Background

The Norwegian Refugee Council (NRC) is working in more than 40 countries in Asia, Central and Eastern Europe, the Middle East, East, Central and West Africa, and Latin America. Many of the countries are experiencing deteriorating security situations, increased humanitarian needs, and displacement due to conflict and with shrinking humanitarian space. Humanitarian assistance to hard-to-reach populations is prominent in NRC’s global strategy and guide our work within programmes and support.

The Global Health, Safety & Security (HSS) section in NRC is responsible for developing, evaluating, and monitoring NRC’s global approach to health, safety, security, and crisis management. With a central team located at Head Office, the section provides policies, systems, frameworks, and standards for global use. The section also delivers trainings, including Hostile Environment Awareness Trainings (HEAT), Hostile Environment Individual Security Training (HEIST) and crisis management training.

The Global HSS section works through and with senior managers and HSS staff in regions, in country operations and in Head Office.  

NRC has a holistic approach to governance and risk management. The Global HSS Director works closely with the Director of Risk Management, and other management functions, to ensure the organisation has an integrated and effective framework for risk management. The Global HSS Director is responsible for working jointly with other functions to achieve synergies where possible through holistic governance, common policies, methods, and digital tools to support effective risk management.

 

Role and responsibilities

The Global Health Safety and Security Director is responsible for providing strategic and operational direction on HSS risk management and crisis management, ensuring adequate policies and systems for the organisation in line with the overall strategic direction of NRC.

The Global HSS Director promotes an HSS culture across NRC; development of HSS staff competence and sharing of best HSS risk management practices across NRC. The Director promotes a culture of inclusion, ensuring a gender and background balance across all HSS functions and levels.

The Global HSS Director reports to the Executive Director Field Operations and is member of the Field Operations Management Team. The Director participates in meetings with the Senior Management Group when HSS and risk management is on the agenda or items are discussed that could be of HSS relevance.

Generic responsibilities  

Policy, strategy and HSS development

  • Develop, maintain, and improve the HSS risk management governance structure (policy, guidelines, SOPs, handbooks, best practices, etc.) ​and crisis management/ business continuity management organisation, and ensure that these are designed to support NRC in the delivery of its mission and that NRC upholds our duty of care to our people.
  • Develop and ensure the operationalisation of HSS policies, frameworks, standards, tools, and SOPs, working in partnership through the technical line and with operational directors. Ensure NRC’s HSS services are lean, effective and of good quality.
  • Own, run and improve HSS compliance across NRC and provide oversight on NRCs HSS performance through compliance reports, audits & reviews and operational KPIs. 
  •  Own, develop and manage training programmes relating to HSS and crisis management, ensuring that these are based on organisational needs and contexts in which NRC is working.

 

Technical development and suppor

  • Develop, maintain, and improve NRCs incident reporting, management of relevant incidents and provide regular analysis across NRC.
  • Develop Global HSS as “Centre of Excellence” for its area of responsibility and drive adoption of “best practices”.
  • Continuously seek to introduce, adapt, and strengthen accountability mechanisms and routines within the HSS and line management structure​.
  • Member of the Head Office Crises Management Team. Coordinator for NRC’s crisis management response in critical incidents​.

Representation and relationships

  • Responsible for identifying and maintaining relationships with relevant stakeholders (e.g., international HSS sector actors​, INGOs, private sector) related to the HSS development areas. Ensure that NRC is well placed within the wider sector, including representing NRC’s work.

 

Administrative management:

  • Staff and matrix management: Direct staff management responsibility and associated staff performance management/ development. Responsible for matrix managing. 
  • Budget responsibility for the HSS section​ and management of HSS related funds at global level. Responsible for supporting external fundraising linked to any of the HSS development areas, in collaboration with other relevant NRC departments.

Specific responsibilities:

  • Manage, together with Risk Management and ICT, NRC’s strategic initiative related to NRCs new incident reporting and management system. The initiative started early 2023 with a development phase of approximately 12 months. The Global HSS Director sits in the Steering Committee of this initiative.
  • Contribute to strategic development of HSS training programmes based on needs and contexts, and explore collaboration with others, including other INGOs. The daily work on NRC’s HSS trainings is delegated to the Head of the HSS training unit where the Global HSS Director is expected to oversee and guide the work in line with organisational strategies and policies.
  • Assess and further develop the HSS organisational set-up in Field Operations to ensure that it meets the future needs of the organisation, in line with NRC Global Strategy 2022-2025 and NRC Ambition 2030.
  • Promotes a culture of inclusion, ensuring a gender and background balance across all HSS functions and levels.

 

Critical interfaces

By interfaces, NRC means processes and projects that are interlinked with other departments/units or persons. Relevant interfaces for this position are:

  • Field Operations in the areas of strategy, information and support related to financial support and management, emergency response, global programme development including humanitarian access/ working in hard-to-reach areas, safe and inclusive programming, etc.
  • Organisational Development Department in the areas of Human Resources (including Learning and Development, Duty of Care), ICT, Logistic, Finance
  • Risk Management Section in the areas of incident reporting, Data protection, PSEA, Legal and risk management
  • NORCAP and Partnerships and Policy Department, including representation offices
  • External relation & Advocacy and Media in the areas of crisis communication and training

 

Professional competencies 

These are skills, knowledge and experience that are important for effective performance. 

Generic:

  • Relevant higher education (master level) 
  • Minimum 8 years of experience working in the field of health safety security, 4 of which must be within the NGO, UN or private sector (not including military or private security)
  • Strategic development, planning and staff management experience at a senior level
  • Knowledge about own leadership skills/profile
  • Extensive experience from complex and volatile contexts
  • Solid understanding of humanitarian principles and practices in broad humanitarian action, NGO safety and risk management, humanitarian access, and civil-military coordination.
  • Demonstrated experience in incident, emergency, and crisis management
  • Excellent communication skills and fluency in English, both written and verbal. Fluency in Arabic, Spanish and/or and French is also an asset

Preferred:

  • Professional qualifications or studies in general management, HSS and/or risk management
  • Prior work experience at the country level
  • Experience or qualifications in humanitarian access, civil-military coordination or negotiations
  • Experience in designing training concepts
  • Experience in change management
