The Council of Europe Development Bank (CEB), established in 1956, is a multilateral development bank with a unique social mandate. The CEB works to strengthen social cohesion and build thriving communities in Europe by financing projects that promote inclusive growth, support vulnerable groups and bolster environmental sustainability.

As part of the Corporate Services Directorate (CS), the Human Resources Division (CS-DHR) attracts, develops and retains the right staff in the right jobs to provide the CEB with a diverse, competent and adaptable workforce.

We are now looking for an experienced HR professional to head up our team working on talent acquisition and management, including development, performance, diversity and inclusion. The successful candidate will be a driven individual with thorough knowledge of the latest thinking in a broad range of talent management areas. Under the general guidance of the CS Director, s/he will report to the Head of DHR Division and collaborate closely with colleagues in the Division and across the Bank.

Main Responsibilities:
Manage, motivate and develop the team; elaborate policies and optimise processes for recruitment, performance management as well as for learning and development.
Manage recruitments at all levels, from support staff to top management, by advising hiring managers, HR management and Selection Committees; by actively participating in selection processes; by supervising team members who provide central support to all types of recruitment and by managing external HR service providers.
Draft, or provide guidance on the drafting of, guidelines, presentations or memos on talent management and diversity. Enhance the CEB employer brand and keep staff engagement levels high.
Oversee the EDGE Gender Equality in the Workplace certification process, collaborating with team members and HR operations colleagues. Update and implement the CEB outreach strategy on a regular basis with the aim to improve gender and national representation amongst staff. Regularly report to upper management on strategies, action plans and their progress.
Propose and oversee the implementation of innovative approaches to maximise the impact of learning and development opportunities so as to further reinforce competencies within the Bank, enabling staff to efficiently address challenges encountered.
Contribute to workforce planning in order to flatten the structure and contain costs, while allowing for professional growth and job satisfaction of staff.
Oversee the implementation of a new performance management model. Evaluate the success of its functioning for managers and staff alike, and propose and implement adjustments to the model and associated online tool as necessary.




Academic background:
An advanced university degree in human resources, business administration, psychology or related field.
Professional background:
At least 7-8 years of international experience in HR management and policy development, including in recruitment, diversity and inclusion, performance management, training, career development counselling or related field.
Experience from another International Organisation, in particular another International Financial Institution, and/or from the banking industry may constitute an advantage. Proven ability to interpret HR policies and staff rules for an efficient implementation.
Demonstrated success in team management with a positive track record in developing staff.
Ability to work in a team, establish and maintain effective working relations with interlocutors from different backgrounds and at all levels in the organisation.
Proven project management experience, including the management of external service providers and budgets.
Capacity to handle multiple tasks and deadlines in a fast-paced environment and achieve expected results.
Demonstrated ability to integrate a diversity and inclusion perspective into policies, activities and daily operations.
