Technical Consultant to support the GPE’s Partnership Compact process in PNG

The purpose of the consultancy is to facilitate the discussion between the NDoE and Local Education Group (LEG) on identifying the bottlenecks to transformational change of the system and guide the Enabling Factors analysis and Partnership Compact Document development processes based on the GPE related guidelines. A comprehensive analysis report, a Partnership Compact document and related documents including factsheet on financial requirements and power point presentation will be developed under the ownership and leadership of the NDoE.

Papua New Guinea has been engaging with the Global Partnership for Education (GPE) since 2010 and received a number of grants from GPE: two education sector plan implementation grants (ESPIG); one education sector plan development grant (ESPDG); and one emergency accelerated funding so far.

The Local Education Group (LEG) agreed to establish a Task Team (TT) to spearhead the Partnership Compact process, and this consultancy will closely support the NDoE and TT to ensure the completion of the Enabling Factors analysis and the finalization of the Partnership Compact document in PNG.

How can you make a difference? 

The  consultancy aims at facilitating the discussion between the NDoE and Local Education Group (LEG) on identifying the bottlenecks to transformational change of the system and guide the Enabling Factors analysis and Partnership Compact Document development processes based on the GPE related guidelines. A comprehensive analysis report, a Partnership Compact document and related documents including factsheet on financial requirements and power point presentation will be developed under the ownership and leadership of the NDoE.

The UNICEF Education Specialist will supervise and monitor the Consultant’s performance and deliverables, under the guidance and general supervision of the Chief Education and the First Assistant Secretary of Policy and Research. The Consultant will directly work with the Assistant Secretary of Policy and Planning Division (PPD) and the Education Policy Adviser of JICA (JICA is the Coordinating Agency for GPE in PNG), to ensure key actions taken and milestones met for the Partnership Compact process in a timely manner. The NDoE will allocate an office/desk space for this Consultant in PPD.

The specific objectives of this assignment are follows:

  1. Review strategic documents, including relevant GPE guidelines.
  2. Support the Department of Education (NDoE) Task Team (TT) in understanding the requirements for finalising an enabling factor analysis and preparing a Partnership Compact document, within the overall process of preparation for GPE applications.
  3. Conduct participatory consultations with the NDoE Divisions, TT and LEG members,
  4. Support TT members and NDoE to organize Partner Group consultations and a national consultation and document key points and consultation processes.
  5. Draft and support finalization of a Partnership Compact document and ensure feedback from the NDoE Divisions, TT and LEG members and other key stakeholders are included.
  6. Develop complementary documentation including factsheets on key priorities and financial requirements in the form of investment case for supporting education targets.
  7. Provide technical inputs to NDoE, the Grant Agent and the Coordinating Agency on key areas for system strengthening as part of additional programme document preparation for the remaining SCG.
  8. Prepare and deliver presentation to key stakeholders.
  9. Document the process and key points emerging from consultations; Organize and/or produce MoVs and seek NDoE’s endorsement, as required. Prepare presentation materials including PPTs, handouts, etc.

To qualify as an advocate for every child you will have… 

Education

Advanced university degree in the fields of education, economy and finance and any related fields.

Experience 

At least 5 years of work experience in a relevant field. Experience in development of policy level documents, including related to financial analysis and costing

Specific skills

  • Strong technical knowledge of education, with specific focus on policy work, financial analysis and costing
  • Strong analytical and conceptual thinking. Excellent writing, communication and presentation skills with stakeholders. Ability to work under pressure and commitment to work to tight timeframe. Demonstrated ability to work effectively in an education ministry and with education stakeholders.
  • Fluency in English.
  • Experience in PNG and the Pacific is considered an advantage.

This position is a short-term assignment and doesn’t give rise to a long-term permanent post with the organization.
