BACKGROUND

Purpose of Activity/ Assignment

The Programme Policy and Procedure Site (PPPX) is the unique one-stop-shop, knowledge repository for programme guidance in UNICEF. Launched in February 2020, PPPX is currently used by over 14,400 users in the organization, with 450,000 views as of February 2023.

PPPX provides concise and clear information on the main policies, procedures and guidance concerning the way UNICEF works. Managed by DAPM, it contains content from all Divisions, to allow UNICEF staff to find all the guidance in one place.

To continue to maintain the standard of excellence, this site requires maintenance to ensure not only proper technical functioning, but also continual updates of existing content and creation of new topic pages to address emerging issues. This necessarily entails coordination of stakeholders and content creators from various HQ Divisions as well as managing permissions to allow content owners to edit and augment their materials.

DAPM is seeking a consultant who is familiar with UNICEF and this site, its requirements, and stakeholders - and the practice of ensuring their timely update and further development.

Scope of Work:

  • Serve as general editor for new content.
  • Keep pages current: check links, check for outdated material, check for alignment with new guidance.
  • Build new pages: coordinate outreach to content owners, assist with page drafting, do page layout, publish.
  • Maintain collaboration and contacts with content owners across all HQ Divisions, ensuring they promptly
  • Collaborate on PPPX promotion and improvement efforts
  • Maintain Editing Permissions: open the access for all content owners once a month and remind them about it through an email that also includes updates and news.
  • Maintain and expand the Acronym Project

Terms of Reference / Key Deliverables:

  • Deliverable 1- Develop a workplan March 2023-February 2024 with key milestones for PPPX work in consultation with all HQ Divisions.
  • Deliverable 2 – Review and update all PPPX pages for which DAPM is the content owner, including links across pages and to relevant documents or sites. Page updating needs to consider the new country programme management cycle
  • Deliverable 3 - Use PPPX as central repository of programming tools and guidance for both development and humanitarian response. Ensure all new guidance, procedures, tools, etc. on both humanitarian and development is consistently presented on PPPX, in a concise way, highlighting commonalities and elements of convergence and harmonization
  • Derivable 4 – Ensure Supply Division content is fully integrated and connected to PPPX, with templates, good practices and links to communities of practice and any other relevant resource
  • Deliverable 5 - Conduct a systematic review of all PPPX pages, for updates, links, uploading of tools and resources
  • Deliverable 6 - Conduct regular training and refresher to all new content owners on content taxonomy, and on page development and update
  • Deliverable 7 – Ensure DFAM Division content relevant to Programming is fully integrated and connected to PPPX, with templates, good practices and links to communities of practice and any other relevant resource
  • Deliverable 8 - Conduct a “user-feedback” campaign that raises awareness and points out critical shortcomings of the system.

This include supporting PGU in presenting PPPX to HQ Divisions, Regional and Country Offices, and any other stakeholder, based on needs and requests

Qualifications

Education:

  • Master’s in political science, law, business administration, sociology or similar

Work experience:

  • At least 5 years' experience in knowledge management.
  • Since this contract involves conceptualization and design of new pages, online templates and user guidance, qualified consultants must be familiar with UNICEF Enterprise Content Management (ECM) and with UNICEF programme policies and procedures.
  • Previous working experience with UNICEF is highly valued.
  • Previous working experience with UNICEF ECM is a requirement.

Requirements:

  • Completed profile in UNICEF's e-Recruitment system and provide Personal History Form (P11) Upload a copy of academic credentials
  • Financial proposal that will include:
  • your daily/monthly rate (in US$) to undertake the terms of reference.
    • travel costs and daily subsistence allowance, if internationally recruited or travel is required as per TOR.
    • Any other estimated costs: visa, health insurance, and living costs as applicable.
    • Indicate your availability
  • Any emergent / unforeseen duty travel and related expenses will be covered by UNICEF.
  • At the time the contract is awarded, the selected candidate must have in place current health insurance coverage.
  • Payment of professional fees will be based on submission of agreed satisfactory deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.

U.S. Visa information:

With the exception of the US Citizens, G4 Visa and Green Card holders, should the selected candidate and his/her household members reside in the United States under a different visa, the consultant and his/her household members are required to change their visa status to G4, and the consultant’s household members (spouse) will require an Employment Authorization Card (EAD) to be able to work, even if he/she was authorized to work under the visa held prior to switching to G4.

Remarks:  

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws. 

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
