The Common Building Services in respect of the Common Premises are as follows:

  1. Maintenance and repair;
  2. Safety and Security equipment i.e. fencing, access control elements, CCTV system, early fire detection and warning system, security lightening, public announcement system;
  3. Security Personnel
  4. Telecommunications (PABX lines);
  5. Receptionist/telephone operator;
  6. Cleaning;
  7. Landscaping;
  8. Electricity;
  9. Gas;
  10. Water;
  11. Heating, ventilation, and air conditioning (HVAC);
  12. Waste removal.

Duties and Responsibilities
 
  • Provide security coverage at the entry points of UN premises to prevent entry to unauthorized persons and the unauthorized removal of UN property;
  • Screen all personnel, packages and vehicles (if applicable) entering the premises including clearance through metal detectors and by use of x-ray equipment, if available;
  • Stop suspicious bags, packages or persons entering the building and report it immediately to Senior Security Guard and, in his absence, to another Security officer;
  • Report immediately to Senior Security Guard and, in his absence, to another Security officer  any difficult visitors; restrain such persons, or arrogant visitors;
  • Handover suspicious persons to the local police guard for necessary measures;
  • Report immediately to Senior Security Guard and, in his absence, to another Security officer of any theft, unlocked offices, doors and garage;
  • Provide information and directions to all persons associated with the Agency, including visitors;
  • Monitor the CCTV and take prompt actions if a suspicious event occurs, both inside and outside the premise and report immediately to Senior Security Guard and, in his absence, to another Security officer. Any malfunctioning of the system must also be reported immediately to Senior Security Guard and, in his absence, to another Security officer;
  • Identify all staff faces and names;
  • Conduct exterior, garage, and garden patrols for the purpose of intercepting unauthorized persons attempting to gain entry to the premises;
  • Cooperate and liaise with the Governmental guards to prevent unauthorized parking in front of UN offices;
  • Coordinate with the local police guards during emergencies and demonstrations;
  • Report the arrival of protesters or demos through the chain of command. Secure the main door of the office during demonstrations;
  • Maintain a log book for registering visitors’ names and log staff members time in and time out during weekends and holidays;
  • Maintain alertness for any potential or actual breach of security and any disturbance or unusual activity;
  • Report to the Senior Security Guard and, in his absence, to another Security officer all safety and security related issues and comply the directions of the Senior Security Guard;
  • Assist Agency Security Focal points in real emergencies and during building evacuation drills;
  • Providing “Visitors’ ID Card” to visitors and make sure to keep some sort of identity card that belongs to visitors.
  • Ensure all doors secure and lights are off after staff members depart. Run a routine check on all offices at least one time during the evening shift and night shift when all staff members are out of the office.
  • Act as telephone operator in time of need, especially during silent hours.
  • Participates in trainings related to safety and security organized by UN agencies

Required Skills and Experience
Education:
  • Secondary school education.

Experience:

  • 2 years in safety and security, which may include experience  in physical security, professional military service, law enforcement or a related field;
  • Working experience with security-related equipment.
  • Working knowledge of CCTV, metal detectors, and other security equipment will be an asset;
  • Basic computer skills;
  • Good in oral and written Russian and Turkmen, basic communication capabilities in English are required.
