Org. Setting and Reporting

The position is located in the Integrated Office of the Deputy Special Representative of the Secretary-General, Resident and Humanitarian Coordinator (hereafter the Integrated Office) for Sudan. The incumbent will report to the Deputy Special Representative of the Secretary-General, Resident and Humanitarian Coordinator (DSRSG/RC/HC).

Responsibilities

• Leads and coordinates the overall management of the DSRSG/RC/HC Integrated Office to ensure effective and efficient support to the substantive coordination of the Integrated Office and the UN Country Team and adherence to organizational policies and procedures and DSRSG guidelines. The Integrated Office comprises the following entities: the Office of the Resident Coordinator (RCO), the Joint PBF/MPTF Secretariat, the Durable Solutions Unit, the Peacebuilding Team and the Front Office of the DSRSG/RC/HC.

• Formulates and implements the substantive work program of the Integrated Office under his supervision. Oversees the management of activities undertaken by the Integrated Office, ensures that scheduled activities are executed in a timely manner and coordinates work in the various areas both within the Office, through the components of UNITAMS, the UN countries and other UN System entities, as appropriate.

• In the absence of the DSRSG/RC/HC, assumes specific UN development and coordination tasks, including donor coordination.

• Leads the provision of strategic guidance to the DSRSG/RC/HC and the UN Country Team (UNCT and UNITAMS) on effective, quality and timely UN support for the implementation of the Agenda 2030 through a Common Country Analysis (CCA) and Common Strategic Framework. Also provides strategic direction and support for transition planning efforts.

• Coordinates the preparation of the CCA and the preparation of the next common strategic framework. Ensures adherence to guidelines and promotes ownership of the integrated UNCT.

• Coordinates and oversees the preparation of reports for presentation to intergovernmental bodies such as the UNDAF/strategic framework and joint work plans; leads monitoring and evaluation (M&E) and reporting through UNINFO; guides the preparation and delivery of the annual One UN Country Results report to government and other stakeholders;

• Promotes integration between the UNCT and UNITAMS, including through joint analysis, planning, monitoring and reporting and establishment of joint teams and co-location of teams, if applicable.

• Oversees the implementation of the business operations strategy and the formulation of the common back office.

• Establishes UN risk management systems.

• Manages and leads knowledge management and capacity development activities within and outside the UN system.

• Ensures that products produced by the Integrated Office maintain high quality standards; that reports are clear, objective and based on complete data. Ensures that all outputs produced by the units under his/her supervision meet the required standards prior to their completion to ensure that they comply with the relevant mandates.

• Undertakes or oversees programmatic/administrative tasks necessary for the functioning of the Integrated Office, including preparation of budgets, reporting on budget/programme performance, staff performance appraisals, interviewing candidates for vacancies , assessment of candidates and preparation of inputs for results-based budgeting.

• Oversees the coordination of the work plan for the DSRSG pillar within UNITAMS, including budget preparation and planning within the pillar components, approval of documents for the DSRSG, including contributions to statements of the Security Council, the recruitment of staff to the Office of the DSRSG and the pillar at large.

• Promotes teamwork and communication between staff in the Integrated Office and across organizational boundaries.

• Leads and supervises the organization of meetings, seminars, etc. on substantive issues. Manages the preparation and organization of these meetings or seminars.

• Participates in international, regional or national meetings and provides programmatic/substantive expertise on an issue or holds programmatic/substantive and organizational discussions with representatives of other institutions.

• Represents the Integrated Office at international, regional or national meetings.

Education

Advanced university degree (Master’s degree or equivalent) in business or public administration, finance, sustainable development, education, social sciences or related area. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

At least fifteen years of experience in strategic planning, sustainable development policy, project/programme management, or resource mobilization in the context of development cooperation or related area are required.

A minimum of two years of experience in post-conflict or transitional operations and management including international work experience in post-conflict settings is required.

Experience in policy formulation in a development cooperation context is desirable.

Experience in the United Nations system or a comparable international organization is desirable.

Experience in coordinating external partnerships in a development context is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For this position fluency in English, (both oral and written) is required.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
