UNICEF Lebanon is looking for a Learning Recovery Consultant to support the operationalization of the national Learning Recovery initiative.

In response to the dire socioeconomic and health crises hitting Lebanon since October 2019, which caused extended school closures and negatively impacted the learning of more than 1.15 million children in Lebanese schools, the Ministry of Education and Higher Education (MEHE) and CERD, with UNICEF and other bilateral, multilateral and civil society organizations, haves launched a National Learning Recovery Initiative (LR) which aims to get more children in school, for longer and learning more.

The National Learning Recovery Initiative includes trainings for 30,000 public school teachers on learning recovery pedagogy; the printing and distribution of LR materials for approximately 382,000 children and 65,000 packs for teachers in all public schools covering foundational literacy and numeracy (FLN) as well as Psychosocial support (PSS) and social emotional learning (SEL); and the implementation of a summer catch-up program in public schools. As an additional, complementary approach to in-person learning recovery, UNICEF piloted a tutoring hotline in Mount Lebanon during summer school of 2022 targeting students (Grades 1 to 8) who need additional learning support, which was later scaled up during school year 2022-2023 to cover all Lebanese governorates, reaching vulnerable children in basic education (KG to G9) and their parents

A Consultant is needed to support the operationalization of the national Learning Recovery initiative. The consultant will have specific deliverables related to the development and printing of learning recovery materials, roll out of teacher trainings, roll out of summer catch-up program, conducting learning assessments, collecting and analyzing student and teacher data, processing payment of incentives to teachers and training staff, developing and rolling out a communication plan, and operationalizing a tutoring hotline service.

How can you make a difference? 

The consultant will work on quality assurance, monitoring and logistic support for the following tasks: developing and rolling out a communication plan, and operationalizing a tutoring hotline service.

3. Quality assurance visits to teacher training sites and assessment of logistical procedures provided by CERD regarding: Supplies, Fuel, Monitoring attendance of teachers, trainers and CERD staff.

1.  Data of teachers, CERD staff and trainers are cleaned, compiled and analyzed for payment of incentives.

2.  Payments of incentives to teachers, trainers and CERD staff are processed following the UNICEF procedures.

3. Follow-up on payments is done with OMT and through third party to all participants as evidence of quality assurance.

Summer catch-up program.

1.  The summer school planning document is developed, including selection criteria for schools, teachers and needed supplies.

2. Payment of incentives to teachers, school staff and DOPS counselors are processed following UNICEF procedures.

1. Assessments developed by CERD and implemented in schools are compiled, results are analyzed and shared with proposed recommendations on way forward.

To qualify as an advocate for every child you will have… 

  • An first university degree in  Education, social sciences, or related field. 
  • A minimum of 5 years of professional experience in project management. 
  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset. 

Knowledge/Expertise/Skills required: Project management, estimation of budget, data processing and analysis, writing skills, communication skills, proficiency in using Microsoft tools, capacity to work autonomously.
