The minimum required qualifications were determined in view of the specific duties and responsibilities of this position.

 

The specific language requirements for this position are detailed hereunder. However, candidates applying for the professional category vacancies who have not already successfully completed their probationary period within the ILO and whose mother tongue is not one of the working languages of the Office (English, French and Spanish), shall be required to possess a fully satisfactory working knowledge of at least one of the ILO working languages. If appointed they may be required to acquire a knowledge of a second working language of the Office during their initial years of service.

Introduction

The International Labour Organization (ILO) is a tripartite United Nations (UN) agency that brings together governments, employers and workers of its Member States to advance decent work and social justice throughout the world. The ILO promotes opportunities for women and men to obtain decent and productive work in conditions of freedom, equity, security and human dignity. The ILO pursues the objectives of ensuring rights at work, encouraging decent employment, enhancing social protection and strengthening social dialogue in handling work-related issues.  

The ILO’s Jobs and Social Protection Cluster (JSP) encompasses the functions and responsibilities of three policy departments: Employment Policy, Job Creation and Livelihoods, Universal Social Protection and Sustainable Enterprises, Productivity and Just Transition. 

The incumbent provides advice and support to the Assistant Director-General for the Jobs and Social Protection Cluster, who leads and oversees the strategic development and delivery of the ILO’s global programme of work on jobs and social protection.  

The incumbent reports to the Assistant Director-General of the JSP Cluster. 

Specific Duties

1.Provide senior-level advice and support to the Assistant Director-General and to managers in the Cluster on matters related to the functions of the ILO’s Jobs and Social Protection Cluster. 
2.Provide advice to the Assistant Director-General and managers in the Cluster on the development and implementation of innovative and integrated strategies, policies and approaches and good management practices to optimize Cluster-wide management.
3.Provide support with coordinating change management and Cluster-wide reform initiatives.
4.Assist in the formulation of Programme and Budget proposals, and the implementation of decisions that impact upon the cost-effective management of the Cluster.
5.Monitor corporate dashboards and prepare Cluster inputs to corporate planning, programming, and reporting processes in a timely manner.  
6.Facilitate the Assistant Director-General’s engagement with governments, employers’ and workers’ organizations and the UN and multilateral system.
7.Coordinate briefs and undertake other preparatory tasks for the Assistant Director-General for representation at global policy debates, interagency fora and in the implementation of the UN development system and joint work with the IFIs in relation to implications for operational and programming activities under the responsibility of the Cluster, including in particular the Global Accelerator on Jobs and Social Protection for Just Transitions.  
8.Monitor issues arising from meetings of the Senior Management Team (SMT) and the Global Management Team (GMT); coordinate ILO inputs from the relevant departments and units and prepare briefing materials for the Assistant Director-General and advise on appropriate follow-up.
9.Contribute as a strategic member of the management team and prepare documents of a conceptual, strategic and programmatic nature.
10.Coordinate preparation for Governing Body (GB) meetings and other high-level meetings and events; ensure efficient communication and briefings, and the preparation of high-quality policy papers and reports by the relevant departments.
11.Recommend and facilitate appropriate representation of the cluster at relevant meetings and events and ensure appropriate briefings and reports are prepared and follow-up action is carried out. Participate, as required, in work involving internal and external administrative and oversight bodies, as appropriate.
12.Represent the work unit and the Office in internal and external meetings as requested by the Assistant Director-General.
13.Liaise and follow-up with CABINET on matters related to the work of the Cluster. 
14.Perform other relevant duties as may be assigned by the Assistant Director-General.

Required qualifications

Education

Advanced university degree (Master’s or equivalent) in economics, political or social science or other relevant field.  
A first-level university degree (Bachelor’s or equivalent) in one of the afore-mentioned fields or other relevant field with an additional two years of relevant experience, in addition to the required experience stated below, will be accepted in lieu of an advanced university degree.

Experience

At least ten years of progressively responsible experience in strategic policy coordination, including at the international level. Field experience is an advantage.

Languages

Excellent command of one working language (English, French, Spanish) of the Organization and a working knowledge of another working language.

In-depth knowledge of the work of the Organization, its policies, programmes, and procedures. Political insight and sound judgement. Seasoned knowledge of the broad range of technical subject areas dealt with by the JSP Cluster. Ability to synthesize research and strategies and reach empirically based conclusions on related subjects. Excellent writing and analytical skills for the production of relevant reports, including reports for the ILC and the GB. Excellent communication, social media, presentation, and negotiation skills. Excellent organizational and management skills. Tact and persuasiveness in dealing with people. Demonstrated ability to effectively monitor and evaluate work programme and resources. Ability to plan and organize work, establish priorities and to align the work of the Cluster with the Organization’s broader strategic objectives and priorities. Ability to work in a multicultural environment and to demonstrate gender-sensitive and non-discriminatory behaviour and attitudes.

 

 

Conditions of employment

  • Any appointment/extension of appointment is subject to ILO Staff Regulations and other relevant internal rules. Any offer of employment with the ILO is conditional upon certification by the ILO Medical Adviser that the person concerned is medically fit to perform the specific inherent requirements of the position offered. In order to confirm an offer from the ILO the successful candidate will be required to undergo a medical examination.
  • The first contract will be issued for a twenty-four month period.
  • A successful external candidate will be on probation for the first two years of assignment.
  • Any extension of contract beyond the probation period is subject to satisfactory conduct and performance.
