Standard Job Description

Assistant Project Control Officer Organizational Setting and Work Relationships The Assistant Project Control Officer is part of the multi-functional team. In coordination with DFAM¿s Implementing Partnership Management Service, s/he is responsible and accountable for providing substantive support, guidance, and oversight on the effective management of the Enhanced Framework for Implementing with Partners (the Framework) as well as oversight on the effective management of Direct Implementation. Complementary to programme management, s/he will support and conduct analysis and assessment of risks associated with partnerships and direct implementation, policy compliance, operational practices, mitigation measures and gaps and make technical recommendations or decisions in line with the principles of the Framework, of UN/UNHCR¿s financial rules, policies and regulations and operational context. The incumbent prompts partnership integrity and other safeguarding mechanisms for ensuring sound stewardship and accountability of funds entrusted to partners or through direct implementation arrangements (e.g. contracts for the procurement of goods and/or services) to ensure resources are used in the most efficient and effective manner to attain the best results for persons of concern. The Assistant Project Control Officer will promote dialogue and consultations for strengthening partnerships and have frequent contacts with UNHCR colleagues, particularly project control and programme staff. S/he may have contact with external stakeholders, such as UNHCR-funded partners, auditors, oversight bodies, and host governments on matters related to partnerships. The incumbent will be mindful of all dimensions of partnerships in accordance with the Principles of Partnership, the Code of Conduct, UN/UNHCR¿s financial rules, policies and regulations and other relevant documents. In the Regional Bureaux, the incumbent works under the supervision of the Regional Controller. In the Country and Multi-Country Offices, the incumbent normally works under the direct supervision of the Representative or Deputy Representative, Head of Office or (Senior) Project Control Officer, as applicable. ¿ All UNHCR staff members are accountable to perform their duties as reflected in their job description. Duties - Participate in the annual assessment and planning cycle. - Assist with the review of project agreements, ensuring that they are in conformity with Country Operation Plans and UNHCR¿s rules, policies and procedures. - Assist with the formulation and implementation of a performance project monitoring plan in collaboration with the Programme Unit and MFT. - Assist with the development of the direct implementation monitoring plan in collaboration with the Programme Unit and other relevant functions. - Assist with the support of Programme and other relevant functions in the selection of implementation modalities. - Contribute to tracking the management of project and direct implementation risks in collaboration with the Programme Unit, and report major risks to senior management. - Contribute to reviewing, analysing and verifying Financial and Performance Partner Reports (PFR and -PPR), and to checking accuracy and consistency between PFR and PPR, in accordance with partnership agreements. - Monitor, track and verify that expenditure for direct implementation by UNHCR is in line with the approved budget. - Conduct reviews of the internal control systems of partners implementing projects and provide advice as required. - Provide input on identified variants, risks and issues to partners, Programme Unit and escalate to management as required. - Support timely project closure in coordination with the Programme Unit. - Provide input to the mid- and end-year programme review process on issues related to project control. - Maintain professional relationships with partners implementing projects and UNHCR¿s contractors. - Keep up-to-date with all UNHCR rules, regulations and procedures necessary to perform these duties. - Perform other related duties as required. Nature of Position:

The Assistant Project Control Officer will work under the direct supervision of the Head of Sub Office and will be responsible for the oversight in the monitoring of the implementation of UNHCR 's projects being implemented by Partner 's and through Direct Implementation operating within the scope of SO Adjumani. UNHCR SO Adjumani covers two refugee hosting districts in Northern Uganda: Adjumani with 19 Settlements and Lamwo with 1 settlement, with a total number of refugees approximately 300,000 individuals, mainly from South Sudan. The total number of Partnership Agreements is 14 implemented by government and non-government organizations. The successful candidate should have sound experience and knowledge in financial management and programme management. In addition to supporting partnership arrangements, the Assistant Project Control Officer role requires complementing programme management by providing oversight for projects including review of project agreements, formulation of risk-based monitoring plans, quality assurance and accountability, project audit monitoring and verification. Furthermore, the position will oversee existence of synergy between financial and operational performance for all projects, active participation in the multifunctional teams in monitoring activities, tracking project risk management, and supporting project closure at the end of the year, and monitoring of direct implementation through checking relevant documentation. Close working relations will be required with colleagues in various units, especially program and partners, to ensure that desired results are achieved, projects are implemented in line with the provisions and objectives set in the partnership agreements. Complementary to programme management, s/he will support risk management, and conduct analysis and assessment of risks associated with partnerships and implementation modalities under direct implementation, policy compliance, operational practices, mitigation measures and gaps and make technical recommendations in line with UNHCR 's financial rules, policies and regulations and operational context. The profile of the Assistant Project Officer should include cultural sensitivity, managerial competencies, good interpersonal relations, strong diplomatic skills and advanced knowledge in function of project control. The successful candidate should possess the requisite levels of professional maturity, communication, collaboration and have analytical skills.

Living and Working Conditions:

Located in Northern Uganda (at the tip of the West Nile), district of Adjumani is about 7-8 hours drive away from Kampala and 40 minutes from Elegu/Nimule border crossing between Uganda and South Sudan. UNHCR has presence in Pakelle town, 8 km away from Adjumani, the district capital. Pakelle has limited village-level amenities. The office and the residential compound benefit from running water, autonomous electricity and Wi-Fi coverage. The nearest accommodation and basic shopping are available in Adjumani. The district town has a hospital, a market, banks with ATMs and a police station, while social, health and recreational facilities are poor. There are no international schools nor shopping malls and the nearest regional town with referral health facilities (Gulu) is 108 km away from the duty station (approx. 2.5 hours by road). Biweekly shopping trips to Gulu are organized. Adjumani is generally hot and the temperatures range between 29-45 degrees centigrade, higher during the dry season (December-March). Floods are experienced during the rainy season. The sub-office covers 20 settlements: 19 are spread through Adjumani district (10-40 km from the office) and Palabek settlement is in Lamwo district (150 km). The district roads are poor and may be unpassable during the rainy season. The mobile phone network is unreliable outside the towns and main roads. The host communities are hospitable and supportive of UN, refugees and humanitarian agencies. OPM Refugee Desk and several NGOs are based in Pakelle with more agencies present in Adjumani. The area is categorized as safe (security level II) with very low crime level reported. The main threats in the district of Adjumani are road traffic accidents, disease prevalence (Malaria, Cholera, Hepatitis B, and HIV), lightning strikes during rainy seasons, petty thefts and domestic violence. The UN Security management systems have put in place mitigation measures to ensure staff safety and security with collective staff responsibilities.
