree in relevant field with additional two (2) years of qualifying experience will be given due consideration in lieu of advanced university degree.
Min. years of relevant work experience:
  • Minimum 2 years (Master's degree) or 4 years (Bachelor's degree) of relevant experience in monitoring, evaluation, reporting performance management/monitoring and reporting in development projects or programmes preferably in international organizations;
  • Proven practical skills and familiarity with monitoring and evaluation approaches and tools;
  • Proven previous experience in data and information analysis.
