JOB PURPOSE

Within delegated authority of the Engineer, the COST AND QUANTITY SURVEYOR will be primarily responsible for all Quantity Survey Services during all phases of construction/engineering projects. In liaison with the project teams; responsibilities ranging from project initiation, pre-contract documentation, contract management and any necessary support pertaining to CO & LO construction/engineering Projects with WFP Somalia (based on the need), hereunder collectively, referred to as “Projects”.

KEY ACCOUNTABILITIES (not all-inclusive)

The Cost and Quantity Surveyor shall report directly to the WFP Lead Engineer and ultimately to the Head of Administration and to the Head of Field Offices/Project Managers (for respective projects) with the following generic duties:
(These duties are generic and thus not all inclusive).

General Project Duties 
1.    As delegated by the Project Engineer, act as WFP construction Engineer’s Representative (ER) and/or Resident Engineer (RE) in construction phase of the project by providing oversight of technical quality, schedules, and budget, as required; Monitor safety performance of construction contractor, address contractual issues, and maintain a comprehensive system of site records related to construction project(s); Conduct site inspections, approval works and reporting
2.    Assist in planning and implementation of the project including use of engineering survey equipment and appropriate technology to deliver the project within schedule
3.    Oversee compliance to WFP & Construction Manual requirements, guidelines and prevailing industry standards
4.    Maintain projects master data base including budgets and schedules for design and construction project, including appropriate documentation to support full project life cycle for audit purposes
5.    Based on the need, conduct engineering site assessments of WFP facilities and provide technical recommendations for all building and infrastructure issues affecting WFP Somalia;
6.    Perform other related duties as required.

Pre-contract Duties 
7.    Budgetary and cost planning and scheduling and related cost control techniques including projects financial reviews.
8.    Projects site assessments, scoping, tender documentation, preparation of project bills of quantities (BoQs), cost estimates and developing work specifications & particular conditions of contract
9.    Support the Engineer and Procurement Unit with projects pre-tender documentation and processes
10.    Support the Engineer and Procurement Unit in preparing Work Orders for engineering services 
11.    Advise on project procurement options and specialist contractual arrangements
12.    Support the Engineer and Procurement Unit with projects technical evaluation, analysis and reports.
13.    Advise on projects economical contract administration approaches

Post- Contract Duties 
14.    Provide engineering and project management services, including planning and designing the specifications for the CO & Field Offices projects by applying commonly used engineering calculations and practices; 
15.    Preparation of Engineer’s Valuations, Payment Certificates in coordination with the Project Engineer, Project Manager and Admin/Finance Units
16.    Assist the Engineer with cost control throughout the project; preparation of financial appraisals during the construction stages of the project to keep the Project Managers appraised on the financial valuations and anticipated final accounts.
17.    Advise on the avoidance and/or settlement of contractual Claims and disputes including evaluation and settlement of Claims as they arise (contract dispute resolution mechanisms including arbitration).
18.    Assisting in collating As-Built documentation and all necessary confirmations of statutory requirements and consents.
 

STANDARD MINIMUM QUALIFICATIONS

Education:

• First University degree in Quantity Surveying, Building Economics, Civil Engineering or related Engineering discipline.
• Hold or be eligible for Accreditation to “Professional Engineer” or “Chartered Engineer” status, or recognised equivalent by an appropriate national or international regulatory authority.

Experience: 

• At least 3 years of proven Quantity Surveying experience in design and construction of building and infrastructure type projects. 
• Experience in Civil Engineering Standard Method of Measurement (CESSM).
• Experience working with typical FIDIC Contracts packages.
• Proven experience in construction contracts management.
• Registration with recognized national professional regulatory body and/or association.
• Experience working in the humanitarian sector is desirable.

Knowledge & Skills:    

• Construction Projects Scheduling with demonstrated experience with Primavera Project Planner and Ms. Project Scheduling software. 
• Office computer software programs including but not limited to Microsoft Office Packages.
• Knowledge and ability to use engineering survey equipment.

Language: Must be fluent in oral and written English. Language skills in Somali or Arabic are desirable.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

• Has worked effectively under supervision on a large number of varied design and construction projects and taken responsibility for work elements which have been assigned.
• Has attained advanced academic qualifications relevant to engineering.
• Has contributed to projects demonstrating knowledge of engineering specialisations in relation to fire safety, seismic blast or environmental requirements.
