The Multinational Force & Observers (MFO) is an international peacekeeping organization created by agreement between the Arab Republic of Egypt and the State of Israel. Our mission is to supervise the implementation of the security provisions of the Egyptian-Israeli Treaty of Peace. The Contracts and Procurement Support Officer  is a critical member of the team at the MFO’s Headquarters in Rome.  This position assists the Director of Support and collaborates with other MFO offices in Sinai, Tel Aviv and Cairo with frequent travel to the those locations.  The duties of the Contracts and Procurement Officer include:

·         Providing day-to-day contract administration support; managing and administering the full life cycle of the procurement and contracts processes.

·         Drafting complex legally binding contracts, agreements or instruments such as non-disclosure, teaming and lease agreements, purchase orders, contracts and subcontracts utilizing both custom and standard terms and conditions.

·         Assisting senior level staff in selecting the best contracting methods, techniques, and evaluation criteria for obtaining results.

·         Providing subject matter expertise, advice, recommendations during the development and negotiation of contracts; providing technical advice and guidance to minimize risk, ensure compliance with laws, regulations, and policies, and realize operational effectiveness and efficiency in these functional areas.

·         Providing training and guidance to staff and management on contractual and procurement related issues, policies, procedures, issues, and systems.

·         Supporting various procurement functions such as strategic sourcing, subcontracting, vendor file management.

·         Providing quality assurance and oversight to contract and procurement-related functions by evaluating policies, procedures, business systems, processes, or tools, and recommending and implementing updates and/or improvements that ensure organizational efficiency, effectiveness, and standardization.

·         Developing, implementing, and periodically reviewing an annual assurance framework that audits governance, processes, procedures, and information management across the enterprise to monitor compliance and identify improvement opportunities. 

The most competitive candidates for Contracts and Procurement Support Officer will have the following:

·         University degree or vocational qualification and experience equivalent. A technical background at management level in either of the following disciplines is required: Chartered status or equivalent as engineer, procurement and supply, or contract management.

·         Demonstrated experience in contracting works and services as well as the purchasing of goods in the public and private sector utilizing organizational, off-the-shelf, and bespoke procurement methodologies.

·         Demonstrated experience in project management, planning, and organization skills to manage multiple enabling activities with multi-skilled teams across the spectrum of Support functions.  

·         Knowledge and understanding of construction industry processes, delivery frameworks and ways of working.

·         Proficiency in MS Office Suite.

·         Proficiency with SAP HANA to manage contract payments and report on financial status of service agreements and contracts. This is a high-end SAP user position. 

·         Collaboration and communication skills for building relationships, inspiring mutual trust and cooperation at the operational level, support contract negotiations, manage conflict, and provide timely and accurate reports for senior leadership. 

·         Professional level competency in written and spoken English.

Work experience in the Middle East and/or with military contracting is desirable
